MINUTES
Meeting Date: March 21, 1997; 1 :00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Black called the meeting to order at 1:00 p.m.
Present:
Chairperson Black, Vice Chairperson Norling, Commissioners Small,
Cruger, Patton, and Hartley.

Recreation Superintendent Pamela Alexander and Administrative
Secretary Jacklyn Dakovich.
Absent:
Commissioner Springer-Baker.

4. APPROVAL OF MINUTES
A. Approval of minutes for meeting February 21, 1997.

MEETING. MOTION CARRIED. 5-0.
5. PRESENTATIONS
A. Presentation by "Meals on Wheels"
Chairperson Black welcomed and introduced Connie Mcintire, representing the
"Meals on Wheels" Program.
Connie Mcintire distributed flyers for the program and noted that the name had
been changed from Senior Adult Services to Meals on Wheels of Greater San
Diego. She noted they are the only program serving special diet meals in this
area. She further added that the program is a private, non-profit organization,
financed by donations, various city contributions, as well as a fee of $5 per day

per person for two meals per day which accounts for 45% of their costs (this fee
has not changed in 10 years). She noted they provide other services -Home-
maker help, Family support, Transportation, Elder Care Money Management.
The Encinitas area program operates with a staff of three and approximately
three hundred-twenty volunteers, serves from six sites and delivers 140 meals
per day on the coast, 300 in North County and 1000 County-wide. She also
emphasized the need for constant public awareness of the program, which they
accomplish through telemarketing to ask for donations and/or volunteers.
Chairperson Black asked if the program refers clients to other agencies and also if
they receive any Government funding.
Connie Mcintire advised they do refer clients to other agencies, and do not
receive funding from any government agency.
Commissioner Hartley asked what the San Dieguito Senior Center charges for
meal preparation. '
Connie Mcintire advised the fee is $3.50 per unit hot or cold, which includes
packaging costs, volunteer mileage, etc., and recipients must make a three week,
$75 up front commitment.
Commissioner Cruger asked when services are provided.
Connie Mcintire advised meals are provided five days a week, no week-end
service (there is usually family contact over the week-end) and also holidays if they
fall during the week.
Commissioner Hartley asked when the current lease expires at the Senior
Center.
Connie Mcintire advised that as long as the program stays at the Center, the lease
has eleven more years.
Commissioner Patton asked if the volunteer delivering the meals use their own
cars.
Connie Mcintire advised that volunteers do use their own cars and only the
couriers who take meals to sites outside Encinitas for distribution, are reimbursed
for their mileage.
Commissioner Hartley suggested that the Senior Directory might be delivered to
those who receive meals.

Recreation SuperintendentAlexander also suggested that the Project C.A.R.E.
brochure could be delivered as well. She further inquired how the program is
marketed.
Connie Mcintire advised that patients call for the program as well as 60'% referrals
from family, friends. She further noted that often times people living alone lose
interest in cooking and then eating, so this program assists in this area as well.
The Commission thanked Coinnie Mcintire for her presentation.
6. UNFINISHED BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Alexander referred the Commission to the Project
C.A.R.E. February report, attached. She also addressed the issue of the need
for handy man services and noted that the Senior Center had a comprehensive
referral list. She further advised that Project C.A.R.E. had phone problems this
past week that are now corrected.
Commissioner Hartley advised that the North County Area on Aging office had a
handy man referral list.
B. Status Report on Senior Facilities at Oakcrest Park.
Recreation SuperintendentAlexander gave a status report on the Center, noting
that the contract and design are currently being reviewed, and that Senior
Commission members will be invited to participate in the process soon. She
further advised that the craft club donations would be applied to equipment,
fumiture, etc. within the facility.
Commissioner Hartley advised that the current design was feasible both
.economicallyand physically, that the Community Center and Senior Center would
work well there and the Senior wing would probably stay the same. He then
distributed a draft concept of the Center.
Chairperson Black suggested that signage be developed and displayed at
Oakcrest Park, that would indicate to citizens the future site of the Community
Center.
C. Status Report on Senior Information Fair.
Recreation Superintendent Alexander gave a brief status report on the upcoming
Senior Information Fair.

The Commission discussed various versions of the Fair flyer and determined the
appropriate combination of several flyers that would work.
IN CONSENSUS, THE COMMISSION AGREED ON THE FINAL VERSION
DISCUSSED. MOTION CARRIED. 6-0.
Commissioner Hartley advised he had contacted Loren Nancarrow to hand out
raffle prizes, however, he was not available. He also suggested, as part of the
Fair, a gardening demonstration and showing the Senior video.
Commissioner Patton suggested displaying a large rendering of the
Community/SeniorCenter. She also suggested providing a Senior Center
interest Iistto sign, and free pencils. She noted she will research supplierforthe
pencils.

