1. CALL TO ORDER/ROLL CALL
Chairperson Hartley called the meeting ,to order at 1:15 p.m.
Present: Chairperson Hartley, Vice' Chairperson Black,
Commissioners Ash, Weikum and Reahm.

Present: Pamela Alexander, Recreation Superintendent, and
Jacklyn Dakovich, Administrative Secretary

4.' APPROVAL OF MINUTES
A. Approval of Minutes for May 20, 1994 meeting.
MSC COMMISSION WEIKUM MOVED, COMMISSIONER ASH SECONDED TO APPROVE
MINUTES OF MAY 20, ,1994 MEETING. MOTION CARRIED. 5-0.
5. PRESENTATIONS
A. None.
6. UNFINISHED BUSINESS
A. Discussion and Evaluation of Senior Information Fair.
Recreation superintendent Alexander gave a brief report on the
senior Information Fair.
A brief discussion followed with several suggestions for next
year, including the need for more coffee and scheduling the
forum sessions for a separate date, thus eliminating any
competition between forum speakers and vendors who had paid to
participate.

Vice Chairperson Black requested speaker from Senior Peer
Counseling, who was unable to attend Fair, be agendized for
July meeting.
In consensus, the Senior Information Fair was a success.
B. Status Report on Senior Video project.
Recreation Superintendent Alexander gave a status report on
the Senior Video Project, and advised the Commission that a
generous donation had been received for this project.
Chairperson Hartley reported further that the editing process
was going slowly, and the edi tors were looking into the
possibility of a different editing site and equipment to sped
the process up.
C. Status Report on Project Care.
commissioner Weikum gave a status report on proj ect Care,
noting that the proj ect was still in the organizational
stages. He further advised that Fire Department Chief
Mitchell was interested and might take the lead.
In consensus, Commissioners weikum, Springer and Ash were
appointed as representatives to Project Care Program.
MSC COMMISSIONER WEIKUM MOVED, VICE CHAIRPERSON BLACK SECONDED TO
FORM AN AD HOC COMMITTEE (LEE WEIKUM,BETTY SPRINGER AND
REGINA ASH) FOR THE PURPOSE OF SUPPORT FOR PROJECT CARE IN
ENCINITAS WITH PRIMARY DUTIES TO FIND VOLUNTEERS AND WHATEVER
ELSE IS NEEDED TO HELP GET PROJECT CARE OFF THE GROUND.
MOTION CARRIED. 5-0.
D. Discussion on Meeting at Joslyn Senior Center.
Recreation superintendent Alexander gave a brief overview on
the upcoming commission meeting at the Joslyn Senior Center.
MSC VICE CHAIRPERSON BLACK MOVED, COMMISSIONER WEIKUM SECONDED TO
HAVE SPECIAL MEETING AT THE JOSLYN SENIOR CENTER SEPTEMBER 16,
1994. MOTION CARRIED. 4-0-1 (ASH ABSTAINED).
MS COMMISSIONER WEIKUM MOVED, COMMISSIONER ASH SECONDED TO CANCEL
REGULARLY SCHEDULED COMMISSION MEETING SEPTEMBER 16, 1994 AT
THIS TIME. MOTION FAILED. 1-4 (WEIKUM - YES; BLACK, ABH,
REARM, HARTLEY - NO).
7. NEW BUSINESS
A. Discussion on Future Ad Hoc Sub-Committees.
Recreation Superintendent Alexander gave a brief overview on

future needs for commission Ad Hoc sub"'-Commi ttees, such as
project Care and Encinitas Day.
MSC COMMISSIONER ASH MOVED, COMMISSIONER WEIKUM SECONDED TO
DISBAND SENIOR INFORMATION FAIR AD HOC SUB-COMMITTEE. MOTION
CARRIED. 5-0.
Chairperson Hartley appointed Vice Chairperson Black,
Commission representative for Encinitas Day.
A brief discussion followed regarding the need for a Housing
Ad Hoc Sub-Committee, and a suggestion was made to agendize Ad
Hoc Sub-Committee issues at the next meeting.
B. Update on Oakcrest Park E.I.R.
Recreation Superintendent Alexander gave a status report on
Oakcrest Park E.I.R.
commissioner Ash questioned funding processes for Oakcrest
Park.
In consensus, the Commission requested that community Services
Director Wigginton be agendized for a future meeting, to up-
date the Commission on spending priorities.
C. status Report on Area Agency on Aging.
commissioner Weikum gave a status report on Area Agency on
Aging, noting several of their priorities - National Healt~
Care Program, Senior Job Opportunities and Economic Security. '
8. ANNOUNCEMENTS
A. Commissioners
commissioner Weikum distributed information on affordable
housing.
commissioner Ash advised that the American Legion Auxiliary
thank you letter was not addressed properly and a new letter
will be sent.
Commissioner Reahm requested up-dated Commission list.
Chairperson Hartley shared several news articles regarding the
Senior Information Fair and further noted the importance of
the Commission receiving copies of both the city council
Agenda as well as the Parks and Recreation Commission agenda.

Recreation Superintendent Alexander invited the Commissioners
to view the Senior Information Fair videotape after the
meeting.
