SENIOR CITIZEN COMMISSION
MINUTES
Meeting Date: November 20, 1998; 1 :00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Norling called the meeting to order at 1 :00 p.m.

ORAL COMMUNICATIONS
Scott Andreiko,380 E. Glaucus, representing the Rancho Coastal Humane
Society shared information on the "Adopt a Cat" Program for seniors. The
Commission referred him to the Encinitas Senior Center and AARP for future
presentations.
Marjorie Herring, 454 Requeza shared her concerns regarding the garden plots at
the senior apartment complex where she lives and the limited access the
gardeners have to water for these plots. She requested the Commission advise
her on how to deal with apartment manager/owner to rectify the situation.
The Commission discussed the situation and advised that while they could not as
a group address the apartment manager/owner, they would recommend that the
gardeners form a coalition and contact both the manager and owner with their
concerns. They also suggested that the gardeners emphasize the importance of
this activity and a willingness to work together to rectify the situation.
Recreation Superintendent Alexander offered to research the proper contact within
the City for this issue and will contact Ms. Herring.
4. APPROVAL OF MINUTES
A. Approval of minutes of regular meeting October 16, 1998.

6. UNFINISHED BUSINESS
E. Discussion on Senior Housing Issues.
Recreation Superintendent Alexander and the Commission welcomed Andre
Teuben, Chairperson, Oceanside Senior Citizens Commission.
Andrew Teuben addressed the Commission on the importance of ensuring the
continuance of age restricted housing. He advised he wants to reach all local
cities and senior commissions regarding this issue and encourage them to form
coalitions to lobby and support SB 2097.
Marjorie Forbes, 4810 Northerly St., Oceanside - (Commissioner, City of
Oceanside Senior Citizen Commission, and Chairperson of their Ad Hoc
Committee on Senior Housing) spoke on the importance of supporting SB 2097
when the bill is introduced after January 1999 and urged the Commission as well
as the City to support this legislation.
Lee Weikum advised there were two contact agencies set-up for State level
legislation - California Senior Legislature, Perry Benson (Area Agency on Aging)
and AARP, Malcolm Tucker (Oceanside resident).
7. NEW BUSINESS
A. Report on Area Agency on Aging Reorganization and Future Plans.
Lee Weikum, 1178 Crest Drive - gave a report on the Area Agency on Aging (AAA)
reorganization and their future plans. He began his status report with a review of
the Agency's last two years, gave a brief overview on current programs and recent
activities and a list of current Advisory Council Advocacy items. He further
emphasized the importance of having a City Council approved operating plan and
funding ready for the Center opening.
Commissioner Vance asked if there was any awareness of changes being made
by the County Board of Supervisors that would affect our City.

The Commission proposed that City Council and the Commission work together to
determine availability of County funds, as well as programs the County offers.
Recreation Superintendent Alexander asked what AAA could provide for the City.
Lee Weikum advised that it was possible the Agency would be' able to provide
senior transportation.
Commissioner Vance asked if there was some action the Commission or the City
should be taking to improve services through AAA.
Lee Weikum advised the Commission to get involved in the operating plan for the
Center, become aware of transportation issues, seniors (affluent and less affluent),
and create a collaborative effort with other appropriate agencies to work on these
concerns.
Lee Weikum suggested researching senior needs and how to provide those
needs at the new Senior Center. He also recommended getting a budget set
before the Center opening.

6. UNFINISHED BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Alexander reviewed the Project C.A.R.E. status report
for October and noted the Project C.A.R.E. Coordinator was in the process of
updating agency records.
B. Status Report on Senior Facilities at Oakcrest Park.
Recreation Superintendent Alexander gave a status report on the senior facilities
at Oakcrest Park, reviewed the model and noted plan changes/adjustments, and
floor coverings for various rooms, as well as the possibility of an aquarium in the
general entrance lobby area. She further advised she would continue
meeting with the architects to discuss various interior requirements and report
back to the Commission.
C.
Update Report on Ad Hoc Sub-Committees (Outreach Information
Program, New Senior Center Operations Review, Transportation Review),
and Representative Reports.

Outreach Information - No report.
New Senior Center Operations Review - Vice Chairperson Hartley distributed an
Operations and Maintenance Budget update on senior centers in San Diego
County to the Commissioners.
Recreation Superintendent Alexander noted we could review the budget update
and discuss at a future meeting.
Transportation Review - Recreation Superintendent Alexander advised that the
City of Vista is having a meeting January 4 at 1 :30 p.m. in Vista to discuss
transportation issues. Vista is inviting all Commissions in North County to
attend. She further noted this was a follow-up to a previous meeting and the
Commission should send a representative. Vice Chairperson Hartley and
Commissioner Nyberg volunteered to attend.
Representative Report - Council Contact - no report.
Representative Report - Senior Center Foundation Liaison - No report.
D. Discussion on Holiday Parade Participation.
Chairperson Norling suggested using two convertibles again this year for the
parade entry and the Commission agreed. Vice Chairperson Hartley will not be
able to attend. Chairperson Norling and Commissioners Mastro and Small will
participate, and possibly Commissioner Vance (left meeting at 3:25 p.m.).
7. NEW BUSINESS
B. Discussion on Cancellation of the December 18, 1998 Senior Citizen
Commission Meeting.
MSC COMMISSIONER MASTRO MOVED, COMMISSIONER SMALL SECONDED TO
CANCEL THE DECEMBER SENIOR CITIZEN COMMISSION MEETING.
MOTION CARRIED. 5-0.
8. ANNOUNCEMENTS
A. Commissioners
Commissioner Nyberg would like to become more involved in the Commission and
Ad Hoc Sub-Committees.
Recreation Superintendent Alexander will contact Commissioner Nyberg regarding
Ad Hoc Sub-Committee assignments.

Commissioner Mastro noted the upcoming Follies to be presented by the Senior
Center Foundation, February 14.
Vice Chairperson Hartley advised the Foundation had plans to contact Dick Stern
for further professional assistance with the Follies. He also reported on a Traffic
Commission agenda item scheduled for November 23, 1998: the consideration of
speed humps at four different locations - Manchester, Glen Arbor, Woodgrove and
Sunset Sts.
B. Staff
Recreation Superintendent Alexander advised that Margaret Black had recently
resigned from the Senior Citizen Commission.
