MINUTES

1. CALL TO ORDER/ROLL CALL
Chairperson Hartley called the meeting to order at 1 :15 p.m.

5. PRESENTATION
None.
6. UNFINISHED BUSINESS
A Status Report on Project C.ARE.
Recreation Superintendent Alexander reviewed the September Statistical
Report. She further advised that Project C.ARE. Coordinator Linehan had
attended the County-wide Project C.ARE. meeting and reported that new
computers and printers are on the way. She also noted that the Aging and
Independent Services office had offered to print Project C.AR.E. brochures, and
she will follow-up if they print our exact style and and report back to the
Commission.

Commissioners commented on keeping our nice style and brochure product
versus an AI.S. version.
Recreation Superintendent Alexander further advised that the current Project
C.ARE. Coordinator Christina Linehan had announced her plans to retire and
that applications for the position were now being taken. She briefly reviewed
Coordinator responsibilities, hours per week and salary.
Chairperson Hartley advised that the Safe at Home Program sponsored by North
County Council on Aging was no longer in operation, and questioned if this
program should be incorporated into the services we currently offer through
Project C.AR.E.
Recreation Superintendent Alexander advised that any expansion to the current
Project C.ARE. Program would be best to wait until the Program moves into
the new Senior Center.
Chairperson Hartley emphasized the need to advertise all services that are
available for seniors.
Recreation Superintendent Alexander referred to the Senior Services brochure
and noted the many services that were listed.
Vice Chairperson Lee Vance asked if there was an affiliation between NOCOA
and Project C.ARE., and if our Senior Services brochure was current and
distributed on a regular basis to all areas of interest
Chairperson Hartley advised that the cities Vista, San Marcos, and Fallbrook
were affiliated with NOCOA, however, Encinitas was not.
Recreation Superintendent Alexander advised that the brochures were
distributed on a regular basis to areas of interest.
Chairperson Hartley suggested a media promotion of senior services offered,
and he volunteered to prepare a promotional draft. He further advised that
NOCOA recruits and trains participants for the In Home Help Program, however,
there was no program operating locally in Encinitas.
B. Status Report on Senior Facilities at Oakcrest Park.

Recreation Superintendent Alexander gave a status report on the senior facilities,
reviewing timelines and building exteriors. She further advised that the site plan
had been submitted to the Planning Commission Sub-Committee for substantial
conformance review, and the project would be presented to the entire Planning

Commission on October 28; 100% drawings are expected to be ready for staff
review on November 15.
Chairperson Hartley requested information on the next process.
Recreation Superintendent Alexander advised that when the 100% drawings are
approved, the project is put out for bids (60 day process), a bid opening is held,
bids are reviewed, and contract is awarded. Additionally, she reviewed the Center
color scheme recently approved by City Council, and discussed City Council
approved commercial designer (Design Point) who will review selected materials
and make recommendations.
Chairperson Hartley asked if project would be out to bid by end of January or
February.
Recreation Superintendent Alexander responded that she did not have a definite
date at this time, but would have more information next month. She also noted
that the Ad Hoc Sub-Committee would meet on October 22 to review the site plan.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information
Program, New Senior Center Operations Review, Transportation Review),
and Representative Reports.
Outreach Information - no report.
Chairperson Hartley suggested the possibility of doing a Community and Senior
Center presentation to the Association of American University Women.
New Senior Center Operations Review - Recreation Superintendent Alexander
advised that two surveys are being conducted. One had been mailed to local
Senior Centers on Senior Center operations and the other survey to local senior
groups regarding their use of the proposed Center. Her goal will be to have this
information for the November Commission meeting. She further advised that once
the Commission had received the Senior Center operations information and
reviewed the senior community needs, a recommendation could be made to City
Council on operation of the Center. She recommended a follow-up memo to City
Council on the status of action being taken by the Commission towards review of
an operational plan.
Vice Chairperson Lee Vance suggested the Commission send a status memo
when there was more substantial information available.
Chairperson Hartley expressed concern that City Council may not be aware of the
progress the Commission is making and supports a status memo.

IN CONSENSUS, THE COMMISSION AGREED TO PRESENT CITY COUNCIL
WITH A STATUS MEMORANDUM ON THEIR WORK REGARDING SENIOR
CENTER OPERATIONS.
Transportation Review - Commissioner Kathleen Vance advised that Margaret
Black had been appointed by City Council to represent City seniors at the County
Transportation Meeting and had reported that the County is working on a
transportation plan for seniors.
Chairperson Hartley noted (per Margaret Black) that new routes and pick up
systems were being looked at, however, no encouraging solutions at this time.
Commissioner Mastro volunteered to research possibility of a shuttle service from
bus stops to the Encinitas Ranch Center.
Chairperson Hartley suggested this program could be merchant sponsored, and
suggested Commissioner Mastro contact Carltas Company, manager's of the
property and/or the Home Depot.
Senior Housing Review - Commissioner Kathleen Vance reported that she
attended a meeting presented by the North County Council on Housing and
reviewed several issues that were discussed, including the County-wide need for
additional senior housing, various statistics on community requirements for
affordable housing and several ways and means to meet these needs. She also
requested additional time to present a proposal on the need for an Ad Hoc
Housing Sub-Committee.
Chairperson Hartley suggested that a purpose statement (goals and objectives) be
prepared by Vice Chairperson Lee Vance and Commissioner Kathleen Vance for
the Ad Hoc Sub-Committee on Housing.
Council Contact Review - no report.
New Senior Center Foundation - Chairperson Hartley advised that the "Senior
Follies" would be held in February, 2000 and noted the drawing today for $100
made $300 for the Foundation.
D. Evaluation of Encinitas Day Participation.
Recreation Superintendent Alexander reviewed the staff report and asked for
Commissioner input.

Commissioner Norling noted less attendance than last year, enjoyed quieter music
by the Senior booth.

Chairperson Hartley was excited about sharing the upcoming Community and
Senior Center with a broader range of people.
Commissioner Small was pleased with entire event.
Commissioner Kathleen Vance enjoyed the event.
Commissioner Lee Vance enjoyed the booth presentation and adjoining music.
Mayor Cameron noted that worthwhile information was available regarding the City
and its various programs and that it was a very enjoyable day.
E. Discussion on Holiday Parade Participation.
Commissioner Norling suggested the possibility of an early spot in the Parade line-
up, and the need for convertibles.
Recreation Superintendent Alexander suggested it be determined how many
Commissioners planned to participate. Chairperson Hartley, Commissioners
Small, Mastro, Norling and Kathleen Vance would attend.
Chairperson Hartley suggested reviewing the use of golf carts for the Parade.
7. ANNOUNCEMENTS
A Commissioners
Commissioner Small advised the Commission that Chairperson Hartley and
Recreation Superintendent Alexander plan to attend the November AARP meeting
to give a presentation on the new Community and Senior Center facilities.
Chairperson Hartley reported his impressions on the press coverage of the City of
Oceanside's Senior Day. He also distributed Ladles Restaurant coupons, which
include a fund raiser for the Senior Center Foundation.
B. Staff
Recreation Superintendent Alexander noted applications are available for the
Commission vacancy and encouraged interested members of the community to
apply.

Mayor Cameron greeted the Commission and spoke briefly regarding Encinitas
Day, the Senior Center, and potential Library sites. She also noted the new City
Manager, Kerry Miller, will start November 9; and suggested the Commission invite
Community Development Department's Housing representative Mandy Guimond

to speak at a future meeting, for an update on local housing, both affordable and
senior.
