2000-10-20 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: October 20,2000; 1 :00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Hartley called the meeting to order at 1 :00 p.m. Present: Chairperson Hartley, Vice Chairperson Lee Vance, Commissioners Cesare, Small, Norling, Mastro. Also Present: Recreation Superintendent Alexander and Program Assistant Burgess. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING-AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes of regular meeting September 15,2000. MSC COMMISSIONER MASTRO MOVED, COMMISSIONER NORLING SECONDED TO APPROVE MINUTES OF REGULAR MEETING SEPTEMBER 15, 2000. MOTION CARRIED. 6-0. 6. PRESENTATION None. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Recreation Superintendent Alexander reviewed the September Statistical Report. Commissioner Norling recommended that the Project C.A.R.E. Vial of Life inserts be updated because medicine prescriptions change. 5A-~ Recreation Superintendent Alexander suggested that the Project Coordinator Faye Workman can be contacted for updated information and that she could help other clients update their Vial of Life information. B. Status Report on Senior Facilities at Oakcrest Park. Recreation Superintendent Alexander reviewed the Community and Senior Center projectand advised that all major grading had been completed, building permit was being finalized, installation of building footings scheduled for November and work on parking lot scheduled for December (schedule subject to change based on weather conditions or contractor issues). C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, Senior Housing Review, New Senior Center Operations Review,' Transportation Review), and Representative Reports. Outreach Information - No report. Recreation Superintendent Alexander suggested the possibility of scheduling a speaker on the Ombudsman Program for the November meeting, as they were unavailable for the October meeting. New Senior Center Operations Review - Recreation Superintendent Alexander suggested scheduling a meeting of the New Senior Center Operations Sub- Committee to discuss the Center operation/program plan and transition issues. Transportation - Commissioner Mastro advised she had nothing new to report. Chairperson Hartley advised that Cathy Brendel, City of Vista, would present information to City Council on October 25, regarding the City of Vista's "Out and About" Program. Commissioner Mastro suggested the Commission hold a future meeting at the current Senior Center on Balour Drive. Some Commissioners expressed this had been done in the past, however, attendance was poor and there were logistical issues. Recreation Superintendent Alexander recommended Commissioners visit the Center for lunch or to attend their Board meetings. Senior Housing Review - Vice Chairperson Vance advised that during the recent Encinitas Day Celebration, he had several people come to the Senior Citizen Commission booth and inquire about senior housing. He further noted he would do an Internet search on available senior housing and report back to the Commission. As a member of the Board of Mercy Charities, he also reported on their recent meetings and advised that their low-income housing project had been approved. 5A~7- He further noted the upcoming Home Emergency Partnership meeting, October 27 from 8:30 a. m. to Noon, at the City of Vista Avo Theater. New Senior Center Foundation - Chairperson Hartley advised that the Foundation had received and deposited the donation from the County ($10,000), Commissioner Mastro reviewed the upcoming Follies to be held on February 11, 2001. . Council Contact Review - No report. D. Evaluation of Encinitas Day Participation. The Commissioners discussed the good response by the public and their interest in the Senior Center and senior activities. Recreation Superintendent Alexander reviewed the increased participation by City and community group booths and noted that it appeared the public appreciated the inclusion of these booths at the event. She also noted the downtown Encinitas sign was dedicated the evening of the Encinitas Day Celebration. 8. NEW BUSINESS A. Discussion on Holiday Parade Participation. Recreation Superintendent Alexander reviewed the history of the Senior Citizen Commission participation in the Holiday Parade and advised that Chairperson Hartley would be the Grand Marshal of the Parade. Commissioner Norling suggested, as a parade entry, the Commission riding in a boat pulled by a pickup truck, or the use of golf carts. Chairperson Hartley was concerned about the idea of riding in a boat pulled by a pickup truck, and requested that Commissioner Norling research and present other modes of transportation for the Parade. IN CONSENSUS, THE COMMISSION AGREED TO PARTICIPATE IN THE HOLIDAY PARADE. 9. COMMISSIONER'S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Small advised that the County's Ombudsman Program would make their presentation at the November 17 Commission meeting. Commissioner Mastro advised that she had been elected to serve the next term as President of AARP. 5A- 7:J 5A~4- B. Staff Recreation Superintendent Alexander advised that she had contacted the City Clerk's office regarding the resignation of Commissioner Kathleen Vance and was advised that the Commission's vacancy would be advertised in January and filled in March. She also announced the upcoming meeting of the County of San Diego Health Services, October 26, 8:45 to 11 :30 a.m., at Scripps Health Campus on Genesee Avenue. 10.
