1999-05-14 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: May 14, 1999; 1 :00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Hartley called the meeting to order at 1 :00 p.m. Present: Chairperson Hartley, Vice Chairperson Lee Vance, Commissioners Mastro, Kathleen Vance, Norling, Small (1:15 p.m.). Also Present: Recreation Superintendent Pam Alexander and Administrative Secretary Jacklyn Dakovich. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF MINUTES A Approval of minutes of regular meeting April 16, 1999. MSC VICE CHAIRPERSON VANCE MOVED, COMMISSIONER MASTRO SECONDED TO APPROVE MINUTES OF REGULAR MEETING APRIL 16, 1999. MOTION CARRIED. 5-0. 5. PRESENTATION A Presentation on Brown Act Policy and Parliamentary Procedures. Recreation Superintendent Alexander introduced Glen Sabine, Interim City Attorney, and his presentation on Brown Act policy and parliamentary procedures. Glen Sabine suggested the Commission address another agenda item, as he needed to assemble additional material for the presentation. Chairperson Hartley agreed and moved to Item 6D. 1-A-- ( 6. D. Status Report on the 1999 Senior Information Fair. Recreation Superintendent Alexander advised she had meet with RotarY Club representative to discuss volunteer needs for the Fair, such as monitoring the parking lot, acting as greeters and trouble-shooters, etc. Chairperson Hartley noted the importance of monitoring the exhibitors as they unload, making sure they move to another area and not block parking areas for those attending the Fair. Recreation Superintendent Alexander suggested a notice about parking be made available at the check-in area for the exhibitors. Chairperson Hartley suggested Commission close discussion on Item 6D at this time, as the Interim City Attorney had returned to make his presentation. 5. A Presentation on Brown Act Policy and Parliamentary Procedures Glen Sabine, Interim City Attorney, briefly explained the recent appointment of past City Attorney Roger Krauel to the Superior Court. He briefly reviewed his presentation format and then asked each of the Commissioners their interpretation of the Brown Act. He then distributed two handouts and gave a brief history of the Brown Act and the responsibilities of a Commission member under the Brown Act. He also briefly reviewed Parliamentary procedures and noted that keeping order makes for a better, more productive meeting, as well as better minutes. The Commission thanked Glen Sabine for his presentation. 6. UNFINISHED BUSINESS A Status Report on Project C.ARE. Recreation Superintendent Alexander reviewed the Project C.ARE. status report for April. She also referred to recent correspondence from John Burnett, North County Council on Aging and his organization's interest in Encinitas' Project C.ARE. Program. She noted that both he and Pam Smith, Director of Aging and Independence Services have been invited to the June Commission meeting to discuss how they could support Encinitas Project C.ARE. ( Chairperson Hartley was concerned about the program losing its Encinitas identify (if our Project C.ARE. was assumed by NOCCOA), as well as duplication of efforts for seniors and suggested appointing a Sub-Committee to meet and discuss any anticipated changes to the current program. fA . L- I . Chairperson Hartley advised the Commission would hear Item 7 A next. 7. A Review of Mercy Charities Housing Project request. Recreation Superintendent Alexander reviewed the history of the Senior Housing project in this area and introduced Sheela Bhatt, Mercy Charities Housing, who will provide the Commission with a status report on the project. Sheela Bhatt, representing Mercy Charities Housing - distributed an annual report to the Commission and reviewed various projects throughout the country where Mercy Charities had provided senior/low-income housing. She also noted the current project in this area would involve the building of 45 senior housing units on 2.3 acres on Via Cantebria, and would accommodate the ethnic diversity in our community, The units would be one bedroom and the project would include common room and area, on-site manager, and outdoor areas. She further requested a letter of support for the project from the Commission. Commissioner Lee Vance noted the limited senior/low income housing in the area and advised he had been looking for a listing of this type of housing and its availability. Chairperson Hartley requested information on the selection process for the housing, and the time frame for the project. Sheela Bhatt advised applicants are selected through a lottery system and go through a very thorough screening before being accepted as residents. She noted the project should be ready for occupancy in approximately two years. MSC VICE CHAIRPERSON LEE VANCE MOVED, COMMISSIONER NORLING SECONDED TO PREPARE AND SEND A LETTER OF COMMISSION SUPPORT TO MERCY CHARITIES HOUSING. MOTION CARRIED. 6-0. B. Status Report on Senior Facilities at Oakcrest Park. Recreation Superintendent Alexander advised that the architect, M. W. Steele Group, currently had the plans for re-design and new plans should be available soon. She also advised she would have the facility model and information available for the Senior Fair. C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, New Senior Center Operations Review, Transportation Review), and Representative Reports. ( 4A-~ Outreach Information - Commissioner Small reported on Senior Fair flyer distribution. New Senior Center Operations Review - Chairperson Hartley advised he had written City Council via the City Manager, that the Senior Citizen Commission was assuming responsibility as an advisory body to the Council and preparing information regarding the management and maintenance/operational costs for the. new Senior Center. Recreation Superintendent Alexander distributed a recent survey of Centers in San Diego County regarding management status. Chairperson Hartley noted in researching the San Diego area, City staff operates 90% of Senior Centers. He also advised Council would be reviewing the budget, which includes the Community and Senior Center, at their May 18 meeting. Vice Chairperson Lee Vance noted the importance of keeping the Council aware of Senior Center operation and maintenance needs with regard to the budget and recommended a letter be sent to Council. IN CONSENSUS, THE COMMISSION AGREED THAT A REMINDER LETTER BE SENT TO CITY COUNCIL REGARDING SENIOR CENTER OPERATION AND MAINTENANCE NEEDS WHEN BUDGET CONSIDERATIONS ARE DISCUSSED. Transportation Review - Chairperson Hartley asked for a report on the meeting held Wednesday, April 21 at 1 :30 p.m. in Vista, with NOCCOA and the North County-wide Transportation Sub-Committee working on "CA TS" - transportation for seniors door-to-door and curb-to-curb. Recreation Superintendent Alexander advised that she attended a May 10th meeting of staff involved with the Senior Citizen Commissions, at the invitation of Kathy Brendle, City of Vista. At the meeting recommendations suggested for NCTD improvements were discussed. She also advised that CATs may develop a needs study for North County seniors. Recreation Superintendent Alexander noted the flyer on the May 18 transportation meeting is not a CATs meeting. She noted it was an information meeting discussing various grants available, the CATs program, AI.S. available transportation funding and a reorganization/revamping study on service improvements by North County Transit District. Chairperson Hartley advised he would be unable to attend. Commissioner Mastro will attend in his place. Representative Report - Senior Center Foundation Liaison - Commissioner Mastro reported the Foundation was continuing their research and application process for grants. D. Status Report on the 1999 Senior Information Fair. (continued) Recreation Superintendent Alexander reported that all booths were filled with 58 exhibitors for the upcoming May 21 event. She also advised that she had met with Commissioner Small to go over final details, that participant confirmation letters had been mailed, and encouraged all Commissioners to wear their name tags and the provided Host/Hostess ribbons. She suggested the possibility of a needs survey for the Senior Center, allowing attendees to indicate what types of programs they would like to see offered. 1-A-s Vice Chairperson Vance supported the idea of a survey, done in such a way as not to inconvenience participants. 8. She also advised that past Commission Chairperson Margaret Black had been awarded the Dr. Edgar H. Lutz Award for "Recognition of Distinguished Service to Seniors". 9.
