1999-06-18 CITY OF ENCINIT AS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: June 18, 1999; 1 :00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Hartley called the meeting to order at 1 :00 p.m. Present: Chairperson Hartley, Vice Chairperson Lee Vance, Commissioners Kathleen Vance, Norling, Small. Also Present: Management Assistant Hippert and Administrative Secretary Jacklyn Dakovich. Absent: Commissioner Mastro 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF MINUTES A Approval of minutes of regular meeting May 14, 1999. MSC VICE CHAIRPERSON VANCE MOVED, COMMISSIONER NORLING SECONDED TO APPROVE MINUTES OF REGULAR MEETING MAY 14,1999. MOTION CARRIED. 5-0. 5. PRESENTATION None. Chairperson Hartley, with Commission consensus, moved to Agenda Item 68. 6. B. Status Report on Senior Facilities at Oakcrest Park. Management Assistant Hippert distributed a tabulated survey taken at the Senior Information Fair, regarding the new Senior Center and what seniors would like offered. He also reviewed the status of Center plans and noted that Community Services Director Wigginton was meeting with the North County Transit District (NCTD) to try and establish a bus stop at the new Center. 4A- \ Chairperson Hartley reviewed the survey and the services that were most preferred by. seniors. He further noted that the Commission Sub-Committee review the Center 90% plans in July, and hopefully final plans in August. Plans will also be reviewed by the Planning Commission Sub-Committee. C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, New Senior Center Operations Review, Transportation Review), , and Representative Reports. ' Outreach Information - no report. New Senior Center Operations Review - no report. Transportation Review - Commissioners Mastro and Kathleen Vance gave a brief report on the May 19 transportation meeting they attended (notes were distributed to Commissioners). Chairperson Hartley distributed a draft copy of a letter he had prepared to North County Transit District in support of a bus route to service the new Center. The Commission discussed the importance of the new Center being included in the North County Transit District bus routing. ( MSC VICE CHAIRPERSON VANCE MOVED, COMMISSIONER KATHLEEN VANCE SECONDED TO DIRECT CHAIRPERSON HARTLEY TO EXECUTE THE LETTER TO NORTH COUNTY TRANSIT DISTRICT INDICATING COMMISSION SUPPORT FOR A BUS ROUTE TO SERVICE THE NEW CENTER. MOTION CARRIED. 5-0. A Status Report on Project C.ARE. Management Assistant Hippert noted the Project C.ARE. statistical report for May. Chairperson Hartley introduced John Burnett, North County Council on Aging and Pam Smith, Director of Aging and Independent Services (formally known as Area Agency on Aging), who will discuss how each of their agencies might support our local Encinitas Project C.ARE. John Burnett, NCCOA - gave a brief history of the Project C.ARE. program, and how NCCOA had worked with various cities to assist and improve services, as well as expand their programs. He noted the two agencies, North County Council on Aging and Aging and Independent Services are not in competition, but both have valuable services to offer the Encinitas Project C.ARE. program. ( 4A- 1- Pam Smith, Director, Aging and Independent Services - reviewed the various Countywide programs working under the Aging and Independent Services umbrella, including Project C.ARE. and advised the agency supports these programs with funding and staff. Chairperson Hartley requested a timeline when Aging and Independent Services will have their entire support program up and running. Pam Smith advised the computerized support program and staff would be ready to go Countywide in July, and would be state of the art. Commissioner Norling asked if bilingual staff would be available as part of the support program. Pam Smith advised they would have bilingual staff and pamphlets available. Chairperson Hartley emphasized the importance of outreach to various groups and keeping information regarding other agencies updated. He asked what areas in the County were served by NOCCA John Burnett advised NOCCA currently served Vista, Fallbrook, Bonsall, Escondido, San Marcos and were considering the cities of Ramona and Julian Pam Smith briefly reviewed her agency's Elder Abuse Program and noted the agency had hired staff to promote the various programs and discuss new State laws. John Burnett reviewed NOCCA's history of relationships with North County communities and their interest in becoming a part of Encinitas' Project C.ARE program. Chairperson Hartley asked if either agency had established a central telephone information system. Pam Smith advised their agency has an 800 number (800-510-2020) operating from 8 a.m. to 5 p.m. which goes directly to the Director's office staff, and after 5 p.m. an Elder Care line is available. Chairperson Hartley thanked John Burnett and Pam Smith for their presentations. D. Evaluation of the 1999 Senior Information Fair. Management Assistant Hippert introduced Recreation Coordinator Nick Buck, who presented a brief evaluation on the Senior Information Fair. 4A-j Recreation Coordinator Nick Buck distributed and reviewed a survey compiled from information received from Fair participants, noting a Fair attendance of approximately 300, and asked for any comments. The Commissioners, in consensus, felt the Fair was a success and appreciated the assistance from the Rotary Club. Chairperson Hartley inquired about available pictures of the event. Recreation Coordinator Buck advised there were a few pictures available. 8. ANNOUNCEMENTS A Commissioners Commissioner Norling noted the need to submit application for Encinitas Day as soon as possible. Chairperson Hartley shared Elder Law information letter he had received. B. Staff Management Assistant Hippert advised that Recreation Superintendent Alexander had presented information on the new Senior Center to Temple Solei Senior's Club on May 24. 9.
