MEETING MINUTES
Meeting Date: October 3, 2005
1. CALL TO ORDER/ROLL CALL
Vice Chair Slevinske called the meeting to order at 5:32 p.m.
Present: Commissioners Slevinske, Ranson, Gould, Van Haitsma, Gagliardo and
Stamp.
Absent: None.
Also Present: Arts Administrator Jim Gilliam, Secretary Sharon Scott.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting on September 1, 2005
COMMISSIONER GOULD MOTIONED AND COMMISSIONER STAMP SECONDED
TO APPROVE THE MINUTES FOR THE SPECIAL MEETING ON SEPTEMBER 1,
2005. MOTION APPROVED 6-0.
6. ORAL COMMUNICATIONS
Patricia Rincon thanked the Commissioners for her four years with the Commission for
the Arts.
7. OLD BUSINESS
A. Update on 2005/06 Goals
1. Review the Community Grant Program Arts Applications

The Community Grant Program application was released on September 14, 2005 and is
available on the City's webpage. The deadline is October 17, 2005. The Ad Hoc
Committee will have the opportunity to review the applications prior to the next
Commission for the Arts meeting and recommendations will be presented to Council in
mid November.
2. Complete the City Of Encinitas Public Art Policy
CommissiOner Gagliardo said the Public Art Policy Ad Hoc Committee met last week
and gave staff direction. The policy will be given to the Commission for review prior to
its presentation to CounciL It was anticipated that a draft will be ready for the
Commission's review by the next meeting and would then go to CounciL
3. Complete the Envision Encinitas Project
The Envision Encinitas Ad Hoc Committee will meet tomorrow to review the graphic
designers for the project and will forward their recommendation to City Council for
approvaL Members of the Committee include Council Member Maggie Houlihan, Peder
Norby from DEMA, and Commissioners Slevinske and Gould.
4. Incorporate a Public Work of Art at the Encinitas Senior and Community Center
The Committee has met and discussed where public art may be placed at the
community center. There are no big open areas in the front of the building so there was
discussion about the back area of the building as a location for public art. The
) committee is studying other local cities to see what they are doing. Commissioner
Gagliardo said there was a need to create an up to date artist registry to create a short
list based on the kind of work they do and the quality of the registry. Commissioner
Slevinske said that preference should be given to local artists but not to exclude other
artists.
5. Promote the Development of a Performing Arts Theater on City Owned Property at
the Encinitas Towne Center
The Performing Arts Theater Ad Hoc Committee will meet this week. Commissioner
Ranson said they will be reviewing previous proposals.
8. NEW BUSINESS
A. Election of Chair
COMMISSIONER GOULD NOMINATED AND COMMISSIONER VAN HAITSMA
SECONDED COMMISSIONER SLEVINSKE FOR CHAIR OF THE COMMISSION.
NOMINATION WAS APPROVED 6-0.
COMMISSIONER RANSON NOMINATED AND COMMISSIONER VAN HAITSMA
SECONDED COMMISSIONER GOULD FOR VICE-CHAIR OF THE COMMISSION.
) NOMINATION WAS APPROVED 6-0.
B. Review of the members of the Ad Hoc Committees
Arts Administrator Jim Gilliam indicated that applications are available for the vacant
position on the .Commission for the Arts and the deadline for applications is Oct 18th,
2005. Patricia Rincon has volunteered to work with the Community Grant Program Ad
Hoc committee. Discussion ensued.
COMMISSIONER GAGLIARDO MOTIONED AND COMMISSIONER RANSON
SECONDED TO NOT ALLOW POTENTIAL GRANT APPLICANTS TO SIT ON THE
COMMUNITY GRANT PROGRAM AD HOC COMMITTEE. MOTION APPROVED 6-0.
Commissioner Stamp volunteered to join the Community Grant Program Ad Hoc
Committee and the Public Art at the Community Center Ad Hoc Committee.
Commissioner Gould volunteered for the Theater Ad Hoc Committee.
COMMISSIONER SLEVINSKE MOVED AND COMMISSIONER GOULD SECONDED
TO ACCEPT COMMISSIONER STAMP ON THE COMMUNITY GRANT PROGRAM
AND PUBLIC ART AD HOC COMMITTEES. MOTION APPROVED 6-0.
COMMISSIONER SLEVINSKE MOVED AND COMMISSIONER VAN HAITSMA
SECONDED TO ACCEPT COMMISSIONER GOULD ON THE THEATER AD HOC
COMMITTEE. MOTION APPROVED 6-0.
C. Commission schedule through January, 2006.
Arts Administrator Jim Gilliam noted that there are holiday conflicts in January, July and
September 2006. He suggested moving the meetings for those months forward by one
week.

TO MOVE THE JANUARY 2006 MEETING TO JANUARY 9TH. MOTION APPROVED

11. COMMISSIONER'S CORNER
A. Commissioners
)
Commissioner Gould said she would no longer be attending the Cultural Tourism
Committee and suggested that members of the Commission for the Arts ITIay like to
attend the meetings. Commissioner Stamp attended the Pageant of the Masters this
summer. Commissioner Van Haitsma is going to a writer's conference this weekend.
Commissioner Ranson commented on the design that has been selected for the theater
at the San Dieguito Academy. Commissioner Gagliardo went to see "I Am My Own
Wife" at the La Jolla Playhouse. Commissioner Slevinske is actively writing.
B. Staff
Arts Administrator Jim Gilliam said that he attends the Cultural Tourism Committee
meetings regularly and can report back to the Commission for the Arts. He is currently
looking into local funding opportunities for the community and has been meeting with
local arts groups.
