CALL TO ORDER/ROLL CALL
vice Chairperson Black called the meeting to order at 1:05
p.m.
Present: Vice Chairperson Black, Commissioners Ash, Weikum,
springer, Reahm and Norling.
Also
Present: Pamela Alexander, Recreation Superintendent, Jacklyn
Dakovich, Administrative Secretary.
Absent: Chairperson Hartley

Deputy Mayor Chuck' DuVivier advised the Commission that he was
happy to be in attendance and looked forward to an interesting
meeting.

Walter Norling, and welcomed him to the meeting.

6. UNFINISHED BUSINESS
A. status Report on Project Care.
commissioner weikum gaveUa current statusn-repb:rt on project
Care, and provided Commissioners with a copy of project Care
Timeline for Completion.
Recreation Superintendent Alexander reviewed the Project Care
Timeline for completion and also reviewed the resume of a
candidate being considered for Project Coordinator.
B. status Report on Area Agency on Aging.
commissioner weikum gave a status report on Area Agency on
Aging, as well as the White House Conference on Aging.
C. Update on Commissioner Appointment and Membership.

Recreation superintendent Alexander reviewed the provided
information on commissioner appointments and membership.
commissioner springer suggested the possibility of an
alternate that could fill in when there are absences,
illnesses, etc. She also suggested that churches and various
senior related organizations be represented on a regular basis
at Commission meetings.
vice Chairperson Black suggested making commissioner
recruitment a part of the Senior video presentation.
commissioner weikum suggested that representatives from
various agencies, (AAA,. San Dieguito Senior Center, etc.) be
encouraged to attend and participate.
Recreation Superintendent Alexander noted there is a process
as well as time frames for applicants to file for openings on
the various City commissions, however, she will determine and
report back to the Commission the appropriateness of
distributing and submitting applications during the year for
recruitment purposes.

Recreation Superintendent Alexander gave a brief overview on
the city's Attendance Policy and reviewed the memo sent to the
city Manager with possible alternatives to the current policy.

E. status Report and Discussion Regarding Senior video
Promotions.
Recreation Superintendent Alexander reviewed the status report
on promoting the Senior Video.
vice Chairperson Black advised that as part of the Senior
video promotion ideas, Chairperson Hartley was working on a
script to accompany the video.
The Commission discussed various avenues for promotion,
including the use of Cable TV stations.
F. Evaluation of Encinitas Day Participation.
Recreation Superintendent Alexander gave a brief evaluation of
the Encinitas Day participation.
The Commissioners discussed several issues, including improved
volunteer scheduling during the day and the need for shuttle
service for seniors to help them access as well as leave the
event.
G. Discussion on Potential Community Outreach Ideas for
Seniors.

NEW BUSINESS

A. Discussion on community and Senior Center Progress.
Recreation Superintendent Alexander gave a status report on
Community and Senior Center progress.
commissioner Ash noted that lack of funding prevents Center
from becoming a reality.
Commissioner weikum supports the Senior Center as a solitary
project, not a part of another project. He further advised
that the Center should address the needs of three separate
groups - Seniors needing care, active Seniors and Seniors not
yet retired. He suggested forming a Senior Coalition to
determine senior needs.

commissioner Reahm noted the upcoming senior group (baby-
boomers) are a huge group and should be encouraged to vote for
future needs.
. Deputy Mayor Duvivier agreed that s.i.~e. of current Oakcrest
Project creates funding hardships.
commissioners discussed possible re-design of Oakcrest Master
Plan.
commissioner Norling supported the need for a new assessment
of senior needs in the community.
Recreation Superintendent Alexander stated a Senior Needs
Survey was held to help determine needs at a Senior Center and
that an OakcrestTask Force made up of community members and
a member of the Senior citizen commission met many times to
provide design ideas for the current conceptual master plan
design. '

B. Discussion on Mobile Home Park Issues.
Recreation Superintendent Alexander gave a brief report on
mobile home park ~ssues.
commissioner Ash supports local mobile home improvement
controls.
commission discussed mobile home concerns, including rent
control, etc.

NOVEMBER.
c. Discussion on commission's Participation in 1994
Encinitas Holitl~y Parade.
Recreation Superintendent Alexander gave a brief overview on
commission participation in the upcoming Encini tas Holiday
Parade.
The Commissioners discussed possible participation in the
event, with several reservations. commission weikwn
encouraged coordinating participation with other Senior
groups. commissioners Reahm,Norling and Hartley volunteered
to review an entry ideas/options, and report back to the
Commission in November.

Discussion on proposition K.
Recreation superintendent Alexander gave a concise report on
proposition K.

commissioner Ash shared her concerns--if-Ccniilty takes over-the--
Ecke property.
Deputy Mayor DuVivier clarified proposition K and its
ramifications.
8. ANNOUNCEMENTS
A. Commissioners
commissioner Weikum enthused with the new local affordable
housing project currently under construction. He also asked
how our new Commissioner Norling enjoyed his first meeting.
commissioner Norling responded that he appreciated how well
the commission followed the agenda, and felt the meeting went
smoothly.

attending the meeting and encouraged him to return at his
convenience.

Recreation SuperIntendent Alexander distributed flyer on
upcoming senior event at Del Mar Fairgrounds and also
distributed updated commission member address list.
