MINUTES
Regular Meeting Date: May 16, 2003, 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:00 p.m.
Present: Chairperson Vance, Vice Chairperson King, Commissioners Blaylock,
Hentz, Harp and Tillotson.
Also
Present: Recreation Superintendent Miller and Administrative Secretary
Dakovich.

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting April 18, 2003.
COMMISSIONER HENTZ MOVED, COMMISSIONER HARP SECONDED TO
APPROVE MINUTES OF REGULAR MEETING, APRIL 18, 2003. MOTION
CARRIED 6-0.
6. PRESENTATION
None.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Miller referred the Commission to the April report,
and noted several new clients. She noted that the Project C.A.R.E. Coordinator,
Joyce Munro, was compiling figures from the recently mailed information up-date
sheets.

B. Status Report on Senior Facilities at Oakcrest Park.
Recreation Superintendent Miller distributed an information flyer on the upcoming
Intergenerational Recital to be held June 6, with the Senior Center and Community
Center combining efforts to highlight the various programs offered at the Center.
She noted a recent Center review indicated there were 49 different services and
activities offered at the Senior Center (she will provide listing at the next meeting).
She further noted that during her recent conservation with Robert Blough, City
Traffic Services, regarding concerns with Balour Drive and the St. John Church
entrance she was informed that traffic making the turn into either the Center or the
Church could cross the double line.
Commissioner Harp suggested using a traffic control director during the upcoming
Senior Information Fair.
Recreation Superintendent Miller advised signage to direct traffic would be provided
for the event. She further noted she would look into the possibility of using a traffic
control director for the event.
Vice Chairperson King suggested using members of the Sheriff’s Department,
perhaps the Senior Volunteer Patrol.
Recreation Superintendent Miller advised that the Rotary Club had been used in the
past to help direct parking lot traffic, however, the Boy Scouts and Senior Volunteer
Patrol were not permitted to participate in traffic control.
Recreation Superintendent Miller distributed copies of a recent memorandum to City
Council from the Commission recommending that Senior Center room fees be
waived for the Senior Center Foundation meetings. She mentioned staff’s
recommendation was attached. Commissioners expressed interest to go to a
Council meeting to request this fee waiver. Recreation Superintendent Miller stated
that a Foundation member/officer should attend any Council meeting to request fee
waiver versus any Commissioners to avoid any conflict of interest issues.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program,
Senior Housing Review, Transportation Review), and Representative
Reports.
Outreach Information
– Vice Chairperson King gave a brief update on the
upcoming Senior Information Fair.
Commissioner Hentz gave a report on the recent Forum held at the Senior
Center, how much seniors were enjoying use of the Center and noted various
subjects were discussed such as dining room temperature, Center transportation
issues, possible repeat of presentation on NCTD services, holding courteous
driver training, more outreach education, stairs from Center parking lot to Balour

Drive bus stop, suggested more ride sharing/car pooling and posting the Senior
Citizen Commission agenda at the Center.
Transportation Review
– Vice Chairperson King advised that NCTD (North County
Transit District) had proposed holding at the Center, a transportation education
program on how to use local buses and the Coaster, including a field trip. He noted
further details would be available at a future meeting and at the Center.
Senior Housing Review –
No report.
City Council Contact Review
– No report.
New Senior Center Foundation
– Commissioner Hentz noted that former Senior
Commission Chairperson and current New Senior Center Foundation board member
Mac Hartley would be presenting a plaque with original foundation member names
on it during the Senior Fair to be placed near the memory tree.
Aging and Independence Services Review –
Chairperson Vance suggested that
A.I.S. be a clearinghouse for senior survey information
Recreation Superintendent Miller suggested that an A.I.S. representative be invited
to speak at the June Commission meeting, and make a quarterly presentation to
keep the Commission up to date on local and legislative issues.
Commissioner Hentz suggested that Senior Center meal menus be placed in the
box lunches to be sold at the Senior Information Fair.
Senior Citizen Countywide Regional Meetings
– No report.
D. Status Report on 2003 Senior Information Fair
Vice Chairperson King reported there were ample raffle prizes and everything was
on schedule for the Fair.
Recreation Superintendent Miller reviewed draft copy of the senior interest poster to
be displayed at the Fair, and advised the Senior Services Directory Brochure would
be ready to distribute at the Fair.
8. NEW BUSINESS
A. Review of City Donation Policy.
Recreation Superintendent Miller reviewed the staff report and noted the above
referenced policy was for information only.
B. Senior Commission Appointment Schedule.

Recreation Superintendent Miller reviewed the staff report and noted the submittal
deadline of June 19 for the current vacancy of one member.
C. Discussion of Commission’s Work Plan and Goals.
Recreation Superintendent Miller reviewed the staff report and the draft work plan
that had been prepared during a recent meeting with Chairperson Vance, and asked
for suggestion and/or additions.
Chairperson Vance suggested the work plan and goals be reviewed and revised
once a year and called for a motion.
COMMISSIONER HARP MOVED, COMMISSIONER HENTZ SECONDED TO
ACCEPT THE 2003 SENIOR CITIZEN COMMISSION WORK PLAN/GOALS.
MOTION CARRIED. 5-0.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Vice Chairperson King advised the Senior Commission video would be available for
show during the Senior Information Fair.
Commissioner Harp suggested the video run round robin and advised he would
check with the video producer on providing the video in DVD format.
Recreation Superintendent Miller suggested that order forms can be developed and
available at the Center.
B. Staff
Recreation Superintendent Miller distributed information on future Commission
meeting dates.
