2002-03-22 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: March 22, 2002; 1 :00 p.m. 1. CALL TO ORDER/ROLL CALL Vice Chairperson Vance called the meeting to order at 1 :00 p.m. Present: Vice Chairperson Vance, Commissioners Hentz, Small, Blaylock, King, Moldenhauer and Harp. Also Present: Recreation Superintendent Alexander and Administrative Secretary Dakovich. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes of regular meeting February22, 2002. MSC COMMISSIONER HENTZ MOVED, COMMISSIONER BLAYLOCK SECONDED TO APPROVE MINUTES OF THE FEBRUARY 22, 2002 MEETING. MOTION CARRIED. 7-0. 6. PRESENTATION A. Welcome New Commissioners. Recreation Superintendent Alexander and the Commission welcomed the new Commissioners to the meeting. The new Commissioners, Rose Moldenhauer and Charles Harp, thanked the Commission for the welcome and noted their interest in senior concerns and issues. 5A'1 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Recreation Superintendent Alexander reviewed the February report and advised -tl"lattheProjectG~A. R-;E. brochurewasu cu rrently being-updated.- B. Status Report on Senior Facilities at Oakcrest Park. Recreation Superintendent Alexander reported that the Senior Center was doing well with over 400 counter contacts in February, and as many phone calls. She also noted that new programs for seniors were in place and a senior van driver had been hired. Commissioner Hentz suggested that the Senior Newsletter be published monthly rather than every other month, and as a cost saving measure, be picked up at the Senior Center rather than mailed. Recreation Superintendent Alexander advised that the production and mailing of the newsletter every other month was due to costs involved. Commissioner Hentz suggested that the activity sheet could be mailed every month rather than the entire newsletter. Commissioner Blaylock suggested the use of e-mail, however, noted that not every senior has computer access. Recreation Superintendent Alexander proposed a survey be conducted to determine how seniors would like to receive their newsletter (i.e.: e-mail, regular mail, web site, etc.) Commissioner Harp asked how many senior residential complexes were in the City and suggested, to save money, that newsletters could be dropped at these sites. Recreation Superintendent Alexander noted that the largest expense was the actual production of the newsletter, not the mailing. C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, Senior Housing Review, Transportation Review), and Representative Reports. Outreach Information - Commissioner King looking forward to the upcoming Senior Information Fair. Commissioner Hentz suggested that guest speakers be featured at the Senior Center besides at City Hall Senior Commission meetings. 5 A-'-' 2 Recreation Superintendent Alexander recommended working with the Senior Center Manager to suggest what types of speakers would be appropriate and reviewsched u ling. options. (perhapsu after the senior I u nch)~ Vice Chairperson Vance suggested the Commission develop an appropriate speaker's list that can be used by Senior Center management. Commissioner Blaylock suggested meeting with senior citizens at the Senior Center to hear their concerns and suggestions for the speaker's list. Vice Chairperson Vance suggested that the Outreach Sub-Committee could attend a meeting at the Senior Center with seniors and Senior Center Manager, and report back to the Commission their needs and concerns. Recreation Superintendent Alexander advised the senior video prepared about 5-6 years ago, needs to be updated. She suggested the Commission review the video at the next meeting to determine what areas need to be addressed. Transportation Review - Commissioner Hentz reported that the North County Transit District plan for revising bus routes and schedules in North County had been postponed until January. Recreation Superintendent Alexander advised that NCTD planned to draft a letter to the City regarding conditions necessary for a bus route to pick-up and drop-off in the Encinitas Senior and Community Center parking lot, as NCTD is researching this option. Staff will check on status. Commissioner Blaylock advised she would be willing to write North County Transit District regarding senior concerns and would e-mail a copy to the Transportation Review Sub-Committee. Senior Housing Review - Vice Chairperson Vance reported on five use permits taken over by the City from the County on low income, senior housing. He also provided information he had researched on the Greek Orthodox Church and a permit to build low income unit housing. He advised the Commission that he would like to continue pursuing information on senior housing and encouraged Commissioners to e-mail him with information on senior needs. Commissioner Hentz requested a status report on the Cantebria senior housing project. Vice Chairperson Vance reported that building permits had been completed and the next step would be a submittal to HUD for additional funding. He further advised that the Ecke family had contributed funding as well as the land and the City had worked with the developer regarding building requirements. S'A- 3 Aging Independence Services - Commissioner Hentz advised she was not able to attend the recent AI.S. meeting, however, provided the Commission with a copy of the minutes. . -Gity-6ouncil-Gontact= No report~ New Senior Center Foundation - No report. D. Status Report on 2002 Senior Information Fair. Recreation Superintendent Alexander reviewed the staff report, and advised that Senior Information Fair flyers would be distributed at the April Commission meeting. Recreation Coordinator Pam Miller reviewed applications she had received for the Fair and also described the decorations; refreshments to be served and the need for raffle prizes.. She noted that approximately twenty raffle prizes were suggested for the Fair and asked that Commissioners approach local businesses for prizes. Commissioner Blaylock suggested that a survey on senior issues and needs be prepared and made available at the Fair. She noted that this information would be very helpful to the Commission and in selecting guest speakers. Commissioner Moldenhauer asked if tours of the Center would be available the day of the Fair. She also noted that the Commission had a booth and asked what the function of a Senior Citizen Commission booth would be at the Fair. Recreation Superintendent Alexander state the Center will be open for self-guided tours and advised that the Commission booth would be a site for distribution of Senior Commission information, Senior Directory brochure survey, etc. She also reviewed the Senior Information Flyer distribution list. Recreation Coordinator Miller noted that the flyers and current distribution list would be available at the April meeting, and that raffle prizes should be secured at least two weeks before the event. Commissioner Hentz suggested that a map of the facility be made available to the public the day of the Fair. Recreation Superintendent Alexander recommended use of the large floor plan map of the Center, which could be placed in the lobby, similar to how it was displayed at the grand opening. 8. NEW BUSINESS A Review of Senior Directory Brochure. 5A-4 4 Recreation Superintendent Alexander reviewed the staff report, noted that updating the Senior Directory had begun and asked if the Commission had any changes to incorporate into the brochure. Commissioner Blaylock suggested listing the Senior Directory on the Web. Recreation Superintendent Alexander suggested that the Outreach Sub- Committee meet and discuss and/or design a survey that could include any interest in use of the Web as a means of communication. She noted we would need the approved survey form prior to the Senior Information Fair. 9. COMMISSIONER'S CORNER/ANNOUNCEMENTS A Commissioners Commissioner Harp noted he is looking forward to working on various senior issues and concerns. Commissioner Hentz noted she had attended the recent Nutrition Site Council Meeting as the Center. She also reported as Senior Center Foundation information, that thirteen (13) additional leaves have been sold to be placed on the tree in the Senior Center lobby. Commissioner Small distributed her new business card she recently received from the County Ombudsman Program. B. Staff Recreation Superintendent Alexander shared information on a new senior newspaper - Senior Advocate. She also advised she had received a letter from the City of Oceanside regarding the quarterly County Senior Citizen Commission meeting to be held April 25, from 1-2:30 p.m. in Oceanside. Commissioners Hentz and Blaylock will attend the meeting and Commissioner Small will be an alternate. 10. ADJOURNMENT Meeting adjourned at 2:40 p.m. 2)A ~ 5 5
