1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Gagliardo at 5:34 p.m.

(arrived at 5:43 p.m.), Tucker and van Haitsma
ABSENT:
Commissioner Davis

2. PLEDGE OF ALLEGIANCE
Chair Gagliardo led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF NOVEMBER 5. 2007 MEETING MINUTES
ACTION:
COMMISSIONERS TUCKER MOVED AND VAN HAITSMA SECONDED TO APPROVE
THE MINUTES OF THE REGULAR MEETING OF NOVEMBER 5, 2007. MOTION
CARRIED: AYES: BUXBAUM, FOLESCU, GAGLIARDO, TUCKER, AND VAN
HAITSMA; NAYS: NONE; ABSENT: DAVIS AND THUM.
5. OLD BUSINESS
In preparation for 2008, Arts Administrator Gilliam presented the goals that were created
during the 2007 Strategic Planning Session. Discussion ensued. It was agreed that each
strategic priority interest group leader would prepare a 2008 plan of action for presentation
at the next meeting.
Arts Administrator Gilliam reported that May 1, 2008 is the target date for the workshop
with the National Endowment for the Arts. He anticipates that the event would be held at
the new Encinitas Community Library.
Arts Administrator Gilliam reported that the arts website, Encinitas Live, is now up and
running with just some minor issues for the City's webmaster to adjust.
Gilliam also reported that the Cottonwood Creek Park received an Orchid award.

6. NEW BUSINESS
A. Discussion of Potential Art Display Opportunities at Scripps Hospital
Contact: Commissioner Folescu
Staff Recommendation: Receive Report
Commissioner Folescu reported that there was the potential for a public art display
opportunity at the Scripps Hospital outpatient doctor's offices facility. Discussion ensued
about possible means to advertise the opportunity and to develop a joint effort between
Scripps and the Civic Center lobby artist displays.
7. OPEN DISCUSSION
Chair Gagliardo reported that during the November 2007 council meeting, the Council
Members approved the two gate art opportunities for the new Encinitas Community
Library. The third art opportunity area, the court yard, would be brought back to Council
for approval at a later date. Arts Administrator Gilliam reported that contracts had been
issued to the two artists. Discussion ensued in reference to the potential donor wall to
recognize those who donated to the library through the Friends of the Library.
Commissioner Thum reported on the Meals for Wheels benefit concert.
Commissioner Thum reported, on behalf of the Friends of the Library, that they were
awarded a $10,000 matching grant from the National Endowment for the Arts for the Big
Read Event. "To Kill a Mockingbird" would be the featured book. Discussion ensued
regarding funding issues.
Commissioner van Haitsma reported on the Lux Art Institute's grand opening.
Arts Administrator Gilliam reported that four of the Arts Commissioners' terms were
expiring in March 2008 and they would need to apply for re-appointment.
8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS
a. Report on strategic priorities/2008 plan of action by interest group leaders and the
creation of a standing agenda item for each group.
b. Update Report on collaboration efforts between Scripps Doctors Facility and the Civic
Center Lobby Art Program.
