1994-03-18 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Date: March 18, 1994 1. CALL TO ORDER/ROLL CALL Chairperson Weikum called the meeting to order at 1:10 p.m. Present: Chairperson Weikum, Vice Chairperson commissioners Hartley and Ash. ,Black, Also Present: Pamela Alexander , Recreation Superintendent, and Jacklyn Dakovich, Administrative Secretary 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF MINUTES A. Approval of Minutes for January 21, 1994 regular meeting. MSc COMMISSIONER HARTLEY MOVED, VICE CHAIRPERSON BLACK SECONDED TO APPROVE MINUTES OF JANUARY 21, 1994 MEETING. MOTION CARRIED. 4-0. B. Approval of Minutes for January 31, 1994 special meeting. MSc COMMISSIONER ASH MOVED, COMMISSIONER HARTLEY SECONDED TO APPROVE MINUTES OF JANUARY 31, 1994 SPECIAL MEETING. MOTION CARRIED. 4-0. C. Approval of Minutes for February 18, 1994 discussion meeting. MSC VICE CHAIRPERSON BLACK MOVED, COMMISSIONER HARTLEY SECONDED TO-' --- - APPROVE MINUTES, WITH MINOR CORRECTIONS, OF FEBRUARY 18, 1994 DISCUSSION MEETING. MOTION CARRIED. 4-0. -5. PRESENTATIONS A. Video Presentation on Long Term Care. Chairperson Weikum read a brief overview on the video, noting 1A- ~ fA~L" the video source - Long Term Care Committee, Washington, D. C. (a lobby group) B. Video Presentation on "What to Look for in a Nursing Home" . Following the video presentations, Chairperson Weikum opened the meeting to commissioner comments. commissioner Hartley recommended that this video presentation should be advertised and shown to the public. . He noted both videos were very informative, although shared concerns about accuracy of statistics. Vice Chairperson Black agreed that the videos were informative and very well done. commissioner Ash noted that a long-term care program was still being reviewed by the Federal government, as part of the National Health Care Program. ) Chairperson Weikum advised that the Area Agency on Aging sponsors the Ombudsman Program, which assists in many areas of long term care. (He distributed Ombudsman pamphlets). commissioner Ash suggested having a speaker present the recent Social Security changes, to the Commission and public either at a Senior citizen commission meeting or at the San Dieguito Senior Center. She offered to check with the Center for an available time and date. 6. UNFINISHED BUSINESS A. Status Report on Senior commission Sub-committees. Information/Publicitv Subcommittee Subcommittee Chairperson Hartley advised that the video was progressing in a timely manner, and that the script was in its third revision. He also advised that an experimental shoot was scheduled for next week to test film and camera, with May the target date for completion. Health/Housinq Subcommittee No report. Fundinq/Leqislation Subcommittee Recreation Superintendent Alexander advised that cOhtributions for the video had come in SDG&E Community savings $lOO; Ralph's $100 gift certificate. several $100; She further advised that she will follow up with Gene Johnston on his contribution offer. Subcommlttee Chalrperson Black advlsed she had met with Recreation Superintendent Alexander regarding the flyer for the Senior Information Fair and requested commissioner input. Recreation Superintendent Alexander advised that letters to exhibitors and sponsors haq been mailed and responses were being received. She further advised that the fee for a commercial booth had been increased to $30. She also noted that she would need the names of those speakers participating in the forum before'having the flyer printed. Status Report on Area Agency on Aging. Chairperson Weikum distributed information on the AAA nutrition survey. He also noted his concerns with regard to transportation for seniors and the handicapped. He will meet with the Chief Administrator of North County Transit District to discuss transportation needs, and will also obtain information ,on taxi and shuttle services who might be interested in bidding on a contract to provide North County transportation. He will then take this information to the County Board of supervisors and/or Area Agency on Aging for their action. A brief discussion followed regarding various types of transportation services and the need for a more comprehensive program. C. Status Report on Project Care. Chairperson Weikum shared a letter he had written to John Burnett, NOCOSIA, advising that he had been unable to locate a lead person or organization in the Encihitas area for Project Care. He advised, however, that he had been able to secure volunteer help to run the program under a lead agency~ A brief discussion followed regarding the need for a lead agency and what this program would mean to North County. 7. NEW BUSINESS None. 1-A~3 8. ANNOUNCEMENTS A. Commissioners commissioner Ash gave a brief report on the Senior Coalition meeting she attended. She also announced NOCOSIA changed name to North County Council on Aging. commissioner Hartley introduced Thelma Reahm, a Commission candidate. vice Chairperson Black shared Betty Springer's newspaper column and ad for Senior Wares. Chairperson Weikum shared ,information on a meeting he attended on Older Workers Week at the County. B. Staff Recreation Superintendent Alexander shared the media list put together by Vice Chairperson Black.
