MINUTES

1. CALL TO ORDER/ROLL CALL
Chairperson Hartley called the meeting to order at 1 :00 p.m.

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes of regular meeting June 15, 2001.

SECONDED TO APPROVE MINUTES OF THE JUNE 15, 2001 MEETING.
MOTION CARRIED. 5-0.
6. PRESENTATION
A. Presentation by representatives from Scripps Wellness Rehabilitation
Program for Seniors.
The Commission welcomed the representatives from Scripps Hospital (Lela
Stewart, Manager, Scripps Well Being Center; Linda Seaman, Stroke Treatment
and Recovery Program; and Shirley Jett, who works with various age groups on
health maintenance), and invited them to present information on the various
rehabilitation programs offered through Scripps.

Linda Seaman reviewed the Community Rehabilitation and Support Programs
and also briefly discussed the stroke rehabilitation facilities available at Scripps,
Encinitas.
Commissioner King thanked Ms. Seaman for her presentation and asked for
information on program fees.
Linda Seaman advised that all programs, listed as community programs, are free
and available to the entire community, with financial support provided by
donations. She also advised that fees were charged for acute care programs.
She encouraged Commission members to call 1-800-Scripps for further
information.
Chairperson Hartley asked if an Alzheimer's Program, that included day care,
was available.
Linda Seaman advised that such a program was being developed that would
include day care.'
Commissioner King asked if transportation to the facility was available for
interested participants.
Linda Seaman advised that transportation for various programs was available
through Scripps Mobile and also Lifeline.
Shirley Jett reviewed various health maintenance programs and wellness
classes held at the Well Being Center, as well as support groups available for a
minimal fee or free.
Chairperson Hartley noted that the opening of the new Center would provide
opportunities to promote the various Scripps's programming.
Recreation Superintendent Alexander advised that she had met with Lela
Stewart and Shirley Jett to discuss programming needs and looks forward to
working with Scripps, as a partner in servicing senior needs.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Alexander reviewed the June report, and noted two
new clients, as well as stated a recent newspaper article in "The Paper"
described the program.
B. Status Report on Senior Facilities at Oakcrest Park.
Recreation Superintendent Alexander advised that construction was progressing,
with parking lot paving and landscaping, and with regard to the interior of building -

finishing drywall, painting, tile installation in all restrooms, glass to be installed this
week. She also advised that she had recently met with Dee Larson regarding the
transfer process for Senior Nutrition Lunch Program, from the current site to the
new building. She advised that a non-profit Meals on Wheels organization will
continue operation at the church. She also noted that construction is anticipated to
be complete in October, with a 50-day time frame following this for positioning of
equipment, staff training and preparation of grand opening possibly in January.
Commission~r King noted he had missed the tour of the facility and would contact
Recreation Superintendent Alexander regarding a possible date and time to tour
the site.
Vice Chairperson Vance asked if security on the project site had been increased.
Recreation Superintendent Alexander advised that yes, security had been
increased by the Contractor.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program,
Senior Housing Review, New Senior Center Operations Review,
Transportation Review), and Representative Reports.
Outreach Information Program - Commissioner King advised that he was using
the Outreach Information Program goals and guidelines when contacting potential
organizations for presentations.
New Senior Center Operations Review - Vice Chairperson Vance advised there
was no report.
Transportation Review/Council Contact Review - Chairperson Hartley advised
that City Council had accepted the donation of a van by the Senior Center
Foundation. He further noted that the Foundation would be looking at bids for a
nine-passenger van.
Senior Housing Review - Chairperson Vance advised that he and Commissioner
Small had met, determined the need for a division of efforts on senior housing
research, which will be reviewed and presented at the September Senior
Commission meeting.
Aging Independence Services Meeting Report - Chairperson Hartley advised
he would attend meeting in September and report to Commission.
8. NEW BUSINESS
A. Discussio.n on Encinitas Day Participation.
Recreation Superintendent Alexander reviewed staff report and suggested that a
Commission member act as contact person for scheduling Commissioner
participation during the Encinitas Day celebration.

Commissioner Small advised she would be responsible for scheduling the day and
in a brief discussion determined who was available for the various times (see
below) and also the need of a 5 ft. table, canopy, card table and several chairs.

August 17, 2001.

TO CANCEL THE AUGUST, 2001 SENIOR COMMISSION MEETING. MOTION
CARRIED. 5-0.
9. COMMISSIONER'S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner King commented on the excellent progress the Senior Citizen
Commission has made.
Commissioner Small advised she had attended a recent AARP meeting and
learned that AARP would like to be involved in senior activities at the new Center.
Chairperson Hartley advised that plans for the Senior Center Foundation Follies
were in progress.
B. Staff
Recreation Superintendent Alexander advised that the Commission vacancy had
been advertised and only one application had been received, and that Zoe
Blaylock had been appointed to serve through March, 2002. Her first Commission
meeting will be September.
She also noted recent article in the North County Times regarding the recently held
Senior Information Fair. She also advised that a date had been selected for the
upcoming Senior Information Fair, which will be held at the new Center on May 23,
2002.
