1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1 :10 p.m.

A. Approval of minutes of regular meeting July 26, 2002.

APPROVE MINUTES OF THE JULY 26, 2002 MEETING. MOTION CARRIED.

6. PRESENTATION
A. Community Services Department Recreation Division Video.
Recreation Superintendent Miller briefly reviewed the Community Services
Department, Recreation Division and Community and Senior Center programs,
distributed the Spring/Summer Recreation Guide and presented a Recreation
Division program video that was created as part of a Parks and Recreation
Commission presentation last year.

Vice Chairperson King complimented the Recreation Division on an excellent
video, and inquired as to cost and length of the presentation.
Recreation Superintendent Miller advised the Division did their own filming,

the production of and editing of the presentation for approximately $400; video is
approximately 12 minutes long.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Miller reviewed the July and August reports and
noted that data updates had been completed and the reports reflect 480 current
active clients. She also distributed a Project C.A.R.E. marketing plan and
requested Commission input.
Chairperson Vance noted that current figures appear to be about one-half of
those reported in the past several months and Encinitas has fewer program
participants than most of the other cities that provide these services.

Recreation Superintendent Miller advised that previous figures were inflated as
deaths, people relocating or canceling service had not been removed from the
count, however, current client figures are accurate. She also advised that a
majority of seniors in the Encinitas area are more active and affluent, however,
Project C.A.R.E. services are available for those that want it.
Commissioner Hentz noted there are seniors who are difficult to reach such as
the homebound. She also suggested that the marketing plan include distribution
of brochures at senior housing sites, mobile home parks and churches.
Recreation Superintendent Miller noted staff could also provide the Meals on
Wheels program with Project C.A.R.E. brochures.
Commissioner Blaylock suggested some marketing be directed toward non-
English speaking clients as well.
Commissioner Moldenhauer suggested studying the successful City of Vista
Project C.A.R.E. program.
Recreation Superintendent Miller advised the current Vista Project C.A.R.E.
Coordinator had previously worked for our program.
Chairperson Vance asked where Project C.A.R.E. began.
Recreation Superintendent Miller advised the program began in Chula Vista, with
Aging Independence Services (AIS), San Diego Gas & Electric, the Postmaster,

and Social Services agencies meeting to determine what services would be
needed and then putting together the program that currently is in use. The
program began due to the death of a home bound elderly person going
unnoticed for days. She noted that Carlsbad, Solana Beach and Del Mar do not

Chairperson Vance noted that the program seems to be operated differently in
the various cities and suggested staff compare our program to districts similar to
ours. He also advised he had not heard back from staff (Mandy) on his request
for the 2000 Census Senior Component.
Recreation Superintendent Miller noted that she had made contact with
SANDAG regarding the Senior Component and was advised that information
would be available in the near future as more census information is detailed.
The Commission discussed information that would be helpful such as income,
ethnic background, housing, age, health needs, transportation needs.
Chairperson Vance asked if hospitals would share health statistics on past and
current patients.
Commissioner Moldenhauer will research this request and advise at the next
meeting.
B. Status Report on Senior Facilities at Oakcrest Park.
Recreation Superintendent Miller reviewed information that Senior Center
Manager Goodsell had put together on the current programs being offered at the
Senior Center, distributed the Senior Newsletter, advised the cable hook-up had
been completed, and the kitchen shelf that was on order would be arriving in two-
three weeks. She further advised that parking needs, including handicap, were
being looked into and she would provide status reports as the review process
continues.
Recreation Superintendent Miller reviewed the Aging Independence Services (A. I.
S.) Nutrition Program formula, developed in 1985 and noted there had been no
increase in funding since that time. She noted the formula is based on four
factors: District population age 60+; District population age 75+; District population
age 60+ & minority; and District population 60+ & low income. She further noted
that the actual signed contract is more specific regarding ethnic background and
income.
Chairperson Vance noted with recent District changes, there could be a need for a
re-figuring of County-wide A.I.S. monies.
Recreation Superintendent Miller reminded the Commission that she had been told
there was no new funding available.

