1. CALL TO ORDER/ROLL CALL
Chair Slevinske called the meeting to order at 5:32 p.m.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting on November 7,2005
COMMISSIONER STAMP MOTIONED AND COMMISSIONER GAGLIARDO SECONDED
TO APPROVE THE MINUTES FOR THE REGULAR MEETING ON NOVEMBER 7, 2005.
MOTION APPROVED 4-0-3 (THUM, GOULD ABSTAINED, RANSON ABSENT).
6. ORAL COMMUNICATIONS
None.
7. OLD BUSINESS
A. Update on 2005/06 Goals
1. Review the Community Grant Program Arts Applications. This goal is complete. City
council awarded $50,000 in November of which $21,000 was awarded to the arts.
2. Complete the City Of Encinitas Public Art Policy. The City Council unanimously approved
the policy with one minor change. This goal is complete.

3. Complete the Envision Encinitas Project. There are three potential candidates for design:
Studio 2055, Lion and Associates, and Fred Caldwell. The next meeting of the Ad Hoc
committee will be held on December 8th where the committee will select a designer.
4. Incorporate a Public Work of Art at the Encinitas Senior and Community Center. The next
meeting of the Ad Hoc committee will be on December tho The committee will formalize a
concept to present to the City Council.
5. Promote the Development of a Performing Arts Theater on City Owned Property at the
Encinitas Towne Center. Arts Administrator Gilliam presented the Commission with a list of
parties that submitted a letter of interest. The Ad Hoc committee will meet December 9th to
assess the candidates and map out a procedure for the interview process.
B. Discussion of Ad Hoc Committee structure
Arts Administrator Gilliam provided an information sheet in the Arts Commissioners' binders
regarding Ad Hoc committee structure. Public members of an Ad Hoc committee must be
approved by the full commission. While citizen volunteers can be recruited for Ad Hoc
committees the City Attorney advised that the Commission should identify individuals in the
community and bring them in front of the full commission to be appointed to an Ad Hoc
committee. Staff will seek guidance from Council about what is an appropriate method to
recruit Ad Hoc committee mE7mbers from the public.
8. NEW BUSINESS
A. Donation of eight (8) paintings to the City of Encinitas Public Art Collection.
Arts Administrator Gilliam referred to the public art policy and receipt of gift policy.
Developer Jed Staley would like to donate artworks for the walls at the Planning counter.
Artist Charlene Bonnie has provided eight paintings. Arts Administrator Gilliam suggests the
Commission for the Arts make a recommendation and presentation to City Council on
January 18, 2006. Commissioners Gagliardo, Thum and Stamp offered to serve on the ad
hoc committee to assess the gift.
B. Pacific View School Project.
Commissioner Gould reported in a recent meeting to discuss the redevelopment of the
Pacific View school site. She was unable to attend and she suggested the Commission for
the Arts submit a letter of support to Joyce Roscoe who is the Chair of Neighbors United for
Pacific View. Commission directed staff to draft the letter asking for arts use at the Pacific
View site.

10. COMMISSIONER'S CORNER
A. Commissioners
Commissioner Thum reported on the recent performance by the Coastal Communities
Concert Band at the California Center for the Arts Center. They will perform in Encinitas on
June 25th. Commissioner Stamp attended the Christmas parade and suggested that next
year the Commission for the Arts participates in the parade. Commissioner Van Haitsma
recently brokered a deal to sell a book about how people deal with their expression of
spirituality. Commissioner Gould had a successful costume engagement with Patricia
Rincon for winter student dance performances. Commissioner Slevinske said her book is
getting closer to completion.
B. Staff
Arts Administrator Gilliam reported that the San Diego Chamber Orchestra recently met with
the City Manager to talk about using community center for a concert.
