4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting on September 11, 2006
COMMISSIONER THUM MOTIONED AND COMMISSiONER STAMP SECONDED TO
APPROVE THE MINUTES OF THE REGULAR MEETING ON SEPTEMBER 11, 2006. MOTION
APPROVED 3-0-4 (VAN HAITSMA ABSENT, DAVIS, TUCKER, BUXBAUM ABSTAINED)
5. ORAL COMMUNICATIONS
None.
6. OLD BUSINESS
A. Appoint Commissioner to serve on ad hoc committee for selection of artists for the Encinitas
Community Library Public Art Opportunity Request for Qualifications process
Chair Gagliardo gave a brief overview of the ad hoc committee, its members and what they are
tasked to do. Arts Administrator Gilliam noted there have been 44 responses to the Request for
Qualifications. Chair Gagliardo called for interest from the Commission. Commissioner Thum
indicated her interest in serving on the ad hoc committee.
COMMISSIONER TUCKER MOTIONED AND COMMISSIONER STAMP SECONDED TO
APPOINT COMMISSIONER THUM TO THE LIBRARY PUBLIC ART AD HOC COMMITTEE.
MOTION APPROVED 6-0-1 (VAN HAITSMA ABSENT).
7. NEW BUSINESS
A. Report: Operation Homecoming @ Encinitas
Arts Administrator Gilliam reported that the event, which was held on Friday, September 22, 2006
at the Encinitas Community and Senior Center, was a huge success.

Arts Administrator Gilliam felt it would be helpful for the new commissioners to have an update on
the role of the Commission for the Arts. He explained that the Commission reports to the City
Council. The Commission meets once a month, on the first Monday of the month. It is the role of
the Commission to make recommendations to the Council on issues including policy and
programs.
B. Report: the 2006/07 Arts Goals
Arts Administrator Gilliam reviewed the Commission's seven goals which were developed at a
workshop in June. Discussion ensued. .
C. Appoint Commissioners to ad hoc committees
Arts Administrator Gilliam outlined the role and intent of ad hoc committees, that ad hoc
committees are formed to complete a specific goal and then disbanded. Discussion ensued. The
following assignments were made:

8. OPEN DISCUSSION

With the appointment of three new Commissioners to the Commission for the Arts Commissioner
Thum suggested the Commissioners introduce themselves and talk about their backgrounds.
Arts Administrator Gilliam noted that Phil Cotton had been appointed City Manager.
9. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS
City Attorney Glenn Sabine to brief the commission on the Brown Act
Request to Sister City Committee to incorporate the arts into the partnership.
10. ADJOURNMENT
Chair Gagliardo adjourned the meeting at 7:01 pm
