MINUTES
Meeting Date: June 22, 2007 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:00 p.m.
Present: Chairperson Vance, Vice-Chairperson King, Commissioners Drielsma,
Finch, Larson, and Winfield.

Present: Recreation Superintendent Fazzio, Program Assistant Pfeil.
Absent: None.

A. Approval of minutes for Regular Meeting May 25, 2007.
COMMISSIONER HARP MOVED, COMMISSIONER FINCH SECONDED TO APPROVE
MINUTES OF REGULAR MEETING, MAY 25, 2007. MOTION CARRIED 5-0.
6. PRESENTATIONS
A. Alana Burkett from NCTD provided several brochures and presented a
slideshow regarding the Mobility/Travel Training Program and other services that the
North County Transit District provides such as FAST and LIFT Para Transit.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Superintendent Fazzio reviewed the Project C.A.R.E. statistical report for May.
B. Status Report on Senior Center.
Superintendent Fazzio provided information on several upcoming events. There will be a
HICAP (Health Insurance Counseling & Advocacy Program) Presentation at the Senior

Center August 15 from 10:30-11:30am. Silver Age Yoga is now available at the Senior
Center providing free yoga to Seniors. There will also be a Newsletter Contest to rename
the Golden Years Gazette; submittal deadline is October 15th. Commissioner Larson
asked about Senior Trips out of the Senior Center.
C. Update Report on Ad Hoc Sub-Committees. (Outreach Information,
Transportation Review, Senior Housing Review, Senior Disaster Preparedness
and Representative Reports), and Annual Sub-committee Appointments.

Senior Disaster Preparedness –
Commissioner Finch stated that they have met twice
and have researched various disaster preparedness programs in the community in order
to develop a program. This sub-committee will meet with Tom Gallup and the Fire
Captain.
Council Contact –
The Senior Disaster Preparedness Sub-Committee spoke with
Council Member Houlihan.
Encinitas Senior Foundation Review
– Commissioner Harp stated that there was a
meeting with Senior Center Manager Goodsell and Superintendent Fazzio to discuss
goals and objectives for the Senior Foundation for the next 2-5 years.
A.I.S. Review
– Superintendent Fazzio handed out the Agenda and Minutes for the most
recent meeting.
Chairperson Vance reviewed Attachment A regarding annual subcommittee
appointments.
COMMISSIONER FINCH MOVED, COMMISSIONER HARP SECONDED TO DISBAND
THE TRANSPORTATION SUB-COMMITTEE.
The current sub-committee appointments are as follows:
Outreach – Vice Chairperson Harp and Commissioner Larson
Senior Housing – Chairperson Vance and Commissioners Larson and Winfield
Senior Disaster Preparedness – Chairperson Vance and Commissioners Drielsma and
Finch

9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners

Commissioner Harp invited the Commissioners to his annual 4 of July Celebration at his
home.
Commissioner Drielsma announced that his wife was elected President of the Historical
Society. He also expressed interest in moving the Commission meetings to the Carnation
Room. Superintendent Fazzio replied that logistically, with the need to record the
meetings, the Commission meetings should remain primarily in the Council Chambers.
Commissioner Finch asked about the Spaghetti Dinner.
Commissioner Larson complained that there were not Braille marks on our money.
Commissioner Winfield requested a discussion regarding licensing care providers to
protect against elder abuse. Chairperson Vance replied that he thought that would be
County jurisdiction. Staff will research and possibly set up a presentation.
B. Staff
Superintendent Fazzio announced that the Annual Spaghetti Dinner at the Senior Center

will be held on August 27 at 5:30pm. The Commissioners are all invited to be celebrity
servers.
Senior classes will be available for online registration.
Recommendations for the Community Grant Program went to the Committee on time
giving the Senior Commission’s support to Silver Age Yoga and High County Villas.
The Nutrition Program received a 100% rating on the inspection by Aging and
Independent Services.
Joanne Price was only applicant for the Commission.
