1997-01-17 CITY OF ENCINIT AS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: January 17,1997; 1:00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Black called the meeting to order at 1 :00 p.m. Present: Chairperson Black, Vice Chairperson Norling, Commissioners Hartley, Patton, Cruger, Small, Springer-Baker. Also Present: Recreation Superintendent Pamela Alexander, Administrative Secretary Jacklyn Dakovich. Guests: Deputy Mayor Aspell, Council Member DuVivier, Council Member Cameron. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS Lee Weikum, 1178 Crest Dr. - reported on recent Area Agency on Aging meeting, which addressed the growth and needs of our senior population~ He further advised of the upcoming meeting March 6 , from 9-10:30 a.m. at the San Marcos Sen~rCe~er. ' William Quinn, 350 N. EI Camino Real - as President of the San Dieguito Senior Center, reviewed the Center's current funding needs and requested a helping hand from the City. 4. APPROVAL OF MINUTES A. Approval of minutes for meeting November 15, 1996. Nisc COMMISSIONER HARTLEY MOVED, COMMISSIONER PATTON SEf:ONDED TO APPROVE MINUTES OF NOVEMBER 15, 19_96 MEETING. MOTlbN CARRIED. 7-0. 5. PRESENTATION None. lfA -( Chairperson Black, with Commission consensus, revised the agenda to hear Item 6C, 6B, 6A, and 6D, in that order. 6. UNFINISHED BUSINESS C. Status Report on Senior Center Site Location Meeting. Commissioner Hartley reported on the recent City Council decision to eliminate any consideration of the proposed Senior Center site at Encinitas Ranch, which was one of two sites recommended by the CommunitylSenior Center Task Force Committee. He noted that the Commission had voted to support these two sites, Oakcrest Park and Encinitas Ranch, and now that the Ranch site was not a consideration, he was asking the Commission to give the Task Force direction. He further advised that he would like the Commission to concentrate on the Oakcrest Park site and urge City Council to move quickly in that direction. Deputy Mayor Lou Aspell advised that she and Council Member DuVivier had agreed to review the entire project and determine a direction to take for the development of a Senior Center. She shared various concerns regarding the lack of information submitted by Carltas and after serious consideration, neither she nor council Member DuVivier could recommend that the City go ahead with this option. Council Member DuVivier advised that there were numerous issues involved in the decision he and Deputy Mayor Aspell made, including lack of parking and proposed size of actual project. MSC COMMISSIONER HARTLEY MOVED, COMMISSIONER CRUGER SECONDED THAT SENIOR CITIZEN COMMISSION PURSUE OAKCREST PARK AS SENIOR CENTER SITE AND NOT CONSIDER ANY OTHER LOCATION AT THIS POINT. MOTION CARRIED. 7-0. Lee Weikum, 1178 Crest Dr. - shared his concerns regarding the lack of progress by the Community/SeniorCenter Task Force Committee, City Council and City staff towards the development of a Senior Center. He further encouraged all seniors to get involved and support this project. Commissioner Hartley recommended that the Outreach Ad Hoc Sub-Committee contact Community senior organizations to gain additional support for the Senior Center. Pat Rudolph, 1942 Oxford Ave. - very encouraged with recent actions being taken toward the development of a Senior Center and thanked Deputy Mayor Aspell and Council Member DuVivier for their interest and support. Update Report on Ad Hoc Sub-Committees (Senior Center Advocacy Group; Outreach Information; New Senior Center Operations Review); and Commission Representative Report on Council Contact. -New Senior-Center Operations Review.. GommissionerHartle~_dist[ihutedand_ reviewed the Senior Center Operations and Maintenance Report, that had been put together by the Ad Hoc Sub-Committee (Commissioners Hartley, Springer- Baker and Cruger). Council Member DuVivier requested clarification on fund raising. Commissioner Hartley responded that fund raising would be accomplished through donations from the community, both citizens and businesses, fund raisers, etc. Senior Center Advocacy Group - Commissioner Hartley reported that he had met with Vice Chairperson Norling and Commissioner Patton to discuss how to further encourage support for a Senior Center at Oakcrest Park. Outreach Information - Commissioner Cruger advised meeting has been scheduled, however, no report today. Commission. Representative Report on Council Contact - Vice Chairperson Norling advised that he and Chairperson Black had met with Mayor John Davis and Council Member Sheila Cameron on separate occasions and found them both very supportive of and committed to the creation of a Senior Center. A. Status Report on Project C.A.R.E. Recreation Superintendent Alexander reviewed the status report on Project C.A.R.E. and referred the Commissioners to the attached report. Commissioner Hartley asked that Recreation SuperintendentAlexanderthank Project C.A.R.E. Coordinator Nadine Proctor for her excellent job. D. Review of Holiday Parade Participation. Chairperson Black thanked. Commissioner Norling for the use of the car and Commissioner Hartley for providing the decorations. 4,4-3 7. NEW BUSINESS \ A. Report on Senior Citizen Commissioner Appointments. Recreation Superintendent Alexander reviewed the Senior Citizen Commission appointment process and encouraged those Commissioners, who's term was ending, to re-apply. B. Discussion on Plans for 1997 Senior Fair. Recreation Superintendent Alexander gave a brief overview on the upcoming 1997 Senior Fair, noting that the emphasis of the Fair was senior information. Commissioner Small volunteered to work with Special Events Coordinator Carrie Stone on the event. C. 'Discussion on 1997 Senior Citizen Commission Goals. Recreation Superintendent Alexander reviewed the accomplishments of the Senior Citizen Commission in 1996 and requested the Commission provide input on goals for 1997. ( Commissioner Hartley recommended that the number one goal of the Commission for 1997 should be the Senior Center site. 8. ANNOUNCEMENTS A. Commissioners. Chairperson Black advised she had attended the installation of new Council Member Sheila Cameron and also attended the farewell for Gail Hano. She further suggested the need for a universal telephone number for senior information and resources. B. Staff. Recreation Superintendent Alexander announced an opening for City Hall volunteer receptionist on Wednesday mornings from 9 a.m.-12 noon. 9.
