MINUTES

4. NEW BUSINESS
A. Discussion of Community Center with Senior Citizen Wing.
Community Services Director David Wigginton welcomed the Commission
members and introduced Mark Steele, Architect, Mark Steele Group, designer of
the Oakcrest Community Center and his associate Tom Inglewood.
Mark Steele distributed a handout which reviewed the original square footage and
the new, revised square footage for the Center (due to environmental constraints).
He reviewed the background of the original building design, including a
topographic map, noted the environmental concerns which included the sensitive
areas of the site and the areas of the original design that need to be eliminated

due to these concerns, which included the amphitheater, swimming pool, tennis
court and 1/2 basketball court. He further discussed variations of the current plan
with and without the swimming pool, reviewed how best to take advantage of the
views, and the possibility of site trails. He then invited questions, comments or
concerns from the audience.
Lee Weikum, Senior Advocate, 1178 Crest Dr. - noted the facility needs to be
senior citizen accessible.
Cindy Beck, Parks & Recreation Commissioner - noted the need for a Community
pool.
Director Wigginton responded that a presentation on a proposed aquatics center,
at a different location, would be agendized for the next Parks & Recreation
Commission meeting.
Margaret Black, Senior Citizen Commission - pleased with dining capacity,
however, concerned that no amphitheater was included in plans, and was advised
that an amphitheater/performing arts center was being planned at another site
(Encinitas Ranch).
Director Wigginton advised that the budget for the new facility is approximately $5
million, that it would take approximately one year to break ground, and the senior
area would be built first.
Dennis Lhota, Parks & Recreation Commission - noted it had been five years since
any site studies had been done, wondered if the site had stayed the same. He
also shared concerns about traffic.
Director Wigginton responded that there should have been no major changes in
the site and that a traffic analysis had been completed.

SECONDED THAT CURRENT PLAN BE APPROVED. MOTION CARRIED. 7-

COMMISSIONER HARTLEY MOVED, COMMISSIONER SMALL SECONDED
THAT CURRENT ENVELOPE OF CONCEPTUAL SITE PLAN, AS PRESENTED,
BE APPROVED BY THE SENIOR CITIZEN COMMISSION. MOTION CARRIED.

Madeline Goluh, Director, San Dieguito Senior Center, announced that she was
leaving the Center for other employment. She will be replaced by Ann Isenhower,
currently Assistant Director at the Center. Ms. Goluh looks forward to attending
the grand opening of the new Senior facilities.
