SENIOR CITIZEN COMMISSION
MINUTES
Regular Meeting Date: September 17, 2004; 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:00 p.m.
Present: Chairperson Vance, Vice Chairperson King, Commissioners De
Vinne, Harp, Pike, Schorr and Tillotson.
Also
Present: Management Services Coordinator Hazeltine and Administrative
Support Coordinator Dakovich.

3. ORAL COMMUNICATIONS
None.
4. CHANGES TO AGENDA
Management Services Coordinator Hazeltine noted that Agenda Item 9 states
“None” and should state “COMMISSIONER’S CORNER/ANNOUNCEMENT –
Commissioners – Staff.” Commissioners made the correction.
5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting July 23, 2004.
COMMISSIONER TILLOTSON MOVED, COMMISSIONER HARP SECONDED TO
APPROVE MINUTES OF REGULAR MEETING, JULY 23, 2004. MOTION
CARRIED 7-0.
6. PRESENTATIONS
None.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Management Services Coordinator Hazeltine reviewed the staff report and the
July and August Statistical Reports.
B. Status Report on Senior Center at Oakcrest Park.
Management Services Coordinator Hazeltine distributed flyers for various programs
at the Senior Center and also a copy of the Golden Years Gazette.
Vice Chairperson King requested information on insurance coverage for the Out and
About Program.
Management Services Coordinator Hazeltine advised he would research and report
back.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information,
Transportation Review, Senior Housing Review and Representative
Reports).
Outreach –
No report.
Transportation –
Vice Chairperson King noted the upcoming SANDAG meeting on
transportation, September 24, 11 a.m. to 2 p.m. at the Vista Community Center.
Commissioners Schorr, Pike and Vice Chairperson King will attend.
Senior Housing –
Chairperson Vance advised that the Sister of Mercy 44-unit low
income housing on Via Cantebria was near completion, that 144 people had applied
for the housing with approximately 80 from Encinitas.
Commissioner Tillotson asked if other low income housing options were available.
Chairperson Vance advised that a low income housing project was underway in San
Marcos and would e-mail her information.
Council Contact –
None.
Senior Foundation Review –
Commissioner Harp advised that the Foundation had
agreed to purchase a scanner for the Computer Room at the Senior Center.
He also noted the Foundation had begun recruiting for the upcoming Follies in
February, 2005.
A.I.S. Meetings Review –
Commissioner Pike attended a recent meeting in San
Diego and heard a report on A.I.S. Lobbyists. He also reported on the California
Performance Review, released to the public in August and noted that due to the
State financial status many programs would be eliminated.
8. NEW BUSINESS
A. Discussion on Encinitas Day Booth Participation.
Management Services Coordinator Hazeltine reviewed the staff report and
suggested that Commissioners select a time to participate.
Chairperson Vance and Commissioner Pike will set-up and cover the booth from 8
to 10 a.m. Vice Chairperson King and Commissioner Harp will provide booth
coverage from 10 a.m. to 1 p.m. Commissioners Tillotson and De Vinne will provide
booth coverage from 11 a.m. to 3 p.m. and Chairperson Vance and Commissioner
Schorr will provide booth coverage from 2 to 5:30 p.m. and also takedown.
B. Discussion on Holiday Parade Participation.
Management Services Coordinator Hazeltine reviewed the staff report and asked for
discussion on participating in the Holiday Parade.
Chairperson Vance suggested again that magnetic signage be used to identify the
Commission, as they pass by in several vehicles.
Vice Chairperson King offered to be the contact person for the Commission.
After a brief discussion, in which all Commission members agreed to participate,
a motion was made.
COMMISSIONER HARP MOVED, COMMISSIONER DE VINNE SECONDED TO
PARTICIPATE IN THE HOLIDAY PARADE. MOTION CARRIED. 7-0.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Pike reported on the Senior Olympics being held in San Diego at
Mira Mar College, and the need for volunteers.
Commissioner Tillotson reported on a senior citizen identity theft scam.
Commissioner Harp requested a status report on the cigarette butt receptacles to be
placed at the Community and Senior Center.
Vice Chairperson King noted the upcoming Commission Appreciation Dinner,
Monday, September 20 at the Community and Senior Center. He also requested
that Commissioners review their telephone list to insure that telephone numbers and
e-mail addresses are correct.
B. Staff
Management Services Coordinator Hazeltine distributed Commission meeting
schedule for the remainder of the year, and information on the upcoming San Diego
County Coalition meeting to be held in Carlsbad on October 14. He also advised
that volunteers were needed for the upcoming Encinitas Day Festival.
10. ADJOURNMENT
A. The meeting adjourned at 1:45 p.m.
