SENIOR CITIZEN COMMISSION
MINUTES
Meeting Date: October 6, 1995, 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Hartley called the meeting to order at 1:00 p.m.
Present,: Chairperson Hartley, Vice Chairperson Black,
Commissioners Norling, Ash, Small and Springer.

Recreation Superintendent Pamela Alexander and
Administrative Secretary Jacklyn Dakovich.

'4. APPROVAL OF MINUTES
A. Approyal of minutes for meeting September 15, 1995.
MSC COMMISSIONER SPRINGER MOVED, COMMISSIONER ASH SECONDED TO
APPROVE THE MINUTES OF THE SEPTEMBER 15, 1995 MEETING. MOTION
CARRIED. 6-0.
5. PRESENTATIONS
A. None.
6. UNFINISHED BUSINESS
A. Status Report on Project Care.
Recreation Superintendent Alexander gave a status report on
proj ect Care and noted there were no new sign-ups during
September.
Commissioner Ash asked if there was a certain number that
should be signing up per month.
Recreation Superintendent Alexander advised she did not know,
however, she would check with other Project Care offices and
advise the Commission.
Commissioner Norling asked if anyone had dropped the program.

Commissioner Small, who volunteers at the Project Care office,
said no one had left the program.
Commissioner Springer emphasized the important of continued
advertising.
Chairperson Hartley asked if the Commission felt the need for
an Ad Hoc Project Care Sub-committee to review the issues, and
make recommendations on how to further promote the program.
Recreation Superintendent Alexander noted how many citizens
are currently being served and how the program has been
promoted.
Commissioner Ash suggested a weekly article in the local
newspapers on Project Care.
MSC COMMISSIONER SPRINGER MOVED, VICE CHAIRPERSON BLACK SECONDED
TO FORM AN AD HOC SUB-COMMITTEE TO EVALUATE THE PROJECT CARE
PROGRAM AND BRING BACK SUGGESTIONS/IDEAS TO RE-VITALIZE THE
CURRENT PROGRAM. MOTION CARRIED. 6-0.
Chairperson Hartley asked for volunteers to participate on the
Ad Hoc Sub-committee and Commissioners Ash and Small
responded, with Chairperson Hartley making the third member.
He advised the Commission that the Sub-committee would meet
and have a report ready for the November meeting. He also
invited Recreation Superintendent Alexander to attend the Ad
Hoc meeting.
Recreation Superintendent Alexander suggested invi ting proj ect
Care Coordinator Josephine Rutledge to participate in the Ad
Hoc Sub-committee meeting.
B. Update Reports on Ad Hoc Sub-Committees (Mental Health
Forum, Senior Center Advocacy Group, Outreach Information
Program) .
Senior Center Advocacy Group - Commissioner Norling reported
that a meeting was scheduled for October 16 to review rules,
bylaws, etc. for forming a foundation
Recreation Superintendent Alexander advised that she had
requested information on Foundation bylaws from the City of
Irvine and expected it soon.
Chairperson Hartley advised that during the Encinitas Day
Celebration, one person signed up to help with the Senior
Center Advocacy Group and made a donation.
Recreation Superintendent Alexander advised that another
community group was interested in forming a foundation for
sand replenishment.

A brief discussion followed on how to use the Foundation to
help all interested groups.
Mental Health Forum - Vice Chairperson Black advised there had
been no recent meeting and asked to have any discussion on the
possibility of a Forum tabled and agendized at a future
Commission meeting next year.
Outreach Information Program - No news or reports. Chairperson
Hartley will assume responsibility for the Outreach
Information Program.
C. Evaluation of Encinitas Day Participation.
Recreation Superintendent Alexander gave a report on the
Encinitas Day Celebration.
A brief discussion followed regarding attendance at the event,
as well as interest in the Oakcrest ,model. Several
suggestions were made for next year such as balloons
decorating the booth and giving out promotional items.
D. Senior Directory and Project Care Brochure Distribution
Review. .
Recreation Superintendent Alexander gave a
distribution of the Senior Directory and
Brochure.
report on the
Project Care
A brief discussion followed on other areas of the City where
brochures should be available and the importance of following
up to make sure the holders stay full. There was also a
suggestion that Boy Scouts and Girl Scouts might be available
to use as volunteers for distribution of brochures in the
Community.
E. Discussion of Future Programs/Presentations for Senior
Citizen Commission Meetings.
Chairperson Hartley reviewed the discussion held at the
previous meeting, noting that the Commission had requested
that Commissioner Small research and coordinate future
programs and presentations.
Commissioner Small advised that she had contacted the Elder
Hostel for a speaker, however, they have not responded with a
speaker date. She noted that Commissioner Springer would be
a guest speaker for November, speaking on her trip to China.
The Commission was interested in advertising this
presentation.
Commissioner Norling requested that Commissioner Springer or
Chairperson Hartley speak on Life Story Writing at an upcoming

7.
NEW BUSINESS
A-. Discussion on Commission's Participation in the Encinitas - -
Holiday Parade.
Recreation Superintendent Alexander gave a brief overview on
the possibility of the Commission part,icipating in the
Encinitas Holiday Parade.
The Commission discussed the pro's and con's, of their
participation in the Holiday Parade.
THE SENIOR CITIZEN COMMISSION CONCURRED THAT CHAIRPERSON
HARTLEY I VICE CHAIRPERSON BLACK AND COMMISSIONER SPRINGER
WOULD REPRESENT THE COMMISSION IN THE PARADE, POSSIBLY RIDING
IN A CONVERTIBLE.
8 . ANNOUNCEMENTS
A. Commissioners
Commissioner Norling asked for clarification' on the City
Council setting money aside toward the projected goal of a
Community/Senior Center.
(
Chairperson Hartley responded that City Council had made a
public statement to set aside funds for the Center.
Commissioner Ash advised that the Senior Community
Thapksgiving Dinner will be held at the San Dieguito Senior
Center on November 19, with three seatings (11 a.m., 1 p.m.,
and 3 p. m. )
B. Staff
Recreation Superintendent Alexander passed' out Attendance
Rosters to Commissioners. She reviewed the Family Enrichment
Program and noted the upcoming Encinitas Chamber Octoberfest,
October 22. She also advised the Commission that Project Care
Coordinator Josephine Rutledge has been'recruiting donations
for Project Care office expenses.
