2002-01-25 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: January 25, 2002; 1 :00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Hartley called the meeting to order at 1 :00 p.m. Present: Chairperson Hartley, Vice Chairperson Vance, Commissioners Norling, Hentz, anti King. Also Present: Recreation Superintendent Alexander and Administrative Secretary Dakovich. Absent: Commissioners Small and Blaylock. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes of regular meeting November 16,2001. MSC VICE CHAIRPERSON VANCE MOVED, COMMISSIONER KING SECONDED TO APPROVE MINUTES OF THE NOVEMBER 16, 2001 MEETING. MOTION CARRIED. 5-0. 6. PRESENTATION None. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Chairperson Hartley reviewed the November and December reports, and advised that Project Coordinator Joyce Munro, continues her updating of all Project C.A.R.E. files as well as distribution of the Project C.A.R.E. brochures. 5A-l 1 B. Status Report on Senior Facilities at Oakcrest Park. Recreation Superintendent Alexander reported that all was ready for the Grand Opening weekend, January 25,26, and 27. She also distributed flyers on various programs to be offered at the Senior Center, as well as a calendar of events for February:- She-fu rtheradvisedthatuatrial-sen ior .Iu nchwou IdbeuhelduFebruaryn8, the entire Center would be open to the public on February 11, a special February 14 Valentine Senior Lunch has been planned, the Center would be closed February 18 (President's Day) and Center facility use applications would be available February 19. Vice Chairperson Vance requested an update on gym use. Recreation Superintendent Alexander advised that open play was planned for February, and noted that a gymnasium facility use schedule was being prepared. Commissioner Norling asked the maximum capacity of the Center. Recreation Superintendent Alexander advised maximum occupancy was approximately 1500 people. She also reviewed the planned activities for the Grand Opening Weekend at the Center that included Friday night, Saturday and Sunday. She thanked the Commission for their efforts, support and encouragement. C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, Senior Housing Review, New Senior Center Operations Review, Transportation Review), and Representative Reports. Outreach Information - No report. New Senior Center Operations Review - VICE CHAIRPERSON VANCE MOVED, COMMISSIONER KING SECONDED TO TERMINATE THE NEW SENIOR CENTER OPERATIONS REVIEW SUB-COMMITTEE. MOTION CARRIED. 5-0. Transportation Review - Commissioner King advised he had a meeting scheduled with Cathy Brendel, City of Vista, to discuss that city's "Out and About" Program. Recreation Superintendent Alexander advised that the Commission had received a presentation on the "Out and About" Program some time ago and any updated information would be helpful. She further noted that City Council had approved a mileage reimbursement program for volunteer drivers of seniors similar to Vista program. Senior Housing Review - No report. Commissioner Hentz read a recent newspaper article suggesting the use of the old Senior Center as a facility for the homeless. 2 Sf\-~ Recreation Superintendent Alexander advised the old Senior Center may not be available for use as a homeless center, the facility belongs to the church. The church is reviewing different ways to use the facility. Vice ChairpersonVancenoted recent newspaper article that chastised North County cities for not providing ample low-income housing. Recreation Superintendent Alexander asked if a current list of existing and proposed low-income housing was prepared yet. She requested Vice Chairperson Vance provide a draft list of low income housing at the next Commission meeting. Vice Chairperson Vance advised he had a partial list he was working on and would provide it to Commissioners at the next meeting, and noted that the City does not have a concise list available. Aging Independence Services - Commissioner Hentz advised she was not able to attend the AIS meetings held in December and January, however, distributed and briefly reviewed the information and minutes from those meetings. City Council Contact - No report. Commissioner Hentz requested the Commission return to the Outreach Sub- Committee report and she reviewed the recent Senior meeting she attended in EI Cajon. She advised the meeting included representatives from Oceanside, Vista, EI Cajon, Coronado, La Mesa and Chula Vista. She noted the various cities are currently working on similar concerns, which include senior transportation, housing, and care giving. She further advised that the next meeting has been scheduled for April 25 from 1-2:30 p.m. at the City of Oceanside. She also shared the following information: the attending cities asked that Commission minutes be shared; all the attending cities but Encinitas hold their meetings in the morning. New Senior Center Foundation - Chairperson Hartley gave a brief report on the upcoming Follies, to be held February 10. He also noted the need for volunteers to assist with handicap access at the Senior Center. Recreation Superintendent Alexander reviewed information provided by the City's Risk Manager on providing handicap access to the Center, and explained this process needed further review before implementation. D. Discussion on Holiday Parade Participation._ Recreation Superintendent Alexander reviewed the staff report and requested input from the Commission. All the Commissioners who participated in the parade enjoyed themselves and thanked the Holiday Parade Committee for a job well done. 3 5A,3 8. NEW BUSINESS A. Discussion on 2002 Senior Information Fair. - Recreation Superintendent-Alexander reviewed-the-staff-report; noting-theuSenior- Information Fair would be held in the new Center gymnasium, as well as using several of the rooms for health oriented information and presentations, with dancing to live music in the Banquet Hall from 1-3 p.m. She distributed a draft flyer advertising the event for Commission comments. She also noted that no half tables would be assigned this year as everyone will be given a full table; explained the proposed increase in booth fees, which would be used to expand and upgrade the event at the new Center. Chairperson Hartley asked how the proposed increase in fees compared with similar events at other cities. Recreation Superintendent Alexander noted the proposed fees maybe higher than other cities, however, our Senior Information Fair was highly popular and exhibitors have expressed it is the best one they attend. Commissioner King asked if the Fair made money or just broke even. Recreation Superintendent Alexander advised the fees received help the event break even and help with what can be provided. Commissioner Hentz suggested that in the Senior Lunch section on the flyer to add that reservations are required and to list the number to call. Chairperson Hartley volunteered to be the Commission representative and meet with Special Events Coordinator Pam Miller regarding planning of the Fair and final review of the flyer. IN CONSENSUS, (5-0), THE COMMISSION AGREED TO SENIOR INFORMATION FAIR FEES OF $20 FOR NON PROFIT VENDORS AND $65 FOR COMMERCIAL VENDORS. 9. COMMISSIONER'S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner King advised that St. John's Church was holding a blood drive today. Chairperson Hartley noted there are three Senior Citizen Commission openings and applications are available from the City Clerk's office. He will not be reapplying. 4 51\- 4: B.
