1996-01-19 (( CITY OF ENCINJ:TAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: January 19, 1996, 1:00 p.m. 1 . CALL TO ORDER/ROLL CALL Chairperson Hartley called the meeting to order at 1:00 p.m. Present: Chairperson Hartley, Vice Chairperson Black, Commissioners Norling, Small. Also Present: Recreation Superintendent Pamela Alexander, and Program Assistant II Sally Burgess. Absent: Commissioner Springer. 2. PLEDGE OF ALLEGIANCE 3 . ORAL COMMUNICATIONS Nancy Hughes, 4815 Vigilant, Carlsbad - shared her experiences with the Life Story Writing Class. Dorothy Boyer, 8519 Sugarman Dr., La Jolla - discussed how much she enjoyed the Life Story Writing Class. C. K. Stidd, 4005 Carmel View Rd., #61, San Diego - noted how and why he began the Life Story Writing Class and what it meant to him. 4 . APPROVAL OF MINUTES A. Approval of minutes for meeting Nov~mber 17, 1995. MSC COMMISSIONER NORLING MOVED, VICE CHAIRPERSON BLACK SECONDED, TO APPROVE MINUTES OF NOVEMBER 17, 1995 MEETING. MOTION CARRIED. ' 4 - 0 . 5. PRESENTATION A. Presentation by Chairperson Hartley and Commissioner Springer on Life Writing Classes. ( ;1 4A-( (r Chairperson Hartley shared a video on Life Story Writing, as well as other pertinent information on the class. 6. UNFINISHED BUSINESS A. Status Report on Project Care. Recreation Superintendent Alexander gave a status report on Project Care, and noted the statistics for November and December, which are included as part of the report. She further noted that the Home Repair Program will be handled through the San Dieguito Senior Center not the local Rotary Club as originally announced. Project Care will refer interested individuals to the Senior Center. B. Status Report on Senior Citizen Commissioner Appointments. Recreation Superintendent Alexander gave a brief overview on Senior Citizen Commissioner, appointments, noting that February 22 was the deadline for submitting applications, with City Council interviewing applicants on March 20 and making appointments on March 27. (Applicants must be residents of Encinitas and registered voters) C. Update Report on Ad Hoc Sub-Committees (Senior Center Advocacy Group, Outreach Information Program) . Senior Center Advocacy Group - Chairperson Hartley, Vice Chairperson Black and Commissioner Norling are reviewing by -laws for the new Senior Center Foundation. Recreation Superintendent Alexander advised she had spoken to Ralph Strahm, who has experience in creating foundations, and he would be glad to assist the Commission through her. Vice Chairperson Black suggested that when by-laws are completed, a draft should be given to Recreation Superintendent Alexander and Ralph Strahm for review. Chairperson Hartley noted he had several legal issues to resolve and the use of an attorney was discussed. II 4A -L- c Recreation Superintendent Alexander re-distributed Goals of the Senior Center Advocacy Group Sub-Committee for review and discussion. Outreach Information Program - The need to review telephone numbers for accuracy in the Senior Directory was discussed as well as the refilling of the plastic holders at various locations. --It was suggested that a list of sites be prepared as well as a monthly refill schedule by name. Additionally, it was noted that Sea Crest Village requested a presentation on available senior services on February 16 I 1996. Recreation Superintendent Pamela Alexander will be making this presentation with Madeline Goluh, San Dieguito Senior Center Director. 7 . NEW BUSINESS A. Discussion on Plans for 1996 Senior Fair. ( \ Recreation Superintendent Alexander gave a brief ov.erview on previous Senior Fairs I advised the Commission, that Carrie Roth, Recreation Coordinator-Special Events would be taking over coordination of the upcoming Fair and suggested the Commission select a date for the event. MSC COMMISSIONER SMALL MOVED, VICE CHAIRPERSON BLACK SECONDED TO HOLD THE 1996 SENIOR FAIR ON MAY 14, 1996. MOTION CARRIED. 4-0. In further discussion, the hours 9:30 a.m. to 12:30 p.m. were selected, the need to appoint two Commissioners to work with staff was, discussed and the suggestion that no product vendors participate was considered. Chairperson Hartley agreed to develop the flyer and work with staff. Commissioner Small suggested asking Elder Hostel to participate in the Fair. B. Discussion on Commissioner Representation at North County Council on Aging Meetings. i i Recreation Superintendent Alexander reviewed the need for Commission representation at the North County Council on Aging meetings. 1-14- 3 Commissioner Small volunteered to attend the North County Council on Aging meetings and report back to the Commission. 8 . ANNOUNCEMENTS A. Commissioners Commissioner Small advised that Jan Wischnia of Elder Help will speak at next scheduled meeting. Commissioner Norling suggested speakers for March - School Board representative to discuss bond issue; Fire Department to discuss ambulance and paramedic services. He also requested that several items be agendized for the next meeting - a discussion on the possibility of large print on street signs; writing State and Federal representatives for Senior funds; support a central lobby receptionist at City Hall to improve customer service. He also advised that Ruth Berkwich was interested in being a member of the Commission. Chairperson Hartley would like to recognize Regina Ash for her work on the Commission. He noted that City Council was presenting her with a placque on February 14 and would like to have cookies and coffee in the Poinsettia Room, with Regina Ash after the presentation. He further advised the Commission that he would be attending a library site committee meeting on January 24. Staff Recreation Superintendent Alexander advised the Commission that the Park Encinitas Craft Club had again donated $100 to the Oakcrest Park Master Plan Building Fund toward Senior Center facilities, for a total of $300. 9 .