Commissioner Hartley suggested having a prize drawing for those who sign the

Commissioner Cruger suggested the use of feed-back cards again at the Fair, to
determine from those that attend, what they would like to see next year, interests,
etc.
Vice Chairperson Norling will secure bags from Ralph's Grocery Store.
Commissioner Hartley suggested contacting the Floral Association for donated
floral displays for the stage and Senior Citizen Commission booth.
Recreation SuperintendentAlexander opened a discussion on marketing the Fair,
noting there was an interest by Commissioners in using a flyer newspaper insert.
She advised the Commission on the cost to accomplish this type of advertising,
noted there was no specific funding available for this and asked if anyone would
be interested in soliciting donations for the needed funds.
Commissioner Cruger suggested using cardboard posters throughout the City to
promote the Fair, does not support the use of a newspaper insert.
Commissioner Hartley summarized advertisement needs and volunteered to
contact various agencies for funds.
D. Update Reports on Ad Hoc Sub-Committees (Senior Center Advocacy
Group; Outreach Information; New Senior Center Operations Review; and
Commission Representative Report on Council Contact).
Senior Center Advocacy Group - Chairperson Hartley advised that as soon as
Oakcrest Park's site plan is confirmed, he will meet with Lee Weikum and develop

Lee's role with regard to fund raising, aswell as investigate grant funding
possibilities.
Chairperson Black suggested that Lee Weikum as a representative of the
"Encinitas New Senior Center Foundation" attend the Senior Information Fair.
Outreach Information - Chairperson Cruger distributed a yearly event calendar
and the minutes from their recent Ad Hoc meeting. Also, she read the Committee
goals, in response to Commission direction and distributed a copy.
Chairperson Black concerned with how to address Senior's and Senior Group's
problems.
Recreation Superintendent Alexander suggested giving direction in a personal,
one-an-one way and noted various agency referrals as listed in the Senior
Directory.
New Senior Center Operations Review - Chairperson Hartley will review other
Senior Centers and their operations. He'also distributed and referred to letter
addressed to Lee Weikum from Lynn Brown, former CDBG/Housing Coordinator
with the City of Encinitas, who advised that there was funding available for a
Senior Center through various funding sources. In follow-up, Chairperson Hartley
met with Deputy Mayor Aspell and was referred to Community Development
Director Holder, who also responded via letter, which was read and distributed.
Commission Representative Report on Council Contact - Chairperson Black
reported on the Carlsbad Senior Center tour given by Sue Spickard and advised
that she was accompanied by Deputy MayorAspell, Council Member
DuVivier, and Pam Alexander. She suggested that the next Senior Center tour
be taken by Commissioner's Patton and Norling, and that they invite Mayor Davis.
She further noted that Deputy Mayor Aspell had suggested that the Commission
coordinate with other Senior Citizen Commissions for additional information.
Commissioner Patton will contact other Commissions and develop any available
information.
Recreation Superintendent Alexander noted that Senior Citizen Commission
formats would differ from city to city and clarified how to establish what cities
. would be appropriate to contact.
Chairperson Black requested that Vice Chairperson Norling attend the upcoming
NOCOA meeting and report back to the Commission.

7. NEW BUSINESS
A. Review Senior Directory Revisions.
Recreation SuperintendentAlexander distributed copies of the current Senior
Directory and asked for inpuUupdates from the Commissioners to be included in
the new Directory.
B. Report on Area Agency on Aging.
Recreation Superintendent Alexander reviewed the information in the attachment
to this item.
Commissioner Patton advised that she will attend the upcoming AAA Advisory
Council meeting with Lee Weikum and report back.
8. ANNOUNCEMENTS
A. Commissioners
Commissioner Hartley noted a recent newspaper article on affordable housing
issues and an incorrect quote from the Senior Citizen Commission. News reporter
Dwight Daniels acknowledged the error and will issue a correction. He also
advised he had been contacted by Michele Creasy of the Community Services
Department, who was looking for volunteers to read to children at the City's Day
Camp. Several Commissioners volunteered.
Commissioner Cruger donated five tickets for the upcoming Business Community
Luncheon to fellow Commissioners.
Vice Chairperson Norling reported on the recent trip to the Ramona Senior Center"
noting the Center provides senior trips, various recreational events and classes.
Chairperson Black advised she had received notice of the upcoming Holiday
Parade and application to participate would be due in August.
B. Staff
Recreation SuperintendentAlexander gave a brief report on the recent conference
she attended and distributed information to the Commission. She also asked for
volunteers to help at the upcoming Spring Egg Hnunt. Chairperson Black
volunteered to assist.
