2006-11-06 CITY OF ENCINIT AS COMMISSION FOR THE ARTS Meeting Minutes: Monday, November 6, 2006 5:30 p.m. ....... .1.......==..CALL.TO..QRDER/ROLLCALL... Chair Gagliardo called the meeting to order at 5:33 pm. PRESENT: Chair Gagliardo, Vice Chair van Haitsma, Commissioners Buxbaum, Davis, Stamp, Thum and Tucker ABSENT: None ALSO PRESENT: Arts Administrator Gilliam, Secretary Sharon Scott 2. PLEDGE OF ALLEGIANCE Commissioner Thum led the Pledge of Allegiance 3. CHANGES TO THE AGENDA (deletions and/or additions of consent or general information items) . None. 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Regular Meeting on October 2, 2006 COMMISSIONER TUCKER MOTIONED AND COMMISSIONER DAVIS SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING ON OCTOBER 2, 2006. MOTION APPROVED (7-0). 5. ORAL COMMUNICATIONS None. 6. OLD BUSINESS A. Report, Ad Hoc Committees Arts Administrator Gilliam distributed a list of the current ad hoc committees and commissioner's availability for ad hoc committee meetings and asked Commissioners to review their availability. Community Grant Program - Performance Evaluation Arts Administrator Gilliam stated that the ad hoc committee met and reviewed examples of evaluation tools. The committee developed a tool that has specific benchmarks. The evaluation component was presented at a meeting of grant recipients and the response seems to be positive. Chair Gagliardo asked that the evaluation materials be presented to the full commission at the December meeting. Arts Education Opportunity for Adults Arts Administrator Gilliam reported that a meeting of the ad hoc committee will be scheduled soon. The committee will look at opportunities, other than through the Community Grant Program, for this goal to be met. Envision Encinitas Arts Administrator Gilliam reported that the committee has had several meetings with Lyon and Associates who have been retained to assist with the development of the website. Public Arts Chair Gagliardo and Arts Administrator Gilliam met with the new City Manager, Phil Cotton, last week and discussed public art. The City Manager encouraged the Commission to seek out donations for public ar:t. Arts Administrator Gilliam described the four public arts projects; the Cardiff surf sculpture, Encinitas Child by Manuelita Brown on Coast Highway 101, public art piece at community center and public art at the new Encinitas Community library. Arts Facility Development Arts Administrator Gilliam. noted that the ad hoc committee has not met. Hall Property EIR Arts Administrator Gilliam said the Hall Property EIR should be released in the coming month. Theater Chair Gagliardo requested an update on the theater. Arts Administrator Gilliam said that the Council is still negotiating with Miracle Theatre Productions in closed session. Artist Opportunities Arts Administrator Gilliam noted he was making headway in identifying Encinitas groups. 7. NEW BUSINESS A. Report, Sister City Committee, incorporate the arts into the partnership Arts Administrator Gilliam spoke with Parks and Recreation about incorporating arts into the Sister City program. Arts Administrator Gilliam will meet with Parks and Recreation Director Chris Hazeltine to determine what the process will be in order to make the arts a part of the Sister City program. 8. OPEN DISCUSSION Commissioner van Haitsma announced the release of a book she worked on "Ruminations". Commissioner Thum said the Coastal Communities Concert band would be holding a holiday concert at 2 p.m. on December 3rd at the Performing Arts Center in Escondido. Arts Administrator Gilliam distributed an updated roster of Commissioners. He noted that the Harry and Alice Eiler foundation held Community Grant supported concerts at the Community Center on October 31st and November 1st. The publishers of "Carlsbad" magazine have announced they are publishing a'new "Encinitas" magazine. 9. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS , j j Presentation of CGP evaluation materials.
