2004-05-28 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Regular Meeting Date: May 28, 2004; 1:00 p.m. City Council Chambers 1. CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1:00 p.m. Present: Chairperson Vance, Vice Chairperson King, Commissioners De Vinne, Pike and Tillotson. Also Present: Recreation Superintendent Miller and Administrative Secretary Dakovich. Absent: Commissioner Harp. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS Chairperson Vance welcomed Mayor Houlihan and City Manager Miller to the meeting. Mayor Houlihan thanked the Senior Citizen Commission, on behalf of City Council, for their enthusiasm and dedication to senior issues. She found the Senior Video to be interesting and informative; noted the need for volunteers to participate in the Out and About Program; enjoyed the Senior Information Fair; found the Senior Directory to be helpful and was delighted with the variety of programs and activities offered at the Senior Center. “Thank you from City Council and citizens for all you do.” City Manager Miller stated the Commission’s efforts are greatly appreciated by both citizens and staff. He clarified the role staff plays with the Commission, that the Commission is advisory to City Council, with staff advisory to the City Manager and Department Directors. He noted that staff provides meeting and agenda coverage and assists the Commission as liaison to City Council and City Council looks to staff to bring information to the Commission. He continued noting that staff also provides routine information and professional guidance to the Commission. He did request, however, that the Commission not ask staff to advocate Commission positions. He also advised on the Brown Act and Conflict of Interest policies. Chairperson Vance thanked the Mayor and City Manager for their presentations. 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting April 16, 2004. VICE CHAIRPERSON KING MOVED, COMMISSIONER TILLOTSON SECONDED TO APPROVE MINUTES OF REGULAR MEETING, APRIL 16, 2004. MOTION CARRIED 5-0. 6. PRESENTATION None. 7. OLD BUSINESS Chairperson Vance noted that Item 7C would be heard next. C. Update Report on Ad Hoc Sub-Committees (Outreach Information, Transportation Review, Senior Housing Review and Representative Reports). Outreach – No report. Transportation – Vice Chairperson King advised he had discussed the recent drivers needed newspaper ads for the Out and About Program with Transportation Coordinator Gail Dupler. Chairperson Vance referred the Commission back to the original order of the agenda. A. Status Report on Project C.A.R.E. Recreation Superintendent Miller referred the Commission to the report for April. She also advised that Transportation Coordinator Dupler had placed ads in the local papers noting the need for Out and About drivers to serve seniors. B. Status Report on Senior Center at Oakcrest Park. Recreation Superintendent Miller distributed flyers on new programs (Calling all Crafters, Sittin & Knittin, Duplicate Bridge, Learn to Yahoo, and Grief Recovery Support Group) being offered at the Senior Center and noted the upcoming Intergenerational Recital to be held at the Center Gym on June 4, as well as the Spaghetti Dinner held at the Center on July 12. She also distributed information on Senior Center facility usage (in response to Commission requests) that included Activity Listing Summary, Senior Center Room Use list, Community & Senior Center floor plan with both Senior & Community Center use areas highlighted and a copy of the May, 2004 Senior Center activities calendar. She advised the Commission that even with the current programming of over 50 programs and services that there were still Senior Center rooms and times available for additional programs. Commissioner Pike noted that San Dieguito High School Adult Education Program was holding two Senior Fitness classes at the Center, and inquired why these classes were not being held at the school. Recreation Superintendent Miller advised the Adult Education Program needs a large area for the fitness program and prefers the Center. Commissioner De Vinne asked if they pay a fee for room use. Recreation Superintendent Miller advised yes they do pay a fee for room use. Transportation , continued Recreation Superintendent Miller noted the upcoming SANDAG Transportation Committee meeting to be held Thursday, June 3 and was advised no Commission members are able to attend. Senior Housing – Recreation Superintendent Miller distributed two maps from the City GIS Department, one noting the location of the total senior population in Encinitas, and the other providing location breakdown by age (ie 55-59, 60-61, etc.) Senior Foundation Review – no report. Council Contact – None. Chairperson Vance, after a brief review of the Sub-committees, appointed Commissioner Pike to the Transportation Sub-committee, and Commissioner De Vinne to the Community Outreach Sub-committee. D. Status Report on 2004 Senior Information Fair. Recreation Superintendent Miller thanked the Commission for their support and participation during the Fair and then briefly reviewed the twenty (20) responses from the survey which was made available to Fair participants. Commissioner Pike asked how Fair vendors are selected. Recreation Superintendent Miller advised that as the goal of the Fair is to promote senior services, vendors are selected as follows: First – local non-profit/civic groups; Second – Countywide non-profit groups; Third – Commercial businesses. She also noted that an effort is made to include all non-profit groups with a balance of commercial/ Businesses. Commissioner Pike noted the great atmosphere, very enjoyable and suggested more commercial business participation. Vice Chairperson King enjoyed staff enthusiasm as well as Fair participants. Commissioner Tillotson thought there were fewer people in attendance this year, but they seemed to be more interested in the available information. She also suggested that water be made available for staff and vendors. Recreation Superintendent Miller noted her one concern was seeing vendors leave before the end of the Fair and advised that she had received several suggestions to end the Fair at 12 noon, as some vendors have afternoon obligations. 8. NEW BUSINESS A. Review of Future Meetings Schedule. Recreation Superintendent Miller reviewed the staff report and attachment and requested Commission input on the proposed schedule. After a brief discussion, Chairperson Vance called for the question. VICE CHAIRPERSON KING MOVED, COMMISSIONER TILLOTSON SECONDED TO ACCEPT THE PROPOSED SENIOR CITIZEN COMMISSION MEETING SCHEDULE. MOTION CARRIED. 5-0 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Pike advised he had attended the recent A.I.S. meeting and heard Bonnie Dumanis and Paula Greenwood, City of San Diego, speak on Elder Abuse. He suggested that elder abuse and senior citizen scams could be addressed at one of our meetings and volunteered to prepare information to present. He also advised that Terri Hogan, State Health & Human Services had addressed State budget uncertainties and noted that continuation of many services was questionable. Recreation Superintendent Miller advised she had been contacted by a representative from the Better Business Bureau, who would like to speak to the Commission regarding scams. The presentation will be scheduled in the Fall. Further discussion on scam presentations will be discussed under the Outreach Subcommittee report at the next Commission meeting. Vice Chairperson King again noted the Senior Information Fair was great. Chairperson Vance advised he had received a letter from a citizen who had experienced elder abuse in his home and wanted to file a complaint against the Sheriff’s Department for their lack of support. Recreation Superintendent Miller advised that the City’s Risk Department and the Sheriff’’s Department were handling the complaint and there was no need for the Commission to become involved. A letter or acknowledgement will be sent by the Senior Citizen Commission Chair. B. Staff Recreation Superintendent Miller advised that Stephen Schorr had been appointed to the Senior Citizen Commission by the City Council at their recent meeting. She noted he would be attending the June meeting. 10. ADJOURNMENT A. The meeting adjourned at 2:21 p.m. NEXT MEETING WILL BE HELD JUNE 25, 2004 AT THE SENIOR CENTER
