2003-02-21 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: February 21, 2003, 1:00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1:12 p.m. Present: Chairperson Vance, Commissioners Hentz, Moldenhauer, Blaylock, and Harp. Also Present: Recreation Superintendent Miller and Administrative Secretary Dakovich. Absent: Vice Chairperson King and Commissioner Small. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting January 24, 2003. COMMISSIONER HARP MOVED, COMMISSIONER HENTZ SECONDED TO APPROVE MINUTES OF REGULAR MEETING, JANUARY 24, 2003, WITH FOLLOWING CORRECTION – PAGE 5A-4 “COMMISSIONER MOLDENHAUER DID ATTEND THE JANUARY AGING INDEPENDENCE SERVICES MEETING.” MOTION CARRIED 5-0. 6. PRESENTATION None. 1 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Recreation Superintendent Miller referred the Commission to the January report, and noted several new participants. Commissioner Moldenhauer reported that she had contacted several agencies regarding information on senior medical services provided in North County, but these agencies were unable to provide specific information. She noted County Public Health did provide a web-site (which she would e-mail to Commissioners) that provides information on the entire County. B. Status Report on Senior Facilities at Oakcrest Park. Recreation Superintendent Miller noted the Community and Senior Center was one year old, and growing by leaps and bounds. She noted several new senior programs are being offered at the Center and distributed flyers. Chairperson Vance asked if figures were available on the growth of the various programs at the Center. Recreation Superintendent Miller said that figures were maintained on a monthly basis and she would prepare information for the next Commission meeting. Commissioner Hentz noted the majority of senior programs currently offered take place in the morning, and suggested that programming could continue until 5 p.m. Commissioner Blaylock noted the program, Current Events, was being offered at the Senior Center and asked if it was well attended. Commissioner Hentz advised that the program began in November, with low attendance, however, since the Holidays, attendance has grown. Attendees are encouraged to bring two ideas for discussion and items are drawn at random. C. Update Report on Ad Hoc Sub-Committees (Outreach Information Program, Senior Housing Review, Transportation Review), and Representative Reports. Outreach Information – Commissioner Hentz advised that the Outreach Information Ad Hoc Sub-committee had scheduled another Forum, to be held April 30 at 12:30 p.m., at the Senior Center. 2 Commissioner Harp advised the Senior Video was a work in progress and moving smoothly. Transportation Review – No report, however, Commissioner Blaylock advised that she had attended both the November and December SANDAG Transportation Meetings and disabled senior issues take precedent over any other senior issues. Chairperson Vance distributed information on the new North County Transit District (NCTD) FAST (curb-to-curb) program and their Breeze service to the Senior Center. Senior Housing Review – Chairperson Vance advised that the groundbreaking ceremony for Mercy Cantebria Homes (a 44 unit low income senior housing project) had been held recently and suggested that Mandy Mills, City Housing and Grants, be invited to the next Commission meeting to discuss current and future plans for senior housing/low income projects. He further noted that he would continue his research on this issue as well. Chairperson Vance advised he had attended the recent City budget session with other Commission Chairs and Vice Chairs and had learned, among other things, that with the reduced State funds, all local City agencies’ would receive reduced funds as well. City Council Contact Review – No report. New Senior Center Foundation Review – Commissioner Hentz advised the Foundation had received and approved a request from Senior Center Manager Goodsell to subsidize the Senior Information Fair Shuttle Service. She noted that the Senior Follies were a huge success and a great fundraiser for the Foundation. She also thanked the San Dieguito Water District for the use of traffic barriers for the event. Commissioner Harp distributed copies of a letter from the Senior Center Foundation regarding room rental charges at the Community and Senior Center. He noted the Foundation recommendation to City Council that they approve a $1.00 per year lease to allow the Foundation to meet at the Center. COMMISSIONER HARP MOVED, COMMISSIONER HENTZ SECONDED TO SUPPORT THE SENIOR FOUNDATION RECOMMENDATION AS NOTED. Recreation Superintendent Miller advised that City Council had set the policy for room rental fees, and suggested a memo from the Senior Citizen Commission be directed to Council regarding any support for changes to the current policy. 3 Commissioner Harp commented that he doubted other organizations whose sole fund raising function served them, would charge a room rental fee. He noted that all funds raised are directed to the Senior Center. Recreation Superintendent Miller advised that all Community and Senior Center room rental fees are deposited in an account that is designated to support the Center. Commissioner Hentz noted there are senior activities held at the Center that do not pay a room rental fee. Recreation Superintendent Miller advised those activities referred to are actually classes or activities that are part of the Senior Center programming. THE COMMISSION VOTED TO SUPPORT SENIOR CENTER FOUNDATION RECOMMENDATION TO CITY COUNCIL THAT THEY APPROVE A $1.00 PER YEAR LEASE OR OTHER LEGITIMATE TOOL TO ALLOW THE FOUNDATION TO MEET AT THE CENTER ON THOSE DAYS AND TIMES SPECIFIED FOR A DOLLAR OR LESS, IN RECOGINITION OF THE FOUNDATION’S PAST AND CONTINUING CONTRIBUTIONS TO SUPPORT THE NEEDS OF THE SENIOR CENTER. MOTION CARRIED. 5-0 Aging and Independence Services Review – Commissioner Moldenhauer attended the recent meeting and advised the entire agenda referred to funding needs and budgets. Commissioner Hentz questioned the value of the meetings, and noted they seldom address North County issues. Chairperson Vance suggested distributing copies of the agenda/minutes to Commissioners for review for items of interest and determining at that time whether to attend. Commissioner Moldenhauer advised it was not necessary to attend the meetings, and suggested contacting Pam Smith, Aging Independence Services office, for information. D. Status Report on 2003 Senior Fair Recreation Superintendent Miller advised she had provided Special Events Coordinator Miller with the information provided by the Commission, including the need for a Spanish flyer, similar to last year, the possibility of providing box lunches, holding the dance on Fair Day from 1-3 p.m. with a $2.00 charge and holding the raffle during the dance. 4 E. Status Report on Senior Commission Appointments Recreation Superintendent Miller advised that four Commission appointments were made that included Lee Vance, Joel King, Don Kennard and Christine Tillotson. The new members Kennard and Tillotson will attend the March meeting. 8. NEW BUSINESS A. Discussion and Update on Countywide Senior Commission Meetings. Commissioner Blaylock advised she had attended the recent meeting in Chula Vista, which had a great set-up, good food with about 5-6 cities in attendance. She noted the Senior Center is beautiful with many senior service agencies housed at the Center; also noted metered parking at 10 cents. She further advised she would continue to attend these meetings. Recreation Superintendent Miller announced that the next meeting is scheduled in April in Oceanside. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Moldenhauer advised the Commission that she had not reapplied for her position on the Commission, due to limited time on her part. She noted she would still like to assist with special projects and programs. Chairperson Vance and the Commission thanked Commissioner Moldehauer for her service. B. Staff Recreation Superintendent Miller noted that the Community Services Department name has been officially changed to Parks & Recreation Department, with Phil Cotton appointed the Department’s Director. She distributed copies of the new Organizational Chart to the Commission. She also noted the upcoming Mayor’s Breakfast for Chairpersons and Vice Chairpersons to be held February 25. Recreation Superintendent Miller thanked Commissioner Moldenhauer for her service and presented her with a bouquet of tulips. 10. ADJOURNMENT 5 Chairperson Vance adjourned the meeting at 2:30 p.m. 6 1
