2000-04-21 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: April 21, 2000; 1 :00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Hartley called the meeting to order at 1 :00 p.m. Present: Chairperson Hartley, Commissioners Cesare, Small, Norling, Kathleen Vance, Vice Chairperson Lee Vance (1:15 p.m.) Also Present: Recreation Superintendent Alexander and Program Assistant Burgess. Absent: Commissioner Mastro. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. APPROVAL OF MINUTES A. Approval of minutes of regular meeting March 17,2000. MSC COMMISSIONER SMALL, COMMISSIONER CESARE SECONDED TO APPROVE MINUTES OF REGULAR MEETING MARCH 17,2000. MOTION CARRIED. 5-0. 6. PRESENTATION A. Report on the City of Encinitas Five Year Plan on Housing by Mandy Mills, Housi ng/G rants Analyst. Mandy Mills delayed. 7. UNFINISHED BUSINESS A. Status Report on Project C.A.R.E. 5A-( Recreation Superintendent Alexander reviewed the March Statistical Report and advised that Faye Workman, Project C.A.R.E. Coordinator, would attend the Senior Information Fair and be accompanied by a pharmacist and representative from the Post Office. B. Status Report on Senior Facilities at Oakcrest Park. Recreation Superintendent Alexander distributed a progress schedule for the project and advised that at the April 12, City Council meeting, staff was authorized to solicit bids for the Community and Senior Center and. C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, Senior Housing Review, New Senior Center Operations Review, Transportation Review), and Representative Reports. Outreach Information - No report New Senior Center Foundation - Chairperson Hartley reviewed a letter he had receiv. ~d from. Commissioner Lee Vance requested that Chairperson Hartley respond to Mr. Crimi's letter on available discounts for seniors and the handicapped. New Senior Center Operations Review - Chairperson Hartley advised he had written a letter to the City Council regarding Senior Center operations and will also attend the May 10th City Council meeting and present the Commission's recommendation that the Senior Center be operated by the City. He also noted he will write City Council a thank you letter, from the Commission, in appreciation for their approval of the project and the beginning of the bid process. Recreation Superintendent Alexander reviewed the information distributed at the March meeting, regarding the operation of the Senior Center. She also noted that both she and Chairperson Hartley would be doing presentations on the Senior Center at the May 1 AARP meeting and Chairperson Hartley would present at the annual meeting of the Green Valley Mobile Estates, May 3. They both encouraged the Commission members and any interested parties to attend the May 1 OthCity Council meeting. Transportation - Commissioner Small advised that San Marcos had instituted a new bus route (NCTD) that is senior friendly and they were able to accomplish this through the use of petitions. SA'~ Senior Housing Review - Commissioner Kathleen Vance advised that the Mercy Charities Housing project was currently reviewing ideas on community housing needs. She also noted that at a recent housing meeting, John Cook, HUD representative from Los Angeles and San Diego spoke on available funding for affordable housing and ideas on where money could best be spent. Sheadvised that the next meeting would be held at the Park Encinitas Community Room, April 25 at 5:00 p.m. Council Contact Review - no report. 6. PRESENTATION A. Report on the City of Encinitas Five Year Plan on Housing by Mandy Mills, Housing/Grants Analyst. Housing/Grants Analyst Mills arrived and presented the five-year plan for housing goals in the City, reviewed the consolidated plan required by the U. S. Department of Housing and Urban Development (HUD), and Community low-income housing needs. She also advised what had been done in the Community to date for both owners and renters and reviewed an inventory of available resources and the policies and programs the City will undertake to meet the goals and objectives as identified. . The Commission discussed various concerns regarding low income housing, including trailers/mobile homes and code requirements. Housing/Grants Analyst Mills advised that garage conversions could be legalized without penalty if rented as low income for life of structure. She also noted Federal funding is available for group home type facilities. Chairperson Hartley thanked Analyst Mills for her presentation. 7. UNFINISHED BUSINESS, continued D. Discussion on Senior Information Fair 2000. Recreation Superintendent Alexander reviewed the agenda report and noted that the Rotary Club would assist in several areas during the event. She also reviewed the schedule and the various Commission assignments. Additionally, Recreation Superintendent Alexander displayed the flyers and posters for the Fair and requested that the Commission review the distribution list for approval and assist with distribution of the promotional material. SA~~ 8. NEW BUSINESS A. Nomination and Election of Commission Chairperson and Vice Chairperson. Commissioner Small nominated Vice Chairperson Lee Vance as Chairperson. Vice Chairperson Lee Vance declined. Commissioner Cesare nominated, Vice Chairperson Lee Vance seconded to nominate Chairperson Hartley to another term as Chairperson. Commissioner Small nominated, Chairperson Hartley seconded to nominate Vice Chairperson Lee Vance to another term as Vice Chairperson. MSC THE VOTE FOR CHAIRPERSON HARTLEY AND VICE CHAIRPERSON LEE VANCE TO ANOTHER TERM WERE UNANIMOUS. 9. GENERAL INFORMATION/STAFF REPORTS None. 10. COMMISSIONER'S CORNER/ANNOUNCEMENTS A. Commissioners Chairperson Hartley advised that the Cottonwood Creek extension and restoration would be addressed at the April 26 City Council Meeting. He also noted he would hold a book signing on May 6 at the old school house. He requested that Commissioners provide their e-mail addresses, so they may be added to the Commission address list and distributed to Commissioners. B. Staff Recreation Superintendent Alexander advised that a local elementary school would be performing a historic musical show for the century, and could be seen at Mission Estancia School on June 7 and Ocean Knoll School on June 5, 6, and 7 (a joint project between the Encinitas Senior Center and the School District). All funds raised through these presentations would be donated to the Senior Center Foundation. 11. ADJOURNMENT Meeting adjourned at 3:00 p.m. 5A-4
