2005-01-03 (2) CITY OF ENCINITAS COMMISSION FOR THE ARTS MEETING MINUTES 6 MEETING DATE: January 3, 200/ " 1. CALL TO ORDERlROLL CALL Chair Rincon called the meeting to order at 5:34pm Present: Commissioners Rincon, Ranson, Gould, Van Haitsma,Slevinske, Nee, and Gagliardo Absent: None Also Present: Management Analyst II Stauffer, and Arts Coordinator Chacon 2. PLEDGE OF ALLEGIANCE 3. PRESENTATIONS None 4. CHANGES TO THE AGENDA / None 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for the Regular Meeting on November 1, 2004 Commissioner Gould amended the minutes. COMMISSIONER GAGLIARDO MOTIONED AND COMMISSIONER GOULD SECONDED TO APPROVE THE MINUTES FOR THE REGULAR MEETING ON NOVEMBER 1, 2004 AS AMENDED. MOTION WAS APPROVED 7-0. 6. ORAL COMMUNICATIONS None 7. OLD BUSINESS A. Public Art Policy Commissioners reviewed the revised public art policy. ) J COMMISSIONER GOULD MOTIONED AND COMMISSIONER GAGLIARDO SECONDED TO APPROVE THE REVISED PUBLIC ART POLICY. MOTION WAS APPROVED 7-0. Chair Rincon will work with staff on transmittal of the policy to Council. Stauffer discussed the time line for transmittal. 8. NEW BUSINESS A. Arts Grants Program Review Panelists Chacon reviewed the panelists. COMMISSIONER GAGLIARDO MOTIONED AND COMMISSIONER RINCON SECONDED TO APPROVE THE PANELISTS. MOTION WAS APPROVED 7-0. B. Goal Setting Workshop Chair Rincon reviewed the agenda report. Commissioners discussed potential facilitators. Stauffer clarified that staff recommends the Commission wait until Commissioner recruitment is completed and any potential new commissioners are seated in March before holding a goal setting workshop. Commissioners discussed not waiting until March to hold the workshop. Commissioners discussed potential dates and the setting for the workshop. Commission consensus was reached to host the workshop as part of the regular meeting on February 7, 2005 at 5pm. Staffwill check the availability of the City Manager to assist in facilitating this workshop for the first one and one-half hours. Commissioner Gould reported that the San Dieguito Art Guild will relocate to 914 Coast Highway 101, Suite E. 9. COMMITTEE REPORTS A. Funding (Chair Rincon, Gagliardo, van Haitsma) No report. B. Policy (Chair Gould, Nee) Reported under 7 A. ' C. Facilities (Chair Ranson, Rincon) Commissioner Ranson reported that the committee met with Quail Botanical Gardens to discuss long-term facility development and the potential for performing art spaces. Commissioner ~anson also discussed the potential for partnering with Quail in regards to the performing art spaces. The committee will continue investigating and collecting information. D. Public Art(Chair van Haitsma, Gagliardo, Ranson) No report. ! } E. Marketing (Chair Slevinske, van Haitsma) No report. F. Cultural Tourism (Gould) A copy ofthe Request for Qualifications (RFQ) was provided. 10. PROJECT/PROGRAM REPORTS A. Arts Grants Program Chacon reviewed the applicants. The total requested funding is approximately $27,000 for Round 2. The review panel will meet January 13 from 1O-3pm. B. Envision Encinitas Final Report Chacon reviewed the final report. The RFQ deadline is January 21. 11. INFORMATION/STAFF STATUS REPORTS A. Budget Update - Current Balance Staff provided a budget update. B. Staff Changes Stauffer provided information on changes in staffing of the Commission and his role in working with the Commission. C. Commissioner Recruitment Stauffer provided an update on current Commissioner recruitment. Terms are expiring for Commissioners Nee, Rincon, and Van Haitsma. Deadline for applications is January 24. 12. COMMISSIONER'S CORNER A. Commissioners Commissioner Slevinske is working on a poetry project. Commissioner Ranson is working on his patio and will be leaving for work in Texas. Commissioner Van Haitsma has taken a new part-time job. Commissioner Gould is submitting photos for an art website. Commissioner Nee will not be seeking reappointment to the Commission. Commissioner Gagliardo had returned from a trip to Washington D.C. Chair Rincon spent one month in Mexico and will be conducting an international festival. B. Staff -~- } Chacon shared an article on Quail Gardens. 13. ADJOURNMENT The meeting was adjourned at 7:25pm.
