PARKS AND RECREATION COMMISSION
MINUTES
MEETING DATE: May 21, 2002

1. CALL TO ORDER/ROLL CALL
The Meeting was called to order at 5:02PM.
Present: Commissioners Aurora, Goad, Nanninga, Smith, DeGhionno, Fitch,
and Callies (Commissioners Callies and Fitch arrived at 5:11PM)
Absent: None
Also Present: Management Analyst Hazeltine, and Management Assistant
Stauffer
2. PLEDGE OF ALLEGIANCE
3. ORAL COMMUNICATIONS
Babala DeMasters from the Encinitas Trails Coalition spoke on her concern that
some Encinitas trails are being used for parking and that no City Code defines a
trail as a sidewalk to prevent this. Management Analyst Hazeltine clarified that
Staff is working on amending the Municipal Code language in regards to this
item.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting of April 16, 2002
COMMISSIONER NANNINGA MOTIONED AND COMMISSIONER
DEGHIONNO SECONDED TO APPROVE THE MINUTES. MOTION WAS
APPROVED 6-0.

9. GENERAL INFORMATION/STAFF STATUS REPORTS
A. Sub-Committee Reports (Recreation Trails, Cottonwood Creek
Park/Moonlight Master Plan, Hall Property, San Diego Gas and Electric
Easements, Jr. Naturalist, Dog Parks).
Trails-Chair Goad reported that the Trails Master Plan has been approved
by City Council and that the plan will be going to the Coastal Commission
for review.
Moonlight Beach Master Plan/Cottonwood Creek-Commissioner
DeGhionno reported that the subcommittee met with the Cottonwood
Creek Conservancy and visited the creek area. The City will be
contracting for a hydrology and traffic engineering study of the area.
Commission Nanninga asked to discuss the policy regarding the use of
Moonlight Beach as a special event at the next meeting.
Hall Property-A flyer for the first workshop was passed out. Management
Analyst Hazeltine provided an explanation of the workshop process and
reported that the City Council has asked that subcommittee members only
attend the presentation portion of the workshop. It was clarified that the
Commission will review plans for the site and make any recommendation
to the City Council at a later date. The workshop will be held June 8,
2002.
Jr. Naturalist-Commissioner Nanninga reported that the subcommittee will
meet to review program ideas.
Dog Parks-Commissioner Callies reported that the subcommittee has
reviewed the PADZ proposal and went on a field trip to various sites. An
analysis of the field trip was presented. Staff will review the list of
potential sites and discuss them with the subcommittee.
11. COMMISSIONERS CORNER
A. Commissioners
Commissioner Nanninga reported on his participation in the Skateboard Park
Workshop. He expressed his concern over the cost of skate parks and the
potential for litigation that has been associated with cities that have skate parks.
Commissioner Smith reported that baseball and softball seasons are coming to a
close and that soccer season is next.
B. Staff
Management Analyst Hazeltine reported that playground equipment was installed
at the Cardiff Sports Park Expansion Project. The project is expected to be
completed by the end of June. Sun Vista Park construction will be completed
mid-June and Leo Mullen Sports Park’s annual field renovation is underway.
