MINUTES

1. CALL TO ORDER/ROLL CALL
Chairperson Hartley called the meeting to order at 1 :00 p.m.

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes of regular meeting October 20, 2000.

TO APPROVE MINUTES OF REGULAR MEETING OCTOBER 20, 2000.
MOTION CARRIED. 5-0.
6. PRESENTATION
A. Presentation by Anne Pott on the County's Aging and Independence
Services Ombudsman Program.
Chairperson Hartley introduced Anne Pott, representing the County's Aging and
Independence Services Ombudsman Program.
Anne Pott gave a brief history of the Ombudsman Program, noting an
Ombudsman is the intermediary between the hospital or nursing home and the
patient, who's primary role is to advocate objectively on behalf of Senior Citizens
65 and over, or a dependent adult. She advised that ninety-eight volunteers

have recently completed their thirty-six hour initial training and that twelve hours
per year training is required to remain State certified. The Ombudsman Program
goal is to maximize quality of care and quality of life by emphasizing dignity and
self-determination among seniors and dependent adults.
Chairperson Hartley thanked Anne Pott for her presentation.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Alexander reviewed the October Statistical Report.
She also advised the Commission that Project C.A.R.E. Coordinator Faye
Workman had resigned to pursue other interests and travel. She reviewed the
requirements for the position and encouraged Commissioners to advise any
interested parties. Faye will continue until a replacement is found.
B. Status Report on Senior Facilities at Oakcrest Park.
Recreation Superintendent Alexander reviewed the Community and Senior Center
project and advised that the gym footings and site retaining walls were being
prepared this week.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program,
Senior Housing Review, New Senior Center Operations Review,
Transportation Review), and Representative Reports.
Outreach Information - No report.
Recreation Superintendent Alexander suggested to the Outreach Committee (in
charge of presentations) that the City Fire Department might give a presentation
on safety in the home.
Chairperson Hartley suggested a presentation by the City's Senior Volunteer
Patrol. He also distributed a summary he had received at a recent Aging and
Disabled Services network meeting.
New Senior Center Operations Review - Chairperson Hartley stated the Sub-
Committee met to review potential names for the rooms at the Center.
Recreation Superintendent Alexander handed out the planned layout including
suggested names for the various rooms, noted there are twelve suggestions
(names of trees) for the center rooms and that possibly a recommendation to City
Council would be forthcoming regarding these proposed names.
IN CONSENSUS, THE COMMISSION MEMBERS CONCURRED WITH THE
SUGGESTED NAMES.

Transportation - Chairperson Hartley reviewed a memorandum on senior
transportation needs to be forwarded to City Council, with Commission approval,
which references the need for a program similar to the City of Vista's "Out and
About" Program.
IN CONSENSUS, THE COMMISSION AGREED THAT THIS MEMORANDUM BE
FORWARDED TO CITY COUNCIL.
Recreation Superintendent Alexander reported on a Department of Transportation
grant to purchase vehicles, with grant application due in March. She also reviewed
several other available grants available through the State and Federal
governments for vehicle purchase.
Chairperson Hartley advised the Senior Center Foundation sent a letter to the City
proposing to purchase and to present to the new Senior Center a twelve
passenger van for exclusive senior use. However, there are still several issues to
resolve: will the City accept the van; will the City provide a driver; will the City
provide insurance and a parking site. This request is being reviewed by the City.
Recreation Superintendent Alexander advised that the City has a donation policy
and a form that would also need to be completed.
Senior Housing Review - No report.
New Senior Center Foundation - Commissioner Mastro advised that $10,319
had recently been deposited in the Foundation account. She also noted that the
Foundation is currently working on the upcoming Encinitas Follies, to be held in
February.
Council Contact Review - No report.
D. Discussion on Holiday Parade Participation.
Chairperson Hartley reviewed the Commission's participation in the parade and
after a brief discussion, it was determined that a convertible would be used by the
Commission.

8. NEW BUSINESS
A. Discussion on Cancellation of the December 15, 2000 Senior Citizen
Commission meeting.
MSC COMMISSIONER SMALL MOVED, COMMISSIONER CESARE SECONDED TO
CANCEL THE DECEMBER 15, 2000 MEETING. MOTION CARRIED. 5-0.
9. COMMISSIONER'S CORNER/ANNOUNCEMENTS

Recreation Superintendent Alexander noted the upcoming ChairpersonNice
Chairperson quarterly breakfast meeting, December 12, with the City Manager.
She also advised the Commission that Lois Sunrich, a member of the community,
contacted her regarding the celebration of life stories and creating "Story Makers",
a new non-profit program. She suggested that Chairperson Hartley contact her for
additional information and share information regarding his Life Story writing
classes.
