MINUTES
Regular Meeting Date: November 12, 2004; 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:00 p.m.
Present: Chairperson Vance, Vice Chairperson King, Commissioners De
Vinne, Harp, Schorr and Tillotson.
Also
Present: Recreation Superintendent Miller, and Administrative Support
Coordinator Dakovich.
Absent: Commissioner Pike

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting October 15, 2004.
COMMISSIONER HARP MOVED, VICE CHAIRPERSON KING SECONDED TO
APPROVE MINUTES OF REGULAR MEETING, OCTOBER 15, 2004. MOTION
CARRIED 6-0.
6. PRESENTATIONS
None.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Recreation Superintendent Miller reviewed the staff report and the October
Statistical Report that noted nine (9) new clients. She also displayed the new
Vial of Life packet, (part of the Vial of Life Program) which is provided by the
Area Agency on Aging via the funding support of San Diego Gas & Electric
Company.
Chairperson Vance asked if the report included Project C.A.R.E. figures for the
past 12 years.
Recreation Superintendent Miller responded the report included current year
only.
Chairperson Vance asked if there was information in a report form available on
seniors - age, ethnic background, income, housing, etc. to use for comparison
on increase or decrease in our local senior population.
Recreation Superintendent Miller advised she had that information on current
clients and would provide a report.
B. Status Report on Senior Center at Oakcrest Park.
Recreation Superintendent Miller advised the Senior Center was very busy with
classes, the lunch program, and the upcoming Senior Dance and distributed flyers
on various events. She also noted the interview process was almost complete for
the 20-hour clerk position at the Senior Center, with an announcement next week.
She further advised that the five-(5) parking spaces at the Senior Center blocked off
due to fence repairs should be available soon.
Commissioner Harp shared a letter from the Senior Center Nutrition Site Council
regarding their concerns over the loss of space, which was used to offer various
services to seniors (blood pressure check, legal assistance, income tax information).
Commissioner Harp noted this area was the senior outreach office and has not been
available for these programs for months.
Recreation Superintendent Miller advised that no programs or services have been
eliminated, just relocated to other areas. She also indicated other senior programs
and services are utilizing Community Center areas as needed.
Chairperson Vance emphasized that he understood no services had been
eliminated just relocated, however, concerned that this could be on ongoing
problem.
Commissioner Harp also concerned with encroachment issues on areas dedicated
for senior use.
Recreation Superintendent Miller advised that the Parks & Recreation Department
oversees use of the entire building, and had approved use of the office in question
to assist with overall Center operations.
Commissioner Harp requested that he receive a copy of the response from the City
to the letter written by the Senior Center Nutrition Site Council regarding space
usage concerns.
Chairperson Vance advised that the Parks & Recreation Department would probably
respond to those concerns, and requested that this issue and the response be
agendized for the January meeting.
Recreation Superintendent Miller stated it could be discussed under the same
agenda item at the next meeting.
Recreation Superintendent Miller advised that the room usage issue had been
discussed and clarified recently with the Site Council. She further noted the
responsibility of the Nutrition Site Council was to monitor and provide input on the
Senior Nutrition Program.
Vice Chairperson King advised he had recently heard from former Commission
member, Tommy Hentz, regarding her concerns with parking difficulties at the
Center, especially use by the neighboring school during various activities.
Recreation Superintendent Miller advised that the Center Manager had met with the
school principal to discuss parking issues and determined that the use of a security
person at the Center parking lot would help to control school use during extended
school activities such as open house and graduation.
C. Update Report on Ad Hoc Sub-Committees (Outreach Information,
Transportation Review, Senior Housing Review and Representative
Reports).
Outreach –
No report.
Transportation –
Vice Chairperson King advised that the recent SANDAG
transportation meeting on October 21 was an information gathering opportunity,
attended by NCTD and other County organizations. He noted that both the “Out and
About” program and FAST service were discussed at the meeting. He also advised
that Gail Dupler, Project C.A.R.E./Transportation Coordinator at the Senior Center
had information on a $10,000 transportation grant award for Out & About type
programs and asked if the City could apply for these funds. He noted the next
SANDAG Transportation meeting would be December 2 in Vista.
Recreation Superintendent Miller advised the current transportation program was
adequately funded, but could use the award monies for other transportation needs.
Senior Housing –
Chairperson Vance advised the 44-unit low income housing on
Via Cantebria was near completion.
Council Contact –
No report.
Senior Foundation Review –
Commissioner Harp advised that the upcoming
Senior Foundation Follies, to be held in February, 2005, was going to feature fresh,
new talent. He noted local high schools, and both Palomar and Mira Costa College
had been contacted for possible participants. He also advised that the Foundation
had been discussing the purchase of an additional van for the Center.
Commissioner Schorr suggested that Commissioner Harp contact the City’s Youth
Commission regarding the recruitment of talent.
Commissioner Harp thanked Commissioner Schorr for the suggestion and noted he
had also advertised in several local newspapers.
A.I.S. Meetings Review –
No report.
D. Discussion on Holiday Parade Participation.
Recreation Superintendent Miller reviewed the staff report and suggested the
Commission finalize their plans for the Holiday Parade.
Vice Chairperson King advised he would be unable to participate in the Parade,
however, noted that all other Commission members would participate.
Chairperson Vance, Commissioners Schorr and Harp offered to provide cars.
Recreation Superintendent Miller advised that signage for the cars in the Parade
would be ready soon and will contact Chairperson Vance when available. She also
reviewed the Parade lineup and parking areas, noting the Commission Parade
packet would be mailed next week.
Vice Chairperson King advised when he received Parade packet, he would e-mail
Commissioners all the necessary information.
8. NEW BUSINESS
A. Discussion on Cancellation of the December Senior Citizen Commission
Meeting.
After a brief discussion, the Commission made the following motion:
COMMISSIONER HARP MOVED, COMMISSIONER SCHORR SECONDED TO
CANCEL THE DECEMBER SENIOR CITIZEN COMMISSION MEETING. MOTION
CARRIED. 6-0.
B. Review and Discussion on Commission Work Plan.
Recreation Superintendent Miller reviewed the staff report, including Work Plan and
Goals. She noted that one of the accomplished goals was the production of the
Senior Services Video.
Commissioner Harp asked if many had been sold.
Recreation Superintendent Miller advised that a few videos had been sold, and
suggested a meeting with the Outreach Subcommittee be held to discuss promoting
the video and other senior services. She also referred to the recently conducted
Senior Citizen Needs Assessment Survey that she would be tabulating and
presenting at the January meeting.
Chairperson Vance suggested that the assessments be mailed with the agenda
packets.
Commissioner School offered to assist with the tabulations.
VICE CHAIRPERSON KING MOVED, COMMISSIONER HARP SECONDED TO
ACCEPT THE WORK PLAN GOALS FOR 2004-05. MOTION CARRIED. 6-0.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Tillotson reported that Seaside Church had planned free
Thanksgiving and Christmas dinners for their congregation and others.
Commissioner Harp enjoyed participating on the Commission in 2004 and looked
forward to 2005.
Vice Chairperson King noted Veterans Appreciation Weekend, November 13 and
14. He also noted that his term and several Commissioner terms would be expiring
March, 2005. (Commission members Vance and Tillotson).
B. Staff
Recreation Superintendent Miller noted the upcoming DEMA (Downtown Encinitas
Merchants Assn.) Poinsettia Festival, November 21, 2004. She wished everyone
Happy Holidays.
