MINUTES
Meeting Date: February 22, 2002; 1 :00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Hartley called the meeting to order at 1 :00 p.m.

A. Approval of minutes of regular meeting January 25, 2002.

6. PRESENTATION
1. Storm Ready Program presented by Tom Gallup, City of Encinitas
Emergency Preparedness Officer.
Chairperson Hartley welcomed Tom Gallup to the meeting.
Tom Gallup, City of Encinitas Emergency Preparedness Officer, gave a Power
Point presentation on the City's Storm Ready Program, emphasizing what the
City had done to prepare for weather extremes as well as future needs and
plans. He also noted the need for volunteers in the North County area for the
Storm Spotter Program. He thanked the Commission for the opportunity to

share information on this program, announced another presentation on the
program scheduled for Tuesday, March 12 at 6:30 p.m. and asked for questions.
Vice Chairperson Vance asked if this was a City funded program. He also noted
the need for runoff control in the Leucadia area and asked if there were other
---areas-in the Gity.that-needed-attention;
Tom Gallup responded that it was a City funded program, however, to date
expenses were minimal. He advised that runoff control was being addressed in
the Leucadia area, and the other problem area was Restaurant Row on Highway
101.
Commissioner Blaylock found having a plan of action was very useful and helped
put citizens at ease during a crisis. She suggested that Tom Gallup arrange to
present this Program at the Senior Center.
Tom Gallup also shared information on the weather radio and passed a unit to
the Commission for their inspection. He advised that this radio (cost
approximately $20) would alert citizens to various types of weather and help
them to be prepared, in the event of extreme conditions.
The Commission thanked Tom Gallup for the presentation.
2. Special Recognition - Mac Hartley
The Commission and the Recreation Superintendent thanked Chairperson Mac
Hartley for his service to the Commission and the Community and presented him
with an engraved wooden plaque for his years of service 1990-2002.
Chairperson Hartley thanked the Commission and the Recreation
Superintendent for their kind words and encouraged the Commission to continue
trying to improve senior transportation, to keep reaching out to the entire
Community and to keep Project C.A.R.E. as Encinitas Project C.A.R.E.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Alexander reviewed the January report and noted the
five new clients. She also advised that the Project C.A.R.E. office had moved to
the Senior Center, there is a new telephone number (760/943-2255) and the
Project C.A.R.E. brochure was being revised.
B. Status Report on Senior Facilities at Oakcrest Park.
Recreation Superintendent Alexander reported that the Center had officially
opened to the public February 11, the seniors celebrated their first Valentine Day
luncheon with over 100 participants. She also advised programs had begun,

including Adult Fitness, HICAP, Blood Pressure Check and Tax Assistance. She
noted facility use applications were available February 19 and approximately 50
packets were distributed that day, with 150 packets distributed since. She further
advised that County Supervisor Pam Slater would be hosting a Senior Health
Workshop at the Center March 19 from 9 a.m. to Noon; and Executive Director of
Aging-lndependence-Services..(A.I.S:) Pam-Smith was interested-in
intergenerational programming, had determined start up funding maybe available
and requested the City submit a proposal.
Chairperson Hartley asked why the lunch program was limited to 75 participants.
Recreation Superintendent Alexander advised that AI.S. sets the limit after
establishing a monthly average and requires a track record of lunches served
before re-setting the limit. She advised the City is working with AI.S. on this
criteria.
Commissioner Hentz advised that at a recent Site Council meeting A I. S. funding
limitations were discussed.
Commissioner King asked how many lunches were served at the old Center, and
were reservations necessary.
Commissioner Hentz advised that approximately 1300 meals per month were
served and reservations were necessary.
Recreation Superintendent Alexander added the daily counts ranged from 40-80
meals and noted that attendees must call before 8:30 a.m. on the day they wish a
reservation or call a day or two ahead.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program,
Senior Housing Review, New Senior Center Operations Review,
Transportation Review), and Representative Reports.
Outreach Information - Commissioner King noted the importance of providing
information to the public and advertising guest speakers to draw attendance.
Chairperson Hartley asked Commissioners Hentz and King to process the Senior
Information Fair application and be the contact for the event.
Transportation Review - Commissioner King reported that he and Commissioner
Blaylock had met. He asked if any decision had been made regarding North
County Transit District serving the Community and Senior Center.
Recreation Superintendent Alexander advised that the North County Transit
District was currently revamping their transportation services to the public. New
and revised routes will occur in August, 2002 for Encinitas. She further noted they
had tested the parking lot with busses at the Center and were evaluating their

findings as to what conditions would be necessary for them to access the site as
part of their route.
Senior Housing Review - Vice Chairperson Vance reported on additional
research available from the recent census. He noted local population growth was
twice as great as housing development and noted-the increase in the senior-age
groups. He also reported on County approved low income and senior low income
housing that was taken over by the City during incorporation and plans to establish
additional information on this type of housing.
Aging Independence Services - Commissioner Hentz advised she was able to
attend the recent ALS. meeting and provided the Commission with a copy of the
minutes.
City Council Contact - No report.
New Senior Center Foundation - Chairperson Hartley gave a brief report on the
Foundation's wish list for the Center. He further requested that Commissioner
Hentz, as a member of the Foundation, take over the responsibility of reporting
Foundation information to the Commission.
Commissioner Hentz advised she would be happy to report Foundation news to
the Commission.
D. Status Report on 2002 Senior Information Fair.
Recreation Superintendent Alexander reviewed the staff report, and advised that
applications had been mailed to vendors and were being returned with great
interest; flyers were being printed; mentioned will have the exhibit hall in the
gymnasium area as well as several additional rooms may be used for
presentations, health tests, etc., with the banquet hall being used for lunch to be
followed by dancing. She also noted that the local Rotary Club would again assist
with parking and set-up the day of the event and the event's decoration theme
would be red, white and blue.
9. COMMISSIONER'S CORNER/ANNOUNCEMENTS
A Commissioners
Commissioner Blaylock advised she had a discussion recently with a woman who
was interested in starting a Community Garden for seniors. She also noted she
participated in a recent intergenerational ski trip and suggested Senior Center
consider planning such intergenerational trips.
Recreation Superintendent Alexander suggested inviting the woman to speak at
the March meeting and with regards to the intergenerational ski trip, Commissioner
Blaylock could contact Margaret Short, Trip Coordinator at the Senior Center.

Commissioner King shared information on a recent whale-watching trip out of
Oceanside and suggested this trip for an intergenerational group.
Commissioner Hentz noted that with the design of the Community and Senior
Center, intergenerational interaction should come easily.
B. Staff
Recreation Superintendent Alexander announced that City Council had
interviewed all four applicants (Zoe Blaylock, Tometta Hentz, Rose Moldenhauer
and Charles Harp) and a final decision would be made at the February 27 City
Council meeting.