Chairperson King asked how we had received an increase in our Nutrition
Program funding.

was able to apply this to our Nutrition Program.
Chairperson Vance asked what the total amount of funding was for the five
districts.
Recreation Superintendent Miller advised she would research and report back to
the Commission.
Commissioner Moldenhauer asked how to receive the Senior Newsletter.
Recreation Superintendent Miller advised to telephone the Senior Center and
request to be placed on the mailing list (currently mailing 900).
Commissioner Blaylock asked if the Newsletter contained any classified ads.
Recreation Superintendent Miller advised that current policy does not allow for
classified ads.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program,
Senior Housing Review, Transportation Review), and Representative
Reports.
Outreach Information - Vice Chairperson King noted he was very impressed
with the Recreation Division Video and reported that the senior video was a work
in progress. He further advised that he had followed up with citizens who had
signed "please contact" sheets at the Senior Information Fair, and he spoke with
a woman who would like to be part of the Volunteer Driver Program; someone
concerned with the high cost of prescriptions and someone who had suggestions
for the development of the Hall property. He also noted the upcoming Senior
Forum to be held at the Community and Senior Center on September 26, from
12:30-1:30 p.m.
Commissioners discussed concerns regarding high cost of prescriptions and
current pending legislation.
Chairperson Vance recommended that the Bill to reduce prescription costs be
researched and a draft letter of support be prepared.
Recreation Superintendent Miller mentioned the Commission could recommend
that City Council write a letter of support on legislation regarding the high cost of
prescriptions.

Recreation Superintendent Miller advised she had met with Commissioner Harp
to discuss plans for the video and emphasized the importance of senior focus.
She also advised that a draft of the video plan would be ready in October, and if
the project cost was kept under $2,000, she could assist with funding out of
current marketingnbudget.
Transportation Review - Vice Chairperson King advised that the Senior Center is
currently recruiting for volunteer drivers.
Senior Housing Review - No report.
City Council Contact Review - No report.
New Senior Center Foundation Review - Commissioner Hentz advised that the
Foundation Newsletter would be distributed in October and the Follies would be
held in February 2003.
Aging and Independence Services Review - Commissioner Moldenhauer
reported on the recent sub-committee meeting she attended. She also reminded
the Commission of the upcoming Countywide nutrition meeting to be held at the
Center on October 17.
Commissioner Hentz noted that Aging Independence Services (AI.S.) funding
requires a representative in attendance at nutrition meetings.
Recreation Superintendent Miller advised that attendance at these meetings is
handled by nutrition staff.
D. Discussion on Encinitas Day Participation.
Recreation Superintendent Miller reviewed the event and the staffing schedule for
the Senior Commission booth.
Commissioner Hentz offered to contact past Commissioner Black and make
arrangements to pick up the booth canopy.
8. NEW BUSINESS
A Review and Discussion of County-Wide Commissioner's Quarterly Meeting.
Recreation Superintendent Miller reviewed the staff report and requested that the
Commission determine if they all plan to attend the County-wide Commissioner's
Quarterly Meeting on October 17, 2002. If so, a notice of special meeting must be
prepared and posted.

IN CONSENSUS, THE COMMISSION AGREED TO ATTEND THE COMMISSIONER'S
QUARTERLY MEETING OCTOBER 17, 2002 AND REQUESTED STAFF TO
PREPARE A SPECIAL MEETING NOTICE.
.._--.8. _Discussion on Holiday ParadeParticipatioo.
Recreation Superintendent Miller reviewed the staff report and advised that past
Commissioner Walter Norling had contacted her regarding the use of his son's
vehicle for the parade.
Chairperson Vance suggested this item be agendized for the month of October,
however, he recommended Walter Norling be contacted regarding the use of his
son's car. Chairperson Vance will complete the parade application to meet the
October 10 deadline.
9. COMMISSIONER'S CORNER/ANNOUNCEMENTS
A Commissioners
Commissioner Hentz suggested the possibility of charging for the Senior
Newsletter. She also asked if the Center van could be used on weekends for
senior trips.
Recreation Superintendent Miller advised that staff is reviewing a subscription fee
forthe newsletter. She also advised that current policy allows for the van to be
used only Monday through Friday for the Nutrition Program.
B. Staff
Recreation Superintendent Miller distributed a copy of a letter to the Commission
that thanked the Senior Center Foundation for their $500 donation to assist with
the first Senior Dance. She also passed out information on upcoming Commission
meeting dates.
