2000-07-21 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: July 21, 2000; 1 :00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Hartley called the meeting to order at 1 :00 p.m. Present: Chairperson Hartley, Vice Chairperson Lee Vance, Commissioners Cesare, Small, Norling, Mastro. Also Present: Recreation Superintendent Alexander and Program Assistant Burgess. Absent: Commissioner Kathleen Vance. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes of regular meeting June 16, 2000. MSC COMMISSIONER SMALL MOVED, COMMISSIONER MASTRO SECONDED TO APPROVE MINUTES OF REGULAR MEETING JUNE 16, 2000. MOTION CARRIED. 6-0. 6. PRESENTATION A. Presentation on Consumer Fraud Schemes by Trisha Menschint, Crime Prevention Unit, San Diego County Sheriff's Department. Chairperson Hartley welcomed Trisha Menschint to the Commission meeting. Trisha Menschint gave a brief overview on her responsibilities as part of the Crime Prevention Unit for the Sheriff's Department and presented an informative film on telephone fraud. She also distributed information prepared by the 5A- \ \ Sheriff's Department on various confidence "con" games that have proven successful in areas of the county. Chairperson Hartley thanked Trisha Menschint for the presentation. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Recreation Superintendent Alexander reviewed the June Statistical Report and reported that the Project C.A.R.E. Coordinator had advised that the City of Solana Beach will start a Project C.A.R.E. program as well as one starting up in Carlsbad, by an outside agency to handle the program operations. B. Status Report on Senior Facilities at Oakcrest Park. Recreation Superintendent Alexander advised that construction trailers and security fencing would be on-site next week, with August 7 the projected start date for grading. She also announced the groundbreaking ceremony for the facility would be held August 25 at 3:30 p.m. with all Commissioners invited to attend. She further noted construction should take approximately one year, with a proposed Grand Opening - October, 2001. ( C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, Senior Housing Review, New Senior Center Operations Review, Transportation Review), and Representative Reports. . Outreach Information - Commissioner Small noted that senior transportation issues were being addressed and noted two NCTD (North County Transit District) contacts - Phyllis Hall, Community Relations Representative and Stefan Marks, Manager of Service Development will make a presentation at the September Commission meeting. Another flyer will be prepared to promote the presentation to the public. New Senior Center Operations Review - no report. Transportation - Commissioner Cesare also advised of the upcoming Transportation presentation to be held September 15 at 1 :00 p.m. with the presentation entitled "Transportation Access for Seniors". Commissioner Mastro advised she would invite Margaret Black to a future Transportation Sub-Committee meeting. ( Senior Housing Review - Vice Chairperson Lee Vance advised he has been appointed to the Board of Mercy Charities. :5 A.-l- New Senior Center Foundation - Commissioner Mastro advised no Foundation meeting was held in July, however, she did report that the Foundation had received $3500 from recent local elementary school performances and a County grant for $2500 to be used for a program to assist seniors in accessing the Center. Council Contact Review - Chairperson Hartley advised City Council had approved the Senior Center Operations budget at their recent meeting. 8. NEW BUSINESS A. Discussion on Encinitas Day Participation. Commissioner Norling suggested having information on the Community and Senior Center available at the event. Chairperson Hartley advised the Senior Center Foundation had sent in an application for the event. Recreation Superintendent Alexander requested the Commission review the Commissioner volunteer needs for the day of the event and finalize sign ups at the September meeting. 9. COMMISSIONER'S CORNER/ANNOUNCEMENTS A. Commissioners Chairperson Hartley advised of his upcoming historical book sale in conjunction with the Downtown Encinitas Mainstreet event. B. Staff Recreation Superintendent Alexander noted the senior information available in the North County times under the "Golden Years". She also advised the Holiday Parade Committee had selected their Grand Marshal - Mac Hartley and he had accepted. She further noted the City Manager will be hold his quarterly breakfast meeting September 12 at 7:30 a.m. for all Commission Chairpersons and Vice Chairpersons. 10.
