2005-11-07 CITY OF ENCINITAS COMMISSION FOR THE ARTS MEETING MINUTES Meeting Date: November 7, 2005 1. CALL TO ORDER/ROLL CALL Chair Slevinske called the meeting to order at 5:32 p.m. Present: Commissioners Slevinske, Ranson, Van Haitsma, Gagliardo and Stamp Absent: Commissioner Gould Also Present: Arts Administrator Jim Gilliam, Secretary Sharon Scott 2. PLEDGE OF ALLEGIANCE 3. PRESENTATIONS A. Stephanie Casenza, Executive Director, San Diego Performing Arts League Stephanie Casenza gave a brief overview of the San Diego Performing Arts League and the services that they provide. 4. CHANGES TO THE AGENDA (deletions and/or additions of consent or general information items) ) None. 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Regular Meeting on October 3, 2005 COMMISSIONER RANSON MOTIONED AND COMMISSIONER STAMP SECONDED TO APPROVE THE MINUTES FOR THE REGULAR MEETING ON OCTOBER 3, 2005. MOTION APPROVED 5-0..1 (GOULD ABSENT). 6. ORAL COMMUNICATIONS None. 7. OLD BUSINESS A. Update on 2005/06 Goals 1. Review the Community Grant Program Arts Applications Arts Administrator Gilliam announced that the Council will review the grants rankings by the Ad Hoc Committee and the Arts Commission's recommendations on November 16th and allocate the funding. ) 2. Complete the City Of Encinitas Public Art Policy The Public Art Policy will be reviewed. by the Commission tonight and presented to Council on November 16thfortheir approval. / 3. Complete the Envision Encinitas Project The Ad hoc committee has met and is deliberating on a design firm to select and is very close to making a decision. 4. Incorporate a Public Work of Art at the Encinitas Senior and Community Center Once the public art policy is adopted the committee will be able to move forward on this goal. 5. Promote the Development of a Performing Arts Theater on City Owned Property at the Encinitas Towne Center Arts Administrator Gilliam mailed 165 letters to groups on the Performing Arts League roster seeking letters of interest. The deadline is November 18th. The next step will be for the committee to meet with the interested groups individually. 8. NEW BUSINESS A. Review arts applications, Community Grant Program Several applicants spoke in support of their applications including Laura Lowenstein, San Dieguito Art guild; Kristianne Kurner, New Village Arts; Mark Freeman, Slam Doc; Kara Hwang, Lux Art Institute; and Niels Lund, Class ACT. The Ad Hoc committee met and reviewed each application. The Commission discussed the applications and the methodology of the ad hoc committee in making their recommendations. Commissioners were given the opportunity to address any questions they have about the rankings given by the ad hoc committee. COMMISSIONER GAGLIARDO MOTIONED AND COMMISSIONER STAMP SECONDED TO APPROVE THE RECOMMENDATIONS OF THE AD HOC COMMITTEE. MOTION APPROVED 5-0-1 (GOULD ABSENT). B. Approval of the Public Art Policy Discussion of the Public Art Policy draft ensued. COMMISSIONER RANSON MOTIONED AND COMMISSIONER SLEVINSKE SECONDED TO APPROVE THE PUBLIC ART POLICY. MOTION APPROVED 5-0-1 (GOULD ABSENT). C. Discussion. of Ad Hoc Committee Membership Jim Gilliam noted that the vacancy on the Commission will be filled when the Council appoints a new member on 11/9/05. Patricia Rincon has requested that she be allowed to serve on the Theater ad hoc committee. This item is tabled till after the deadline for the theater project letters of interest on November 18th to determine if there will be conflict of interest. Discussion ensued about citizen volunteers on ad hoc committees. 9. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS I / Discussion of non Arts Commission Ad Hoc committee members. 10. COMMISSIONER'S CORNER A. Commissioners Commissioner Stamp attended a performance of "A Bright Room Called Day" at Diversionary Theater. Commissioner Van Haitsma will be attending the Rolling Stones concert. Commissioner Ranson distributed the catalogue for his theatre arts video library to the Commission. Commissioner Gagliardo saw liThe Miser" at the La Jolla Playhouse. Commissioner Slevinske went to see Moxie's premiere play IIDog Actll with Commissioner Gould and city staff. B. Staff ----.--.--------- Several events have been scheduled for the Community Center including North Coast Singers Children's Chorus in May, Coastal Communities Concert Band in the summer and the San Diego Chamber Orchestra.
