1. CALL TO ORDER/ROLL CALL
The Meeting was called to order at 5:08PM
Present: Commissioners Goad, Callies, Smith, Aurora, DeGhionno, and Fitch
Absent: Commissioner Nanninga

Elizabeth Baniadam addressed the Commission on her neighborhoods desire to have
the Standard Pacific park site developed as an active use park.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for October 15, 2002 Meeting
B. Approval of Minutes for November 18, 2002 Special Meeting
COMMISSIONER DEGHIONNO MOTIONED AND COMMISSIONER FITCH
SECONDED TO APPROVE THE MINUTES FOR THE MEETINGS OF OCTOBER 15,
2002 AND NOVEMBER 18, 2002. MOTION WAS APPROVED 6-0.

9. GENERAL INFORMATION/STAFF STATUS REPORTS
A. Sub-Committee Reports (Recreation Trails, Moonlight Beach Master
Plan/Cottonwood Creek Park, Hall Property, San Diego Gas & Electric
Easements, Jr. Naturalist, Dog Parks).
Chair Goad reported that the Recreational Trails Master Plan had been adopted and
that the County will be developing a linear regional park along the San Luis Rey River
Valley. Commissioner DeGhionno reported that a workshop is scheduled for the Rail
Trail in February. Management Analyst Stauffer reported that the City is in the process
of securing a restrictive easement with the Center for Natural Lands Management for
recreational trails located on the Manchester Preserve and that the Moonlight Beach
Traffic Engineering and Hydrology Studies are well underway and that information will
be provided as it becomes available. Senior Management Analyst Hazeltine reported
that authorization to solicit bids for the construction of Cottonwood Creek Park and the
award of the contract for demolition of the Hall Property will be on the City Council
Agenda for January 22, 2003. Senior Management Hazeltine reported that staff has
met with property owners along the SDG&E Easement to discuss the possible
acquisition of property in conjunction with the Recreational Trails Master Plan. The
Property owners have initially been receptive to the discussions. The Commission is
awaiting a response from the City Council on their Dog Park report. The report was
provided to City Council in October. Commissioners discussed a public works yard and
other land issues related to the property on Quail Gardens Drive.
B. Review of Park and Recreation Commission Park Tour of November 19, 2002
Commissioners reported that the park tour was useful and provided Commissioners
with valuable information. It was recommended that the Commission tour park facilities
during November and May, depending on projects. Commissioner DeGhionno also
commented that Eagle Scouts may be building a shade structure at Hawk View Park
and asked for clarification on the trees bordering the neighborhood at Leucadia Oaks
Park. Senior Management Analyst Hazeltine clarified that the trees will take time to
mature and in providing a buffer to the neighborhood.
10. COMMISSIONER”S CORNER
A. Commission
Commissioner DeGhionno asked for a brief report from the Youth Commission on their
Skate Features Subcommittee. Commissioner Callies volunteered to attend the next
Youth Commission meeting and report back to the Commission on the status of that
subcommittee.
B. Staff
Senior Management Analyst Hazeltine reported that Phil Cotton was selected as
Director of the Parks and Recreation Department and that the Department’s name has
been changes to the Department of Parks and Recreation. The State budget crisis will
effect approximately $1.8 million in revenues to the City this year and $3.1 million next
year. Cardiff Sports Park and Ecke Sports Park are closed for field renovations until the
end of February.
