MINUTES

1. CALL TO ORDER/ROLL CALL
Chairperson Hartley called the meeting to order at 1 :00 p.m.

5. APPROVAL OF MINUTES
A. Approval of minutes of regular meeting May 19, 2000.

CARRIED. 6-0.
6. PRESENTATION
A. North County Lifeline Presentation by Patty Phillips on Senior Assistance
and Training for Traveling on Public Transit.
Chairperson Hartley welcomed Patty Phillips to the Commission meeting.
Patty Phillips introduced Shirley Cole, who will also be speaking on North County
Lifeline.

Shirley Cole reviewed the prerequisites for using Lifeline services, the need for
grant money to support the program and various aspects of the service. She
also discussed the process the City of Vista followed to establish their current
program.
Chairperson Hartley noted that the Commission would like to duplicate the City
of Vista's program for the City of Encinitas' seniors.
Patty Phillips reviewed the senior assistance and training for traveling on public
transit. She advised the classes are free, (two classes and one training trip)
usually consisting of 20-40 seniors (one on one is also available). She noted at
the completion of the training, discount travel coupons are available. She
further advised that the fleet consists of 30 buses that kneel and have wheelchair
capacity.
A brief discussion followed regarding two major concerns involving seniors -
housing and transportation.
Chairperson Hartley thanked Patty Phillips and Shirley Cole for their
presentation.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Alexander reviewed the May Statistical Report and
noted that there were 36 new clients for the month and that 35 Vials of Life had
been distributed. The Senior Information Fair was a good avenue for promotion
of the program and obtaining new clients.
B. Status Report on Senior Facilities at Oakcrest Park.
Recreation Superintendent Alexander advised that City Council, at their June 14
meeting, had awarded the construction contract for the project and it was possible
construction could start in mid-July or early August. She also advised that a
ground-breaking ceremony was being planned.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program,
Senior Housing Review, New Senior Center Operations Review,
Transportation Review), and Representative Reports.
Outreach Information - Commissioner Small reviewed the purpose and
approach of the Outreach Ad Hoc Sub-Committee with time and date guidelines,
as well as the possibility of news promotion of the Commission meetings. She
also discussed an Omnibudsman Program.

Recreation Superintendent Alexander reviewed the original goals of the Ad Hoc
Sub-Committee, which included: reaching seniors with information on services;
speakers and/or presenters with information of interest to seniors; getting seniors
involved; helping with mailings and brochure/flyer distribution.
Chairperson Hartley suggested that a representative from the Sheriff's Department
Fraud Division be invited to speak to the Commission regarding frauds perpetrated
on seniors.
New Senior Center Operations Review - Recreation Superintendent Alexander
advised the City Council's final approval of the 2000-01 Budget will be June 20 at
4:00 p.m.,with a discussion on the operations budget and method of operating the
Senior Center.
Chairperson Hartley advised he would attend the meeting and speak on behalf of
the Commission.
Transportation - Commissioner Cesare reviewed the Ad Hoc Sub-Committee's
goals, stated transportation problems and needs and shared her concerns
regarding lack of attendance at the Commission meetings.
Commissioner Cesare reviewed information from the recent North County Transit
meeting she had attended regarding organizational and expansion plans for public
transportation.
Senior Housing Review - Commissioner Kathleen Vance advised of upcoming
housing meeting on June 22, at 5 p.m. and also reviewed several affordable
housing sites.
New Senior Center Foundation - Commissioner Mastro gave a report on
Foundation funds received from performance by students at elementary schools.
Council Contact Review - next City Council contact June 20.
8. NEW BUSINESS
A. Discussion on Cancellation of Regular Meeting on August 18, 2000.
IN CONSENSUS, THE COMMISSION AGREED TO NOT HOLD A MEETING IN
AUGUST.

9. COMMISSIONER'S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Cesare advised she had attended a recent City Council meeting
and thanked the Council for their support.
Commissioner Norling distributed information on travel tips.
Chairperson Hartley shared information on an electronically generated emergency
telephone system.
B. Staff
Recreation Superintendent Alexander noted an e-mail list had been mailed to
Commissioners and briefly reviewed the City's Summer Program schedule.
