MINUTES

1. CALL TO ORDER/ROLL CALL
Chairperson Hartley called the meeting to order at 1: 15 p.m.

5. APPROVAL OF MINUTES
A Approval of minutes of regular meeting February 18, 2000.
MSC COMMISSIONER MASTRO MOVED, VICE CHAIRPERSON LEE VANCE
SECONDED TO APPROVE MINUTES OF REGULAR MEETING FEBRUARY 18,
2000, WITH CORRECTION (NEW SENIOR CENTER FOUNDATION PROFIT ON
FOLLIES SHOULD READ $3500). MOTION CARRIED. 4-0.
6. PRESENTATION
Welcome New and Re-appointed Commissioners.
Recreation Superintendent Alexander welcomed new Commissioner Mary Jo
Cesare, and congratulated Chairperson Hartley and Commissioner Mastro on their
reappointment to the Commission.

7. UNFINISHED BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Alexander reviewed the February Statistical Report
and advised that Faye Workman, Project C.A.R.E. Coordinator, would attend the
Senior Information Fair and be accompanied by a pharmacist and representative
from the Post Office.
B. Status Report on Senior Facilities at Oakcrest Park.
Recreation Superintendent Alexander advised that the plans had been received
from the architect for final review and there were several small corrections to be
made, which would cause a change in the out to bid date (end of April), with
proposed construction start date of June or July.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program,
Senior Housing Review, New Senior Center Operations Review,
Transportation Review), and Representative Reports.
Outreach Information - Commissioner Mastro advised she would be contacting
the North County Times and the Coast News to provide information on upcoming
Commission meetings, as well as Cox and Daniel's Cable Television.
Vice Chairperson Lee Vance suggested promoting agenda items that might be of
interest to the general public.
Chairperson Hartley suggested transportation within the City as well as to the new
Center as a primary issue to be addressed.
New Senior Center Operations Review - Recreation Superintendent Alexander
distributed, to the Commission for their review, the memorandum and attachments
prepared by Chairperson Hartley on the Senior Center survey findings and
proposed operation of the new Senior Center, to be built at Oakcrest Park.
The Commission thanked the New Senior Center Operations Ad Hoc Sub-
Committee for their efforts in preparation of this information and reviewed the
memorandum and attachments.
Chairperson Hartley advised that the following paragraph would be added at the
end of Page 2: "The Senior Citizen Commission recommends the new Encinitas
Senior Center be operated and staffed by the City of Encinitas and request City
Council authorize staff to incorporate into the budget process."

Vice Chairperson Lee Vance requested that Recreation Superintendent Alexander
outline the process from the submittal of the memorandum with attachments and
recommendation to City Council to implementation.
Recreation Superintendent Alexander advised that the recommendation would be
placed on an upcoming City Council agenda, the Commission Chairperson would
present to City Council at that time and request that Council consider the
recommendation. She also emphasized the importance of advising the current
Senior Center of the recommendation, requesting their input and inviting them to
the Council meeting.
Vice Chairperson Lee Vance noted there are two points to consider - the City
operation of the Senior Center and funding. He questioned if the City's budget can
support the recommendation for funding without affecting other current programs.
Recreation Superintendent Alexander advised that City Council would be
reviewing City-wide projects and funding issues at their upcoming goal setting
retreat. If Council supports the recommendation, the funding request could be
considered in the current FY 2000-01 budget process or next mid-year's budget
review process.
Vice Chairperson Lee Vance suggested more pointed remarks in the
recommendation, emphasizing the importance of stability and structure in the
operation of the Senior Center.
MSC VICE CHAIRPERSON LEE VANCE MOVED, COMMISSIONER SMALL
SECONDED THAT THE COMMISSION SUPPORT THE RECOMMENDATION
FOR A CITY OPERATED FACILITY AND REQUEST AUTHORIZATION TO
MOVE FORWARD IN THE BUDGET PROCESS; AND THAT CHAIRPERSON
HARTLEY HAVE THE AUTHORITY TO FINALIZE THE RECOMMENDATION
REPORT AND AGENDIZE FOR AN UPCOMING CITY COUNCIL MEETING.
MOTION CARRIED. 5-0.
Chairperson Hartley suggested that the Senior Center Foundation be invited to the
City Council meeting when this agenda item is presented, as they also support this
concept.
Transportation - Commissioner Mastro advised she was unable to attend the
recent County meeting on transportation. Vice Chairperson Lee Vance advised he
was able to attend a portion of the meeting and reported on a presentation on
County Supervisor Jacobs and also noted Supervisor Slater's support with County
funds.
Recreation Superintendent Alexander reported on information she had read in the
AIS Agency Newsletter regarding annual grant monies available through CalTrans

for vehicle purchases, which requires a 20% match of funds. She suggested this
match could be covered by the Senior Center Foundation.
Chairperson Hartley reported on a recent news article where a neighborhood had
petitioned North County Transit District for service and won their petition. He
suggested the possibility of a petition regarding service to the new Community and
Senior Center.
Senior Housing Review - Vice Chairperson Lee Vance distributed and reviewed
his handout on the Senior Housing Sub-Committee's goals and objectives for the
year 2000. He further advised that no comprehensive list of area senior housing
was available and that he would endeavor to create a list for future use.
Commissioner Mast~o asked if this information would also include mobile homes
and provided Vice Chairperson Lee Vance with an article on affordable housing.
Vice Chairperson Lee Vance advised the list on senior housing would include
mobile home parks.
IN CONSENSUS, THE COMMISSION AGREED TO SUPPORT THE SENIOR
HOUSING SUB-COMMITTEE'S GOALS AND OBJECTIVES.
Recreation Superintendent Alexander reported the City's Housing Authority,
Mandy Mills, and will attend the April Commission meeting to present an up-date
on the housing plan.
Council Contact Review - no report.
New Senior Center Foundation - Commissioner Mastro reported the Foundation
had met and reviewed recent fund raising events, and discussed the purchase of a
van for the new Senior Center.
D. Discussion on Senior Information Fair 2000.
Recreation Superintendent Alexander reviewed the agenda report and noted that
58 applications had been received with 50 spaces available. She reviewed the
guidelines for acceptance of applicants and suggested that Chairperson Hartley
and Commissioner Norling meet with staff, to review the application list.
She also distributed a listing of door prizes, advised that a participation sign-up
sheet would be available at the April meeting and encouraged all Commission
members to attend and participate.
