2002-10-18 CITY OF ENCINIT AS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: October 18, 2002; 1 :00. p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1 :00 p.m. Present: Chairperson Vance, Vice Chairperson King and Commissioners Hentz, Small, Moldenhauer, Harp and Blaylock. Also Present: Recreation Superintendent Miller and Administrative Secretary Dakovich. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes of regular meeting September 20, 2002. MSC COMMISSIONER HARP MOVED, COMMISSIONER BLAYLOCK SECONDED TO APPROVE MINUTES OF THE SEPTEMBER 20, 2002 MEETING. MOTION CARRIED. 6-0. 6. PRESENTATION A. Presentation by SANDAG on the Regional Transportation Plan. Recreation Superintendent Miller introduced Linda Culp, SANDAG, who presented information on the Regional Transportation Plan for San Diego County, which is updated every three years. She distributed the draft plan and reviewed the various aspects including public policies, strategies and investments; the collaborative effort between Metropolitan Transit District, North County Transit District and Caltrans; land use; systems development, management and demand; revenue and expenditures; and the mobility network. She asked for questions from the Commission. .5 A -( 1 Vice Chairperson King asked if the use of toll roads had been considered and discounted tickets for seniors. He also asked for information on dual tracking in Encinitas. _Linda~Culp_advisedJhaUolI roads_are_being looked_at,_however, had_no ~__ information on senior ticketing. She further advised that the dual-tracking project was still part of the plan to assist in the increase of Coaster times and use. Commissioner Blaylock asked if budgeted funds were specifically earmarked for senior transportation issues, if non-English speaking seniors were a target group for information, and if anyone person with SANDAG was assigned to address senior needs in the .county. Linda Culp advised that funds were divided over several areas, including discounted passes, but none earmarked specially for senior transportation needs; suggested that non-English speaking seniors could be added to their outreach list and noted that no one person was assigned to address senior needs and issues. She also provided information on a French designed commuter vehicle that seats 55 people, would be either natural gas, diesel, or electric powered and would drive on a specific freeway lane and/or arterial streets. ( Commissioner Moldenhauer asked if proposed freeway commuter vehicles would be handicap/wheelchair accessible. Linda Culp advised that the commuter vehicle was designed to allow handicap/wheelchair access. Chairperson Vance asked if any research had been done on the impact Baby Boomers would have on public transportation. Linda Culp advised that recent studies have not been age specific. Recreation Superintendent Miller asked if weekend/evening Coaster hours would be expanded. Linda Culp advised that the current Coaster schedule is at capacity and any changes would have to be carefully reviewed. Commissioner Blaylock asked if any consideration had been given to private transit operations for seniors. Linda Culp advised that no private transit operations have been planned. ( ) ;5 A- V-- 2 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Re~cJ"eation~Su perintendent Millerreviewed theS~ptembeLrepQrtand _noted nine (9) new clients. She further advised .that the Project C.A.R.E. marketing plan distributed to the Commission last month was being reviewed and implemented by the Project C.A.R.E. Coordinator. She also noted that North County Council on Aging (a sponsor of several Project C.A.R.E. agencies in North County) had filed for bankruptcy due to financial problems with the Internal Revenue Service and has discontinued operations, however, the Project C.A.R.E. programs themselves will continue to operate with assistance from other agencies. Recreation Superintendent Miller distributed census information she had received from SANDAG on various aspects of the County population, including senior demographics and was still reviewing the statistics for a detailed report to the Commission. Commissioner Moldenhauer advised that she had checked with the hospital regarding patient records and determined that only health information was available to the public. Chairperson Vance suggested several sources for information on seniors, which included San Diego State University, Aging and Independence Services, County Health Department, etc. B. Status Report on Senior Facilities at Oakcrest Park. Recreation Superintendent Miller referred to information on programs available at the Senior Center, advised the November/December Senior Newsletter was in the works along with a subscription form for the Newsletter. She noted that the kitchen shelf had arrived and were now waiting for the installation. With regard to handicap parking, she reviewed the ADA requirements and reiterated the City currently meets requirements on the number of handicap spaces in the lot. She also reviewed handicap parking spaces offered by several other Centers in the County, discussed the survey of handicap cars at the Center, and then distributed a copy of the plan for four (4) additional parking spaces at the City of Encinitas Community and Senior Center. Commissioner Blaylock suggested parking area signage on spaces close to the Senior Center area asking "please do not park here as a courtesy to the physically impaired." Commissioner Hentz mentioned not all are "physically" impaired, some may have other issues for parking close to entrance. 