MINUTES
Regular Meeting Date: October 17, 2003, 1:00 p.m.

1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:05 p.m.
Present: Chairperson Vance, Vice Chairperson King, Commissioners Hentz,
Harp, and Tillotson.
Also
Present: Recreation Superintendent Miller and Administrative Secretary
Dakovich.
2. ORAL COMMUNICATIONS
Lois Sunrich, 123-C W. Glaucus Ave. – provided information on the upcoming
Tribute to Mac Hartley, November 16, 2003 from 2-4 p.m. at the Community &
Senior Center.
Carol Ashworth, 1310 Neptune Ave. – encouraged the Commission to attend the
upcoming Tribute to Mac Hartley. Mac Hartley will be recognized at this event for
his Lifestory Writing and other contributions.
Commissioner Harp noted that Encinitas Mayor Jerome Stocks had designated
November 16, as Mac Hartley Day. He also thanked those who were helping with
the details for the Tribute.
3. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting September 19, 2003.
COMMISSIONER HARP MOVED, COMMISSIONER HENTZ SECONDED TO
APPROVE MINUTES OF REGULAR MEETING, SEPTEMBER 19, 2003.
MOTION CARRIED 5-0.
4. PRESENTATION
None.

5. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Miller referred the Commission to the September
report, and noted five new clients and one discontinued. She also noted that
Gail Dupler, Project C.A.R.E. Coordinator, would be hosting a “meet and greet”
the Project C.A.R.E. Coordinator at 10:30 a.m. on October 22, at the Senior
Center.
B. Status Report on the Senior Center at Oakcrest Park.
Recreation Superintendent Miller distributed information on flu shots that would be
available November 5 at the Senior Center. She also advised that a new provider,
San Diego Medical Services, would be handling blood pressure screening at the
Center, same days and time. She further noted the upcoming Senior Forum, by the
Senior Commission Outreach Sub-Committee, November 13. A Healthy Aging
presentation on December 3, will be held at the Senior Center. She also advised
that Gail Dupler, Transportation Coordinator, was putting together a marketing plan
for the Out and About Program and distributed copies of the plan for Commissioner
suggestions and comments
Vice Chairperson King asked the ratio of driver to participant in the Out and About
Program.
Recreation Superintendent Miller advised that 6-7 drivers can accommodate 12-13
participants, however, there is a participant waiting list, and suggested that 20
drivers would be ideal.
Recreation Superintendent Miller distributed a letter from the Senior Center
Manager, Christie Goodsell, thanking the Senior Center Foundation for their
donations, which included 8 new computers and a bookcase for the library.
Commissioner Harp advised the computers are Dell 2400 and also noted the
possibility of a new printer.
Commissioner Hentz advised that computer tutors are available certain days and
times and that computer classes are always full.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information,
Transportation Review, Senior Housing Review and Representative
Reports).

Outreach –
Commissioner Hentz noted the upcoming Senior Forum with
Commissioners Harp, Hentz and Tillotson to be held November 13 at 12:30 p.m.
and suggested showing the new Senior Video.
Chairperson Vance suggested the Commission revisit the possibility of having
Commission meetings at the Senior Center quarterly, or twice a year. He requested
that staff research feasibility of this suggestion and report back at the next meeting.
Transportation –
Vice Chairperson King noted he was looking forward to working
with Gail Dupler and the Out and About Program again and suggested a repeat of
the NCTD (North County Transit District) training for seniors who use public
transportation. He also advised that he had secured a vehicle for the upcoming
Holiday Parade.
Senior Housing –
no report.
Council Contact –
Chairperson Vance reported on his recent presentation of the
Senior Video and Commission Work Plan to City Council.
Recreation Superintendent Miller distributed a draft video order form and requested
Commission comments or suggestions.
Senior Center Foundation –
Commissioner Harp noted need for name change on
Agenda item 7C should read Encinitas Senior Foundation, not New Senior Center
Foundation. He also suggested planning a grand opening for the computer room,
when the new computers are installed.
Commissioner Hentz advised the Encinitas Senior Foundation will continue meeting
at the Center and had requested that meeting dates be listed on Center calendar,
however, learned that only City sponsored events are placed on the calendar.
Recreation Superintendent Miller advised that Foundation meeting flyers could be
displayed, as well as a calendar of upcoming meetings, in the designated flyer
display areas.
Aging and Independence Services
– Recreation Superintendent Miller suggested
that A.I.S. be removed from the Sub-Committee report listing (Agenda Item 7C)
since minutes of their meetings are distributed at each Commission meeting for the
status report.
Nutrition Site Council
– Commissioner Hentz noted that lunch attendance was less
than last month. She also reported that the Site Council was discussing plans for
more party and less decorations, starting the festivities earlier (10:30 a.m.) with
lunch served beginning at 11:30 a.m. She noted this was an important social time
for seniors.

Countywide Commissions Meeting Review –
Recreation Superintendent Miller
advised that no information had been received from this group for some time and
the City of Poway was researching if this group was still operating. She noted she
would provide an update once informed.
D. Evaluation on Encinitas Day Booth Participation.
Recreation Superintendent Miller reviewed the staff report and requested
Commission input.
Vice Chairperson King noted the event seemed well organized.
Chairperson Vance felt there was less attendance this year as compared to last
year.
Recreation Superintendent Miller noted the Fun Zone earnings were higher than last
year, and the stage show, Fiji’s, drew a large crowd.
Commissioner Harp meet a resident who is interested in becoming a member of the
Commission.
Chairperson Lee suggested that Commissioners be thinking of ways to increase the
public’s attendance at their booth for next year.
Commissioner Hentz suggested showing the Senior Video.
6. NEW BUSINESS
A. Report and Discussion on Senior Survey Results
Recreation Superintendent Miller advised she had been in contact with Zoe Blaylock
and had received copies of the survey, however, since Ms. Blaylock was not here to
present the survey, the Commission review the information, and the item would be
re-agendized for the November meeting.
7. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Tillotson advised she had been contacted by the president of the
Cardiff Town Council, requesting information on the Senior Commission and other
items of interest for their newsletter.

Recreation Superintendent Miller suggested that Commission Tillotson work with her
on providing information for the newsletter.
Commissioners requested that research into Commission off-site meetings include
the possibility of holding Commission meetings at the Senior Center and possibly in
each of the five Encinitas Communities – old and new Encinitas, Leucadia, Cardiff
and Olivenhain. Commissioners requested this item be placed on the next agenda
for discussion.
B. Staff
Recreation Superintendent Miller distributed updated Trail Maps and Ad Hoc Sub-
committee lists.
