The applicant has a failing septic system and wishes to connect to the public sewer. The applicant plans to extend the sewer in Cole Ranch Road approximately 120' to his property. The approximate cost of the sewer project is $6,000 and will be paid solely by the applicant. The project is categorically exempt (Class 19) from environmental review pursuant to CEQA Guidelines Sections l531'9(b) and 15303(a) which exempts "annexations of individual small parcels" including, but not limited to, "up to three single family residences... ANALYSIS: The proposed annexation is in conformance with the Cardiff Sanitation Board's policy for annexations of single family dwellings on legal size lots, conforms with the current Rural Rcsidential zoning, and is within the District's sphere of influence. FISCAL AND STAFF IMP ACTS: II The annexation will gcncrate '$700 in processing fee revenues and $3417/EDU in capacity fee revenues to the District. Pursuant to Government Code Sections 56800 and 56700, application is hereby made to the Local Agency Formation Commission of the Cowuy of San Diego for a proposed change of organization as follows: A. This proposal is made pursuant to the Co.rtl~se-Knox Local Govemment Reorganization Act of 1985 (S. 56000, et. seq., Govt. Code). B. The nature of the proposed change of organization and the names of all districts for which any such change of organization is proposed are as follows: The annexation of the hereinafter described territory to the Cardiff Sanitation District. C. The names of all other affected counties, cities and districts are: City of Encinitas. D. A description ofthe exterior boundaries of the territory proposed to be annexed to the Sanitation District is described in "Attachment 2" hereto attached. E. Said territory is uninhabited and comprises approximately 0.61 acres. F. It is proposed that said territory be annexed subject to the foilowing condition: Payment of District processing, Local Agency Formation Commission processing, and State Board fees. G. All the owners of land within such territory have given their written consent to such annexation subject to the aforementioned terms and conditions. H. The reasons for this proposal are as follows: C3-~ e e e (1) The Sanitation District is empowered to and is engaged in furnishing sewage disposal facilities. (2) The territory proposed to be annexed to said District is developed and/or proposed to be developed and used for residential and/or commercial purposes and provision for sewerage disposal facilities for said territory is essential for such purposes. I. It is hereby requested that proceedings be taken for the annexation ofterritory as herein above proposed. J. This annexation is consistent with the sphere of influence of the Sanitation District. K. The Board finds that the annexation is categorically exempt from environmental review in accordance with CEQA Class 19, Section 1 5319(b) and Section 15303(a). 2. The Clerk of the Board of Directors is hereby authorized and directed to file a certified copy of this resolution with the Executive Officer of the Local Agency Formation Commission of the County of San Diego.