5 A- 3 3 Recreation Superintendent Miller stated general signage could be evaluated later if there is still a parking issue after the new handicap spots are completed. Chairperson Vance reviewed permit requirements for handicap parking spaces and suggestedJhe. possibjlit~ _ota senior parking area. Recreation Superintendent Miller stated this would not be feasible as there are other users of the Center complex besides seniors. Commissioner Harp asked when the additional four spaces would be designated.. Recreation Superintendent Miller advised they could be completed within the next thirty days. C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, Senior Housing Review, Transportation Review), and Representative Reports. Outreach Information - Vice Chairperson King advised that Commissioner Harp would present a draft version of the senior information video. Commissioner Harp distributed a print out with pictures and verbiage so the Commission could follow along. The Commission thanked Commissioner Harp for a job well done and offered suggestions that could be added to the video, such as: more information on the Senior Center and activities held there, information on the Senior Foundation, information on several active senior groups including the Encinitas Walkers. Commissioner Moldenhauer asked if the video could be edited when changes occur. Recreation Superintendent Miller advised that the video could be edited when necessary, that the filming process would take approximately 3 months to complete and would cost approximately $400, using a local vendor. Transportation Review - Vice Chairperson King advised that he had spoken with the Senior Center Manager Christy Goodsell regarding the need for drivers to assist with senior needs and learned there are currently six drivers who have signed up to provide this service. He reported that he had signed up also for a total of seven for the new Mileage Reimbursement Program. Commissioner Blaylock suggested the Commission write a letter to SANDAG regarding senior transportation needs. Recreation Superintendent Miller suggested Commissioner Blaylock prepare a draft letter to be reviewed by Chairperson Vance and staff. SA-1- . 4 Senior Housing Review - No report. City Council Contact Review - Vice Chairperson King had brief contact with Councilmember Houlihan who encouraged him to vote November 5. New Senior Center Foundation Review - Commissioner Hentz advised that the Senior Follies would be held in February 2003. Aging and Independence Services Review - Commissioner Moldenhauer reported she was unable to attend the recent AI.S. meeting, however, was able to attend the nutrition meeting held yesterday, October 17, and heard AI.S. . representative Pam Smith speak. During the meeting it was announced that Web site www.stride.org presented information on all local transportation issues currently being discussed. She also reviewed AI.S.'s Network of Care Program, which includes information, assistance, local resources, library, senior needs, health/legal, pending California legislation with summary. She passed out a card that listed Web site and phone number. Commissioners discussed how to help market this valuable service. Recreation Superintendent Miller suggested information on Network of Care be included in the Senior Newsletter. ( Commissioner Harp suggested AI.S. information cards be placed at lunch tables, during the senior nutrition program. D. Discussion on Holiday Parade Participation. Recreation Superintendent Miller reviewed the staff report, advised the Commission that the vehicle, previously provided by Walt Norling, that had been offered for use in the Parade was no longer available, and asked for comments from the Commissioners. Chairperson Vance advised he had been contacted to see if any Senior Commissioners would participate as a Parade judge. Vice Chairperson King advised he would check with a neighbor regarding use of a vehicle and report back to the Commission. . Recreation Superintendent Miller noted that Chairperson Vance, Vice Chairperson King, and Commissioners Blaylock and Harp had agreed to ride in the Parade representing the Senior Citizen Commission and will confirm further at the November meeting. c 8. NEW BUSINESS None. 5A-S 5 9. COMMISSIONER'S CORNER/ANNOUNCEMENTS A. Commissioners Chairperson Vance re~iewed the San Diego County-wide Senior Commission Representative meeting held yesterday, October 17, and advised that Commissioners Blaylock and Hentz would be Encinitas representatives and attend quarterly meetings. Commissioner Harp reported on his recent meeting with Recreation Superintendent Miller regarding the senior video project. Commissioner Blaylock suggested that a Web-site be developed with our Sister City, Hondo, Japan, or research the possibility of e-mail pen pals, with students and seniors. Recreation Superintendent Miller suggested that Sister City staff liaison Chris Hazeltine be invited to the November to address Commissioner Blaylock's suggestions. Commissioner Hentz reported on the recent Forum held at the Senior Center. She noted that 7-8 people attended and discussed handicap parking at the Center, lunch issues, program ideas, etc. She suggested forums be held a few times a year. Commissioner Harp suggested that the forums be announced during the lunch hour. Vice Chairperson King will research information on health care and prescription costs and give a report to the Commission. He noted there are over 39 million people on Medicare with approximately 1/3 having no prescription cost coverage. Chairperson Vance noted the importance of being aware of legislation that would aid ~eniors and the importance of voting. B. Staff Recreation Superintendent Miller noted the City Manager/Mayor/Commission breakfast would be held in November and information would be forthcoming. 10.
