DISCUSSION SESSION MINUTES

IN THE ABSENCE OF A QUORUM, THE MEMBERS PRESENT HELD DISCUSSIONS AS
RECORDED BELOW, BUT NO ACTIONS WERE TAKEN.
1. CALL TO ORDER/ROLL CALL
Chairperson Weikum called the meeting to order at 1:00 p.m.
Present: Chairperson Weikum, Vice Chairperson Black, and
Commissioner Hartley.

Present: Pamela Alexander, Recreation Superintendent, and
Jacklyn Dakovich, Administrative Secretary

Commissioner Ash

None.
4. APPROVAL OF MINUTES
Due to lack of quorum, approval of minutes was deferred to
next regular meeting.
5. PRESENTATIONS
A. Presentation and Discussion on Senior citizen Housing and
Rent Control Issues.
Recreation superintendent Alexander presented a brief overview
on Senior citizen ,Housing and Rent Control Issues, and then
introduced Lynn Brown, city Housing Grants Coordinator.
Housing Grants Coordinator Brown reported on the current
practices and policies of the City regarding senior housing
issues and the need for affordable housing in the city. Sne
further advised that, with city Council approval, a Housing
Authority had been formed to review the impact, over the next
five years, of housing needs, as well as other issues, such as

Gene Johnston, 350-A N. El Camino Real (owns and manages a
senior citizen condo complex and mobile home park) (time
donated by Ken Johnston, 350-A N. El Camino Real) - would not
support any type of rent control, noting that it does not
---benefit those people who need it .-- He -suggested low-income
density zoning as a possible solution to the affordable
housing issue.
Chairperson Weikum advised that residents on fixed incomes are
greatly impacted by rent increases. He further clarified the
rent control situation in the City as well as the state.
commissioner Hartley asked Gene Johnston for further
clarification on mobile home and land values.
Gene Johnston responded that mobile home worth varies,
depending on size and condition, however, the land continues
to increase in value, as do property taxes.
commissioner Hartley noted that rents are paid on value of
house, whereas mobile home owner fees are based on value of
land - land values go up as trailer values do down.
Darlene Royer, 699 Vulcan #65 (representing Riviera
Homeowners) - advised that mobile home park owners can raise
rents every 90 days and with each increase value of mobile
home decreases. She would support some type of control.
Gene Johnston recommended that some type of brochure/pamphlet
be created that would emphasize senior citizen programs,
facilities, etc. and offered to donate $300-$500 toward
production costs. His donation offer was referred to
Superintendent Alexander to review for Senior Directory,
Senior Video or Senior Fair.
Chairperson Weikum closed the meeting to public input and
thanked the speakers for sharing their concerns and
information.
6. UNFINISHED BUSINESS
A. Status Report on Senior commission Sub-Committees.
Information/Publicity Subcommittee
Subcommittee Chairperson Hartley reported that the script for
the Senior Video had been completed. He called attention to
several revisions and asked for Commission input.
Recreation Superintendent Alexander noted that many of tbe
available local services listed in the Directory were not
included in the current script. It was determined this could
be mentioned in the script when describing the Directory.

on holidays and that AAA had developed a program to cover
those days.

NEW BUSINESS
A. stat-us -Report on Commiss-io-ner -Appointments. -
Recreation Superintendent Alexander gave a report on the
status of Commissioner Appointments.
Chairperson Weikum advised that he had written city Council
encouraging them to fill all vacancies promptly.
8. ANNOUNCEMENTS
A. Commissioners
commissioner Hartley distributed information on how to support
Senior Legislation via an individual's tax form.
Chairperson Weikum advised a Project Care meeting will be held
March lO, lO:OO a.m., City Hall Carnation Room and
encouraged Commissioners to attend and bring others who may be
interested in the program.

Recreation Superintendent Alexander reviewed the Senior
Brochure for additions and deletions.
