2003-03-21 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: March 21, 2003, 1:00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1:10 p.m. Present: Chairperson Vance, Vice Chairperson King, Commissioners Blaylock, Harp and Tillotson. Also Present: Management Analyst Hazeltine and Administrative Secretary Dakovich. Absent: Commissioner Hentz. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting February 21, 2003. COMMISSIONER HARP MOVED, VICE CHAIRPERSON KING SECONDED TO APPROVE MINUTES OF REGULAR MEETING, FEBRUARY 21, 2003. MOTION CARRIED 4-0. 6. PRESENTATION A. Welcome Re-appointed Commissioners and a New Commissioner. Chairperson Vance welcomed new Commissioner Christina Tillotson, who provided a brief history of her education and activities. Management Analyst Hazeltine noted that the recruitment for new Commission members ends March 31 and a new member should be joining the Commission in April. 1 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Management Analyst Hazeltine referred the Commission to the February report, and noted new participants. He further advised the Commission that City Council would be receiving recommendations for CDBG funding at their March 26 meeting and suggested that members of the Commission attend in support of the Project C.A.R.E. funding. Chairperson Vance reviewed CDBG funding and suggested the Commission support both Project C.A.R.E. and Meals on Wheels. IN CONSENSUS, THE COMMISSION AGREED THAT CHAIRPERSON VANCE GENERATE A LETTER TO CITY COUNCIL FROM THE SENIOR CITIZEN COMMISSION IN SUPPORT OF BOTH PROGRAMS – PROJECT C.A.R.E. AND MEALS ON WHEELS RECEIVING CDBG FUNDING. B. Status Report on Senior Facilities at Oakcrest Park. Management Analyst Hazeltine distributed several flyers on current programs offered at the Senior Center, as well as a calendar of events for the month of April. C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, Senior Housing Review, Transportation Review), and Representative Reports. Senior Housing Review – Chairperson Vance welcomed Housing and Grant Analyst Mills to the meeting. Analyst Mills reviewed available low-income housing to buy and rent in various areas of the City. She also discussed the Rental Assistant Program, which currently is serving 136 households and noted there is a 2-5 year waiting list. She noted there is also the North County Lifeline Down Payment Assistance Program that is currently serving 26 families, as well as the City’s Residential Rehabilitation Loan Program and the City’s semi-annual home buyer’s classes. She advised the importance of working closely with developers to insure that in housing projects of ten or more homes, 10% of the development must be affordable/low income. She also advised that Cantebria Senior Homes would be completed Spring 2004. Chairperson Vance thanked Analyst Mills for her presentation and asked if the Commission had any questions. Commissioner Tillotson asked the funding source for Cantebria Senior Homes. Analyst Mills advised funding included CDBG funds and several Federal government housing fund programs. 2 Commissioner Harp questioned with regard to inclusionary housing how this program was monitored. Analyst Mills advised that inclusionary housing program was monitored annually without a very positive response, and there were plans in the works to change this program. Vice Chairperson King asked if the Encinitas Ranch Development included affordable housing. Analyst Mills advised that plans were developed for the entire Ranch and included ninety affordable units. Chairperson Vance requested information on mobile home parks that are predominately senior. Analyst Mills advised the City of Vista is currently involved in a program to replace dilapidated trailers at various trailer parks. She noted trailer parks are not subject to funded replacement programs, as trailers are not considered residential whereas mobile homes are. Chairperson Vance thanked Analyst Mills for her presentation and requested copies of her presentation to be distributed to Commission members. Outreach Information – Vice Chairperson King advised the Ad Hoc Subcommittee had not met during the past month, however, Commissioner Harp had news regarding the Senior Video. Commissioner Harp advised the project was moving forward and he anticipated completion of the video in 30-60 days (video is currently 18 minutes long). He requested that the Commission review the 3-4 minute presentation today. Transportation Review – Vice Chairperson King advised the Subcommittee had not met this past month, however, they were working on bus stop issues and were continuing to recruit drivers to participate in the senior transportation program. City Council Contact Review – No report. Chairperson Vance requested status report on letter to City Council recommending that room fees for Senior Center Foundation meetings be waived. Management Analyst Hazeltine advised that the draft letter to City Council had not been received by the Recreation Superintendent as yet. New Senior Center Foundation Review – No report. Aging and Independence Services Review – Chairperson Vance distributed minutes from the March 10 meeting. 3 Senior Citizen Countywide Regional Meetings – Commissioner Blaylock distributed information on Norman Park Senior Center, the site of the last countywide meeting. She further advised that she would attend the upcoming April 16 regional meeting at the Oceanside Civic Center. D. Status Report on 2003 Senior Fair Vice Chairperson King reported on his meeting with Recreation Supervisor Miller on the Fair, reviewed the invitation response list and list of raffle prizes. He also displayed a copy of the draft flyer. Commissioner Blaylock offered to conduct her senior survey at the Fair. 8. NEW BUSINESS None 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Tillotson noted a class she will be teaching at the Community & Senior Center, Tai Chi, which begins April 4. B. Staff Management Analyst Hazeltine advised that City Council had approved the construction contract for Cottonwood Creek Park to begin mid-April, 2003 with projected completion November, 2003. He also announced that City Park Supervisor John Frenken had gone through the interview process and been appointed Park & Recreation Superintendent for the Parks and Recreation Department. 10.
