Th.e applicant has documented a failing septic systein (Attachment 5) a.nd is petitioning tor ar_ emergency connection to the public, sewer, prior to the completion of the annexation process, to address the health and safety siiuation. The District is authorized ta enter into a temporar}service contract (subject to final approval from LAFCO) to provide sewer service to the prop:rtV prior ta the completion of aniiexation. The property ~~~mer's appiication for annexatia7 muit accompany the request :or a Temporary Service Agreement. If approved, the Cardiff Sanitation District agrees to "contract" with the property owner to provide sewer service until the propen}is annexed to the District. ~ Pursuant to CEQA Guidzlines Sections i5319(b) and 15-3303(a) w•nicn exempt "anrtexatiuns vi ~ individual small parcels," this project is categorically e-xempt (Class 19) from environmental review. ANAL'YSIS: 'i'he proposed annexation is in conformance with the Cardiff Sanitat:on Qoard's poiicy for anriexations of single-family dwellings on Izgal size lots, conforms with the current Rura!
