BACKCROUND: "I'hc U.S. dept. of Flousing and Urban Development (HUD) requires an objectivc measure of housing agency performance in key Section 8 program areas. The Sectiun 8 ~ Nianagement Assessment Program (SGMAP) includes 15 performance indicators that H?JD will use lU BStit'SS II1C housing agcncy perf'onnance. Housing agencies (HA) must annually submit a SEMAP certitication form after the end of its fiscal year. The FIA board must approve the certification. ANALYSIS: Staff has performed the revicws and tests to dete:mine the HA's response in the 15 pmgram areas. Some of the program areas are also analyzed annually by independent auditors, which review the City's integrity and accountability when using Federal funds. Puture SEMAi' certifications will use a rating system. HUD has deferred the rating system and audit requiremcnts until next year. The current revicw was offered as the second trial pe;ioci to give HA's an opportunity to examine thcir program operations in the key areas measured by SEMAP and [c improve pertixmance if necessary. After review, staf'f has determined that the Encinitas HA will reccivr a standard performance rating.
