SENIOR CITIZEN COMMISSION MINUTES
Date: May 20,1994
1. CALL TO ORDER/ROLL CALL
Chairperson Weikum called the meeting to order at 1:15 p.m.
Present: Chairperson Weikum, Commissioners Springer, Reahm,
Hartley, and Ash (1:35 p.m.).
Also
Present: Richard Phillips, Management Analyst, Jacklyn
Dakovich, Administrative Secretary.
Absent:
Vice Chairperson Black and Commissioner Clara
Hurwitz.

None.
4. APPROVAL OF MINUTES
A. Approval of Minutes for April I?, 1994 regular meeting.
MSC COMMISSIONER SPRINGER MOVED, COMMISSIONER REARM SECONDED TO
APPROVE MINUTES OF APRIL 15, 1994 MEETING. MOTION CARRIED.
4-0-1 (COMMISSIONER HARTLEY ABSTAINED, ABSENT APRIL 15, 1994
MEETING).
5. ,PRESENTATIONS
A. None.
6. UNFINISHED BUSINESS
A. status Report on Senior Information Fair.
Management Analyst Phillips gave a status report on the Senior
Information Fair.
A brief discussion followed regarding various Commissioner
responsibilities for set-up and clean-up.
B. status Report on Senior Video Project.
Commissioner Hartley gave a status report on the Senior video
Project advising that the shoot was completed May 6, editing
was now in process, with a tentative completion date of early
August.
7. NEW BUSINESS
A. Discussion on June meeting at Joslyn Senior Center,
Escondido.
Management Analyst Phillips opened for discussion, a proposed
Commission meeting at the Joslyn senior Center in Escondido.
Each of the Commissioners expre"ssed their interest in visiting
the Center, and various times and dates were discussed.
COMMISSIONER HARTLEY MOVED, ASH SECONDED THAT THE SENIOR
CITIZEN COMMISSION HOLD A SPECIAL MEETING IN SEPTEMBER AT THE
JOSLYN SENIOR CENTER FOR THE PURPOSE OF REVIEWING METHODS OF
OPERATION.
After a discussion regarding special meetings as opposed to a
regularly scheduled meeting and attendance requirements the
motion was amended.
COMMISSIONER ASH WITHDREW H'ER SECOND.
COMMISSIONER HARTLEY AMENDED THE MOTION, SPRINGER SECONDED,
TO READ "HOLD SPECIAL MEETING ~N SEPTEMBER, DATE TO BE
DETERMINED BY DISCUSSION WITH JOSLYN SENIOR CENTER STAFF".
commissioners were polled as to preference for special meeting
or regularly scheduled meeting.
COMMISSIONER SPRINGER WITHDREW HER SECOND. MOTION DIED.
MSC COMMISSIONER HARTLEY MOVED, SPRINGER SECONDED TO MAKE
ARRANGEMENTS 'IN FALL FOR A MEETING AT THE JOSLYN SENIOR CENTER
WITH STAFF COORDINATION. MOTION CARRIED. 4-1 (ASH-NO).
B. Status Report on Area Agency on Aging.
Chairperson Weikum gave a status report on Area Agency on
Aging. He distributed National Health Program information and
encouraged Commissioners to write their government officials.
He also suggested a City-wide Volunteer Recognition Program be
established.

C.Election of Senior citizen Commission Officers.
MSC COMMISSIONER ASH MOVED, SPRINGER SECONDED TO ELECT
COMMISSIONER HARTLEY AS CHAIRPERSON. MOTION CARRIED. 4-0-1
(HARTLEY ABSTAINED).
MSCCHAIRPERSON HARTLEY MOVED, REARM SECONDED TO ELECT VICE
CHAIRPERSON BLACK TO ANOTHER TERM, PENDING HER ACCEPTANCE.
MOTION CARRIED. 5-0.
8. ANNOUNCEMENTS
A. Commissioners
Chairperson Hartley encouraged Commissioners to write their
government officials on behalf of Adult Day Care Centers as
well, as long term care.
commissioner Ash announced the North County Council on Aging
Dinner, May 26, 1994 at the San Marcos County Club.
Commissioner Weikum distributed for review, the Senior Citizen
Commission's goals and objectives report for the past year.
WITH COMMISSION CONSENSUS, THE REPORT WILL BE SUBMITTED TO
COUNCIL AS AN AGENDIZED ITEM.
B. Staff
Management Analyst Phillips distributed information items to
the Commissioners.
9. ADJOURNMENT
MSC CHAIRPERSON HARTLEY MOVED, SPRINGER SECONDED TO ADJOURN THE
MEETING AT 2:45 P.M. MOTION CARRIED. 5-0.
