1. CALL TO ORDER/ROLL CALL
Vice-Chair Slevinske called the meeting to order at 5:32 pm
Present:
Commissioners Slevinske, Ranson, Gagliardo, Van Haitsma, Gould
Absent:
Commissioners Stamp, Rincon

2. PLEDGE OF ALLEGIANCE
3. PRESENTATIONS
Lois Sunrich gave a brief presentation 9f the publication that the Story Arts program
produced with funding assistance from the City of Encinitas. Carol Ashworth an elder,
and Juliet Birch, a student, spoke of their role in creating one of the stories. Blair Gibb
gave a demonstration of the website developed for the project.
4. CHANGES TO THE AGENDA (deletions and/or additions of consent or general
information items)
None.
5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
Approval of Minutes for Regular Meeting on June 6, 2005.
Commissioner Gagliardo asked for a change to be made to Item 8 C of the Minutes for
the Regular Meeting on June 6, 2005, to reflect that Commissioner Slevinske was
nominated for Vice Chair by Commissioner Ranson and the motion was seconded by
Commissioner Rincon.
COMMISSIONER RANSON MOTIONED AND COMMISSIONER GAGLIARDO SECONDED
TO APPROVE THE AMENDED MINUTES FOR THE REGULAR MEETING ON JUNE 6, 2005.
MOTION WAS APPROVED 5-0-2 (RINCON, STAMP ABSENT)
6. ORAL COMMUNICATIONS
A. NEA Grant Update
Arts Administrator Jim Gilliam stated that he had contacted the NEA and requested an
extension to June 30, 2006.
8. NEW BUSINESS
A. Discuss 2005-06 Goal Work Plans.
Commissioners reviewed the five goals identified at the August 17, 2005 workshop.
Those goals are:
Review the Community Grant Program Arts Applications
Complete the Public Art Policy
Complete Envision Encinitas Project
Install a Public Artwork at the Encinitas Senior and Community Center
Build a Theater on the Encinitas Ranch Property
The goals will be presented to Council at their September 14, 2005 meeting.
Discussion ensued. The action plans for the goals were finalized for presentation to
Council.
COMMISSIONER RANSON MOTIONED AND COMMISSIONER SLEVINSKE SECONDED TO
APPROVE THE AMENDED GOALS TO PRESENT TO COUNCIL. MOTION WAS
APPROVED 4-0-3 (GAGLIARDO, RINCON, STAMP ABSENT)
B. Formation of Ad Hoc Committees
Commissioners indicated which Ad Hoc committees they wished to participate in and the
following Ad Hoc committees were created:
Community Grant Program - Commissioners Rincon, Gould, Gagliardo
Public Art Policy - Commissioners Rincon, Gagliardo, Van Haitsma
Envision Encinitas - Commissioners Rincon, Slevinske, Gould
Public Artwork Installation at Senior/Community Center - Commissioners Rincon,
Gagliardo, Van Haitsma
Theater at Encinitas Ranch - Commissioners Rincon, Ranson, Stamp
There was consensus that Ad Hoc meetings can occur with just 2 of 3 members and that
at the committee level all commissioners were on an equal standing of responsibility and
authority. Staff will be scheduling the meetings of the Ad Hoc committees.
COMMISSIONER GAGLIARDO MOTIONED AND COMMISSIONER GOULD SECONDED TO
) APPROVE THE AD HOC COMMITTEE ASSIGNMENTS WITH CONDTIONS THAT ALL
COMMITTEE MEMBERS ARE EQUAL AND ONLY 2 OF 3 COMISSIONERS NEED TO BE
AVAILBE TO SET UP A MEETING. MOTION WAS APPROVED 5-0-2 (RINCON, STAMP
ABSENT)

None.
11. COMMISSIONER'S CORNER
A. Commissioners
Commissioner Ranson and Arts Administrator Gilliam attended an event at the. San
Dieguito Academy to review designs in a competition for conceptual design of a theater
for the Academy. Commissioner Van Haitsma did outreach at family day at Lux Art
Institute and met Reesy Shaw. Commissioner Gould participated in the Leucadia farmers
market and will be going to the Del Mar farmers market. Commissioner Slevinske is
currently working on her book project.

Discuss Commission meeting schedule through January.
