2000-01-21 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: January 21, 2000; 1 :00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Hartley called the meeting to order at 1 :00 p.m. Present: Chairperson Hartley, Vice Chairperson Lee Vance (1 :10 p.m.), Commissioners Kathleen Vance, Mastro, Norling, Small (1: 15 p.m.) Also Present: Recreation Superintendent Alexander and Administrative Secretary Dakovich. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF MINUTES A Approval of minutes of regular meeting November 19, 1999. MSC COMMISSIONER MASTRO MOVED, COMMISSIONER NORLING SECONDED TO APPROVE MINUTES OF REGULAR MEETING NOVEMBER 19, 1999. MOTION CARRIED. 4-0. 5. PRESENTATION None. 6. UNFINISHED BUSINESS A Status Report on Project C.AR.E. Recreation Superintendent Alexander reviewed the November and December Statistical Reports and noted that Faye Workman, Project C.AR.E. Coordinator, had reported an increased interest in the Vial of Life Program, had attended the Target Store Senior Day, and the County's Aging and Independent Services (AI.S.) was meeting with the City to discuss their assistance as partners in the program. was available from them. She also advised that the Project C.AR.E. computer had been upgraded by AI.S. 5 A'-( Chairperson Hartley noted that 23 new Project C.AR.E. contacts had been made since the last report. B. Status Report on Senior Facilities at Oakcrest Park. Recreation Superintendent Alexander advised that she had met with the interior design consultant, as well as the Senior Citizen Commission Sub-Committee to finalize interior design on the Senior section of the facility. She invited the Commission to review the materials she had brought to the meeting, which would be used in senior areas. She further noted that the 100% drawings had been returned to the architect for revisions and updates and that staff is currently reviewing building specifications. C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, Senior Housing Review, New Senior Center Operations Review, Transportation Review), and Representative Reports. Outreach Information - Commissioner Mastro noted she had met with Chairperson Hartley regarding outreach information, and also advised that C.athy Brendel, City of Vista would be available to make a Commission presentation on senior transportation during an upcoming meeting. IN CONSENSUS, THE COMMISSION AGREED TO HEAR A PRESENTATION BY CATHY BRENDEL ON SENIOR TRANSPORTATION ISSUES AT THE FEBRUARY 18, 2000 MEETING. Chairperson Hartley advised that one of the responsibilities of the Outreach Information Ad Hoc Sub-Committee was to help distribute the Senior Services Directories. Recreation Superintendent Alexander gave Commissioner Mastro a list of sites where directories are currently made available. New Senior Center Operations Review - Recreation Superintendent Alexander distributed copies of the updated Senior Center Survey and advised there were several items on the survey that required confirmation (budgets, meal services). She also noted that no information had been received from Poway or Lemon Grove. Chairperson Hartley reviewed his handout on the County's ALS. nutrition and transportation contracts and referred to Paragraph #3 which stated that according to information he had received "the City of Encinitas could propose that contract be taken over by the City at the time of opening of the New Center". He noted that the Commission should discuss this information and make a recommendation to City Council. !5A..7-- Recreation Superintendent Alexander clarified further the direction the Commission should take regarding a recommendation to City Council. Chairperson Hartley suggested that this item be agendized for the February meeting for discussion and to finalize direction on Senior Center operations. Transportation Review - Commissioners Mastro and Small met with Kathy Brendel, City of Vista, to discuss senior transportation needs and how City of Vista has met those needs with the program they provide. The discussion also included suggestions on how to identify community needs, as well as available funding. Senior Housing Review - Vice Chairperson Lee Vance advised he had met with Chairperson Hartley and Commissioner Kathleen Vance regarding senior housing and distributed the Ad Hoc Sub-Committee's goals and objectives for Commission review and comment. Council Contact Review - no report. New Senior Center Foundation - An announcement was made regarding the upcoming Encinitas Follies, February 13, at La Paloma Theater and the special drawing to be held at that time. 7. NEW BUSINESS A Status Report on Senior Citizen Commission Appointments. Recreation Superintendent Alexander reviewed the staff report on Senior Citizen Commission appointments and advised five applicants have applied to date. She also advised that recently appointed Commissioner Alice Williams had resigned for personal reasons. B. Information and Discussion on the 2000 Senior Information Fair. Recreation Superintendent Alexander noted the date, location, and criteria for the event and the possibility that some classrooms at the site may be available for the event. St. John's Catholic Church has been reserved for Thursday, May 18. Additionally, she discussed the concept of increasing the fees for commercial vendors. Chairperson Hartley asked how the current fees compared with fees charged by other cities. Recreation Superintendent Alexander suggested that the fees remain the same unless research determines that other communities are charging higher fees. 5A.3 IN CONSENSUS, THE COMMISSION AGREED. 8. ANNOUNCEMENTS ~A~4- A Commissioners Chairperson Hartley asked if any Commission member was interested in joining the North County Senior Coalition and attending a monthly meeting. There was no response. B. Staff Recreation Superintendent Alexander distributed information on United Way and Census 2000. 8. ADJOURNMENT Meeting adjourned at 2:40 p.m.
