MINUTES
Meeting Date: June 16, 1995
1. CALL TO ORDER/ROLL CALL
Chairperson Hartley called the meeting to order at 1:00 p.m.

4. APPROVAL OF MINUTES
A. Approval of minutes for meeting May 19, 1995.
MSC VICE CHAIRPERSON BLACK MOVED, COMMISSIONER REARM SECONDED TO
APPROVE MINUTES OF MAY 19, 1995 MEETING. MOTION CARRIED. 5-0.
5. UNFINISHED BUSINESS
A. Status Report on Project Care.
Recreation Superintendent Alexander gave a status report on
Project Care, and noted new telephone number.
Chairperson Hartley asked to review proj ect Care brochure
distribution list, and suggested that plastic holders be
purchased to display the brochures at various locations.
Recreation Superintendent Alexander will review her budget for
the purchase of plastic holders.
Commission accepted the report, no action taken.

B. Discussion and Evaluation of 1995 Senior Information
Fair.
Recreation Superintendent Alexander gave a brief report 'on the
1995 Senior Information Fair, and noted that the Fair
evaluation forms she has received were extremely positive.
She further advised that she had received several suggestions
for more active senior information.
Vice Chairperson Black noted the need for more coffee.
Chairperson Hartley noted that the Senior Video was well
received. He further advised that he had recently attended
the Oceanside Senior Fair, which was both inside and outside;
with many commercial exhibits, lunch was available, and
continuous entertainment was provided (open from 10 a.m.-l:30
p.m.) .
Commissioner Ash suggested that a 'more efficient enter/exit
area be established for next year, to avoid the confusion that
occurred this year.
Recreation Superintendent Alexander advised that several
exhibitors had requested that the Encinitas Senior Fair be
open longer.
Chairperson Hartley advised that he had attended the recent
City Council meeting and reported on the Senior Fair, the
Senior Video and Project Care. Two Councilmembers noted they
had not seen the video Mayor Chuck DuVivier and
Councilmember Hano. He also thanked the Council for setting
aside a savings account for the Community and Senior
Center/Library Development.
Commissioner Ash left for an appointment.
C. Update Report on Ad Hoc Sub-Committees.
Advocacy Group Chairperson Hartley advised he
appointment with David Wigginton on Monday, to
guidelines for non-profit organizations.

Mental Health - Commissioner Reahm reported that they had
renamed the Committee Well-Being, discussed round table format
seminar on September 19 or September 21 with a 5 minute
presentation per guest, followed by a question/answer period
and if desired, private chat time. She noted that suggested
topics include Peer Counseling, Senior Team Building,
Substance Abuse/Interaction with Drugs, and Alzheimer-
Dementia; refreshments would be served. She advised that
Carol LeBeau from Channel 10 was one suggestion for a speaker.
The Commission discussed various locations, times and possible
guest speakers. Commissioner Reahm suggested having the

Recreation Superintendent Alexander summarized the discussion,
noting the need for a date, time, facility, and speaker
selection.
Senior Outreach - no report from Walter Norling, however,
earlier in the minutes, Chairperson Hartley shared his
presentation to City Council. The Commission also discussed,
as part of Senior Outreach, the distribution of the Senior
Directories. Recreation Superintendent Alexander will
purchase 25 plastic holders for the brochure and Chairperson
Hartley and the Outreach Ad Hoc Sub-Committee will arrange for
distribution.
6. NEW BUSINESS
A. Review of Commission Attendance Policy.
Recreation Superintendent Alexander reviewed the
attendance policy for the Commission.

Vice Chairperson Black asked what attendance policies other
cities had for their Senior Citizen Commission and volunteered
to research and report back to the Commission.
B. Discussion on Cancellation of August Commission
Meeting.
Recreation Superintendent Alexander gave a brief overview on
the possible cancellation of the August Commission meeting.

CANCEL AUGUST MEETING. MOTION CARRIED. 4-0.
C. Report on Community Activist Meeting.
Vice Chairperson Black reported on the Community meeting she
recently attended. The meeting was attended by various local
Community groups and organizations to discuss ways to raise
funds within the Community, through a major event/festival
similar to the Garlic Festival in Gilroy.
7. ANNOUNCEMENTS
A. Commissioners
Chairperson Black gave a brief report on the Area Agency for
Aging meeting she recently attended.

Chairperson Hartley advised he had been appointed to the
Historical Society Board. He noted the Society is currently
involved in a campaign to save the La Paloma Theater from
encroachment of adjacent business.
B. Staff-
Recreation Superintendent Alexander advised she had attended
an Area Agency on Aging Volunteer Recognition Luncheon, where
she accepted an award for the City and Senior Commission's
efforts to establish Encinitas Project Care. She further
advised a Senior Softball interest list is being developed and
that flyers had been distributed.
