MINUTES
Regular Meeting Date: October 15, 2004; 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:00 p.m.
Present: Chairperson Vance, Vice Chairperson King, Commissioners De
Vinne, Harp, Pike, Schorr and Tillotson.
Also
Present: Recreation Superintendent Miller, Senior Center Manager Goodsell
and Administrative Support Coordinator Dakovich.

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting September 17, 2004.
VICE CHAIRPERSON KING MOVED, COMMISSIONER HARP SECONDED TO
APPROVE MINUTES OF REGULAR MEETING, SEPTEMBER 17, 2004. MOTION
CARRIED 7-0.
6. PRESENTATIONS
A. Welcome and Introduction of Current Commissioners.
Each Commissioner introduced him/herself to the audience and gave a brief
overview of their Commission service.
B. Presentation on “Top 10 Consumer Scams” by San Diego Better Business
Bureau.
Recreation Superintendent Miller introduced Scott Perry, representing the San
Diego Better Business Bureau.
Scott Perry thanked the Commission for inviting him to speak, noted he is a
volunteer for the non-profit organization and his goal is to prevent scams and
help both consumers and merchants.
He reviewed the “Top 10” scams:

And the #1 scam -
He recommended not carrying your Social Security Card with you, and copying
all wallet contents, front and back, and keeping those copies at home. He also
recommended using a shredder to destroy all information you receive with your
name, address, phone #, etc. He suggested having an annual credit report
done, and advised not to use your cell phone for financial or personal business.
He further suggested that you not provide any personal information on-line. He
reported that in 2003 over 10 million identities were stolen. He stated that
identity theft is the fastest growing crime in the country and it is difficult to
capture and prosecute this type of theft.
Commissioner Pike asked if it was safe to shop over the Internet.
Scott Perry recommended that you determine if the web-site is secure before
doing any shopping.
Chairperson Vance and the Commission thanked Scott Perry for his
presentation.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Miller reviewed the staff report and the September
Statistical Report that noted seven (7) new clients.
B. Status Report on Senior Center at Oakcrest Park.
Senior Center Manager Goodsell distributed promotional material and reviewed the
new programs at the Center such as Hula and Ukulele lessons. She noted the
monthly Senior Dance was being held today, October 15 and invited the
Commissioners to stop by after the meeting. She also noted a new Recreation
Supervisor is now working at the Senior Center – Shira Chapnick.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information,
Transportation Review, Senior Housing Review and Representative
Reports).
Outreach –
Chairperson Vance advised he purchased a canopy for Encinitas Day,
and enjoyed the day. Commissioner Tillotson suggested that the Commission and
Foundation share a booth next year.
Recreation Superintendent Miller noted the Senior Citizen Commission and Senior
Center Foundation are two separate entities and should have separate booths.
Commissioner Schorr asked if the Commission manned a booth at other local
events.
Recreation Superintendent Miller advised that due to the difficulties of the
Commission staffing all the events, the Commission determined several years ago to
concentrate on the Senior Information Fair and Encinitas Day.
Transportation –
Vice Chairperson King advised that no Commissioner was able to
attend the SANDAG meeting on transportation, September 24, 11 a.m. to 2 p.m. at
the Vista Community Center, however, he had e-mailed a request for information on
the meeting.
Recreation Superintendent Miller noted the upcoming SANDAG meeting October 21
in Vista, which will provide an opportunity for input on public transportation needs,
such as expansion of the FAST program, which currently serves only ½ of Encinitas.
Commissioner Pike asked why FAST coverage wasn’t Citywide.
Recreation Superintendent Miller advised the service had gone to smaller buses on
certain routes. She also noted the program had evaluated rider-ship and determined
routes based on usage. FAST is available seven days a week, with limited hours on
the weekend.
Senior Center Manager Goodsell advised the Senior Center Out & About Program
currently has 40 passengers and 23 drivers.
Vice Chairperson King will attend the October 21 SANDAG meeting in Vista.
Senior Housing –
Chairperson Vance advised that the 44-unit low income housing
on Via Cantebria was near completion, that 144 people had applied for the housing
with approximately 80 from Encinitas, and that names had been drawn and
information was being verified.
Council Contact –
Chairperson Vance advised he had lunch with Council Member
Bond.
Senior Foundation Review –
Commissioner Harp advised that the Foundation had
begun recruiting for the upcoming Follies in February, 2005 and to look for major
changes to the program line-up to provide new acts. He also advised he was
working on the purchase of a scanner for the Computer Room at the Senior Center.
A.I.S. Meetings Review –
No report. Recreation Superintendent Miller distributed
A.I.S. meeting notes from the September meeting. Commissioner Pike advised the
regular meeting time had been changed from Noon to 1:00 p.m. Chairperson
Vance advised he had been asked by A.I.S. if he would be interested in serving on
the A.I.S. County Advisory Council.
8. NEW BUSINESS
A. Review and Input on Senior Issues – Transportation, Housing, Outreach
Services and Senior Center Programs.
There were no questions or input from the audience.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Tillotson reported that the Seaside Church plans to make the Senior
Center Out and About Program their service project. She also advised how much
she enjoyed Encinitas Day.
Commissioner Pike noted that he enjoyed Encinitas Day.
Commissioner De Vinne stated she enjoyed Encinitas Day. She also expressed her
concern regarding the Show Girls opening.
Recreation Superintendent Miller advised the City Attorney was researching
legalities regarding this type of business.
Commissioner Harp requested status on his request for a cigarette butt container at
the Senior Center.
Commissioner Schorr enjoyed Encinitas Day, however, noted it must be a morning
crowd, as it did not seem too busy in the afternoon during his shift.
Vice Chairperson King advised he enjoyed the Commission Voilunteer Appreciation
Dinner, held on Monday, September 20 at the Community and Senior Center, and
also thought Encinitas Day was fun. He noted that since the completion of the
Community and Senior Center, the Commission does not appear to have much to
focus on.
Recreation Superintendent Miller noted that the Parks & Recreation Commission
and the Youth Commission are also experiencing a lull in projects. She suggested
the Commission agendize an item for next month that would review the
Commission’s Work Plan.
Chairperson Vance enjoyed Encinitas Day, however, he too commented on lack of
participation and attendance at B Street.
Recreation Superintendent Miller advised that there were fewer booths on B Street
than past years due to emergency vehicle access concerns.
Commissioner Schorr asked if the Senior Center planned to provide flu shots.
Senior Center Manager Goodsell advised the Center had a contract with Scripps
Hospital to provide flu shots, however, vaccine is not available. She noted she had
telephone number available for further information on flu shot availability.
B. Staff
Recreation Superintendent Miller distributed copies of the City Website information
on the Senior Citizen Commission. She also distributed information on a Youth-
Elder Grant Fund Program Project and an invitation to attend a special event
regarding the program. She clarified that Commission members could participate in
the program as individuals, but not as members of the Senior Citizen Commission.
She also advised the Commission meeting November 12 would be held at City Hall,
and participation in the Holiday Parade would be an agenda item.
Administrative Support Coordinator Dakovich distributed a current copy of the
Commission Ad Hoc Subcommittee list.
Senior Center Manager Goodsell described a woman, who suffers with Parkinson’s
disease, and participates in the lunch program at the Senior Center. She has
invented and patented a tray to assist her eating.
